It has been a long-standing topic of discussion within the field of political science on the extent to which the establishment of democratic regime characteristics influences the development of human rights. While there is considerable research in the areas of democracy and human rights, what the literature lacks is research towards the growth of democratic regime characteristics being causal to the development of human rights practices. This analysis shows that a transition in democratic regime characteristics is directly linked to the development of human rights. This thesis studies the increasing "offensive" nature of Japanese security capabilities in nation which has major restrictions on military capability. There are regional tensions in East Asia that have the potential to escalate to armed conflict. Other countries in the region have increased their levels of armament but how has Japan reacted? I look at three major acquisitions by Japan that have created controversy, then examine the role public opinion has towards issues of defense, including external and domestic considerations. Two major data sets on public opinion, the Global Attitudes Project and the Asia Barometer, are used. I find that …

Since the goal of a just war is to restore a political condition of peace and justice, and since allowing a just war is always a mournful concession to the reality of injustice, a country that wins a war has post-bellum obligations to advance the common good within the losing nation and among the community of nations. During the Cold War, the United States conducted over 1000 nuclear weapons tests. Of those, 928 took place at the Nevada Test Site (NTS). One hundred tests were in the atmosphere and 921 underground at the 1375 square mile site located 65 north of Las Vegas. The reasonable possibility of the situation getting worse [in Iraq] rather than better should have given humanitarian advocates for war, like myself, greater pause. For me at that time, this humanitarian motive bolstered what was weak in the weapons argument, and vice versa. But now I realize that a partial case for war because of the weapons risk and a partial case for war under humanitarian reasons don't add up to an air-tight case for just war. The author argues that the U.S. and its partners have rightly arrived at war on Iraq as a just and necessary last resort. The potential problems with the just-war case are notable, particularly concerning the after-effects of the war, but they do not incurably undermine the case for going to war. Instead, both supporters and critics of the war around the world should strive to keep their governments committed to post-war reconstruction and a transition to a free and stable government in Iraq. The Federal Civil Defense Administration (FCDA) was created in December 1950 to prepare the civilian population of the United States to survive and recover from a nuclear attack by the Soviet Union and its allies. Contemporary civil defense theory dictated that this goal should be met by educating the American public in order to avoid a negative psychological reaction that would prevent survival and recovery. In order to evaluate the success of the FCDA's civil defense program, this study will investigate the composition of the FCDA and its public education program.

Military manpower management principles and policies are in constant flux as the military forces mobilize and demobilize during periods of war and peace. This study identifies trends in U.S. military manpower policies and procedures from 1890 to 1991. Major military conflicts reviewed are the Spanish- American War, World wars I and II, the Korean Conflict, the Vietnam War, and the Persian Gulf War. In all wars until Vietnam, post war active duty forces were larger than prewar forces. However, these active duty forces tended to be relatively small until the Cold War period.
