As a government institution, the United States (US) Department of Defense (DOD) wields powerful influence on private sector organizations in the defense industry beyond the implications of public policy. In our conceptual research, we study the DOD as a key customer stakeholder in these organizations and investigate the influence of its military culture on these private sector organizations. By analyzing the culture of the DOD, we uncover a new dimension, sense of duty, not previously studied in mainstream organization literature. FOCUS helps shape European security research to enable the EU to effectively respond to tomorrow's challenges stemming from the globalisation of risks, threats and vulnerabilities. FOCUS concentrates on alternative future EU roles to prevent or respond to incidents situated on the ‘borderline’ between the internal and external dimensions of the security affecting the Union and its citizens. It does so by elaborating multiple scenarios, based on IT-supported foresight, in the form of alternative futures. These are plausibility-probed versus mere threat scenarios.

No matter if the "weapons of mass destruction" (WMD) argument brought forward by the U.S. in respect of the multinational military intervention in Iraq in 2003 was meant to be "real" or rather was "constructed": It is a fact that the WMD case, along with the new concept of security after 9/11, is real in its consequences for international WMD non-proliferation policy, collective use of force, and thus the U.N. security system. Political institutionalization has become a common concern and catchword, especially as regards the institutionalization of democracy in the post-communist countries and the design of an overarching cooperative order in Europe. However, institutionalization still is far from representing a well-defined analytical concept or an elaborated political strategy. An important question to be answered is: What are the preconditions for a successful strategy of conflict management, based on institutionalization? In its consequences for the future role of the Atlantic Alliance, the system-change in Europe means more than what it is commonly conceived of to be. Much of the political and scholarly debates about NATO's future embrace military conflict management and Alliance enlargement as crucial factors. Yet another set of decisive factors determining NATO's future lies in the intra-Alliance political and military relationships. The immediate challenges in the first place stem from conflicts of internal origin, such as reconciling divergent interests and approaches among its members.
