There is concern within U.S. space and intelligence organizations that the current Tasking, Processing, Exploitation, and Dissemination processes may be insufficient to support current and future Intelligence, Surveillance, and Reconnaissance systems. As part of a larger intelligence process, more detailed analysis becomes critical to determine what portions need to be improved. This analysis can be accomplished by simulation, which is appropriate due to the complexity of the process and the ability to compare variations in the process. We construct a high level model of a generalized military intelligence process based in part on the Intelligence Cycle outlined in Joint Publications. …

The purpose of this research was to examine Business Process Reengineering as a feasible methodology to be used to help reorganize the Brazilian Aeronautical Ministry. Using a qualitative approach, this research developed an analysis of BPR beginning with the concepts elaborated by Hammer and Champy. The research also investigated the laws and regulations used by the United States Government to apply BPR in all branches of its military. The Department of Defense (DoD) budget, in real dollars, has decreased for a dozen years or so, and will likely continue to do so. Since all the funds necessary for warfighting asset modernization will not come from Congress, DoD must free up existing funds for reallocation to its modernization program. So far, much reliance has been placed on privatization and outsourcing as ways of releasing large sums of money. During the height of the Cold War, the United States Department of Defense had a focused acquisition effort to produce major weapons systems. These weapons systems were developed as single service acquisition efforts. Their high costs were justified by their sophisticated technology, which enabled the U.S. military to gain and maintain air and ground combat superiority. Such acquisition practices significantly increased the defense budget, which peaked in 1985 at $414 billion. However, with the collapse of the Soviet Union and an absence of a single galvanizing threat to global security, the U.S. has been forced to drastically cut defense spending. …

The United States has used security assistance training in Latin America as an element of foreign policy. This study determines intentions and results of security assistance training in Latin America and analyzes training statistics to evaluate its use as an instrument of foreign policy. This study sought to identify the role of U.S. foreign policy in shaping Egypt's transition from Soviet economic and military aid to U.S. security assistance from 1969 to 1979 and the factors shaping that transition. An historical analysis of the Nixon, Ford, and Carter Administrations and their foreign policy towards Egypt and the Middle East during the period in question was employed to complete this study. This study investigated the relation of agreeableness and experience with performance heteroscedasticity in small groups. Personality assessments were administered to 55 US Air Force personnel. The participants were placed in three groups based on the personality dimension of agreeableness. Group 1 consisted of eleven sub-groups of randomly paired individuals ranked high on agreeableness. Group 2 consisted of eleven subgroups of randomly paired individuals ranked low on agreeableness. Members of group 3 worked individually. This thesis develops a methodology to evaluate how dissimilar military systems support the accomplishment of the United States? counterproliferation objectives. The overall scope is to develop a model of the counterproliferation decision process that enables systems to be evaluated against common criteria. By using decision analysis, an influence diagram model is developed which represents military activities in the counterproliferation process. The key questions which must be asked in evaluating counterproliferation systems are highlighted. Defense Contractor Buyer-Seller Relationships: Theoretical Approaches, Carl R. Templin

This article examines the applicability of three theoretical approaches to defining defense buyer-seller relationships. Economic Free-Market Theory explains the relative economic power of the participants but ignores the legal, political, and socioeconomic aspects so pervasive in defense acquisitions. Transaction Cost Economics provides a framework for determining the most cost-effective type of contract governance for each transaction. Systems theory explores the degree of interdependence between the buyers and sellers systems. Each theory contributes unique insights into defense buyer-seller relationships that can be used to judge the appropriateness of contracting laws, regulations, policies, and management approaches for specific acquisition environments.

The purpose of this study was to review the history of the U.S. Security Assistance Program to determine factors that shape the program. This research question was answered by accomplishing a literature review of the major legislative acts related to U.S. security assistance. After completing the review, the researchers determined that each of the acts contained four common factors: (1) the threat of Soviet expansion, (2) significant global events, (3) monetary authorizations, and (4) the attitudes and policies of the current leadership. Military manpower management principles and policies are in constant flux as the military forces mobilize and demobilize during periods of war and peace. This study identifies trends in U.S. military manpower policies and procedures from 1890 to 1991. Major military conflicts reviewed are the Spanish- American War, World wars I and II, the Korean Conflict, the Vietnam War, and the Persian Gulf War. In all wars until Vietnam, post war active duty forces were larger than prewar forces. However, these active duty forces tended to be relatively small until the Cold War period. This study examined the reparable logistics pipeline and identified characteristics and associated problems with the processing of Foreign Military Sales (FMS) repair and replace aircraft assets. Areas of investigation included examining the FMS logistics reparable pipeline and determining what section of the pipeline the USAF controls or can influence, identifying the individual problems within that section of pipeline, and collecting and analyzing data pertaining to FMS repair and replace requisitions. This study sought to develop a framework of factors which impact the success of offset agreements. These agreements have impacts on the U.S. defense industrial base, employment, the balance of trade, and the ability of the U.S. to protect its technology. Consequently, their study is important. A framework of twenty-two factors was developed through an extensive literature review and then tested against the offset proposals in the Korean Fighter Program (KFP). This study presents factors which require evaluation prior to entering into a cooperative arrangement. The purpose of the research was to create an evaluation framework to assist DOD managers of international projects with a tool to enable the selection of an appropriate cooperative arrangement type. The study was focused on the Pacific Rim and includes two case studies on the Japanese FS-X and the Korean Fighter Plane. Factors were identified through literature research, case studies, and personal interviews. The study concluded with the identification of six basic factors: technology, industrial base, political, economic, program stage, and requestor's motives.

This study set out to determine if the United States Air Force strategic defense doctrine requires changing. The researcher applied contextual content analysis to selected foreign policy statements taken from Presidential State of the Union addresses to determine if past doctrine and strategy changes were evidenced by the context and emphasis scores generated by the Minnesota Contextual Content Analysis (MCCA) software package used for this study. Use of the student's t-test showed differences in mean scores between years with no strategy or doctrinal changes and those in which such changes are documented. This research provided the conceptualization of a model that can be used to aid the operations planner in choosing employment strategies for peacetime contingency operations. The model uses object-oriented design and is constructed in two levels. The top layer of the model is a decision analytic model which provides a framework within which to structure the employment decision.
