Unmanned aerial systems (UAS) have a range of applications within the field of disaster response. This presentation offers a novel framework of psychosocial considerations designed to advance UAS and disaster management integration. Social scientists highlight important challenges to the effective integration of three primary entities: UAS, the team of teams that responds to disasters, and populations affected by disasters.

The presentation adopts an emerging theoretical perspective on the intersection between UAS capabilities and disaster phases and extends it by bringing necessary attention to social science issues. Article 1 of the US Constitution assigns the US Congress numerous responsibilities. These include creating new laws, revising existing laws, funding government programs, and conducting oversight of these programs' performance. Oversight of US Government agency space policy programs is executed by various congressional space policy committees, including the House and Senate Science Committees, Armed Services, and Appropriations Committees. These committees conduct many public hearings on space policy which invite witnesses to testify on US space policy programs and feature debate on the strengths and weaknesses of these programs. This paper describes a systemic method towards standardization of a cyber weapon effectiveness and effectiveness prediction process to promote consistency and improve cyber weapon system evaluation accuracy – for both offensive and defensive postures. The approach included theoretical examination of existing effectiveness prediction processes for kinetic and directed energy weapons, complemented with technical and social aspects of cyber realm. The examination highlighted several paradigm-shifts needed to transition from purely kinetic-based processes and transition into the realm of combined kinetic and cyber weapons. During acquisition for a sustainment-dominated, major capital asset, decision-making and action to develop the sustainment system must begin early in the acquisition process to sufficiently align the necessary integrated logistics support demanded by these systems. Effective governance improves the likelihood of success for delivery of the asset and accompanying sustainment system to ensure the asset meets expected performance and remains functional over its planned decades-long service life. Reasoning about complex and abstract ideas is greatly influenced by the choice of metaphors through which they are represented. In this paper we consider the framing effect in military doctrine of considering cyberspace as a domain of action, parallel to the traditional domains of land, sea, air, and space. By means of the well-known Victorian science-fiction novella Flatland, we offer a critique of this dominant cyber metaphor. In Flatland, the problems of lower-dimensional beings comprehending additional dimensions are explored at some length. This article analyzes how development budget estimates, as reported in the Selected Acquisition Reports, change over time for primarily Air Force space programs. Government acquisition policy emphasizes the importance of developing an accurate point estimate for programs to ensure program budget efficiency; however, statistics imply space programs tend to underspend at the beginning of the program and to overspend at the end of Initial Operational Capability. States facing the decision to develop a nuclear weapons program do so within a broader context of their relationships with other countries. How these diplomatic, economic, and strategic relationships impact proliferation decisions, however, remains under-specified. Adding to the existing empirical literature that attempts to model state proliferation decisions, this article introduces the first quantitative heterogeneous network analysis of how networks of conflict, alliances, trade, and nuclear cooperation interact to spur or deter nuclear proliferation. Using a multiplex network model, we conceptualize states as nodes linked by different modes of interaction represented on individual network layers. Node strength is used to …

The United States Army requires each Soldier to develop marksmanship proficiency in an effort to achieve combat readiness. Soldiers currently develop marksmanship proficiency through Basic Rifle Marksmanship (BRM) training, but significant skill deficiencies are apparent at the end of training. These skill deficiencies remain throughout training because instructors rarely assess Soldiers objectively before the final qualification, reducing the opportunity for instructors to diagnose skill deficiencies until it is too late. In this paper we introduce a new software concept specifically designed to allow the digital forensics professional to clearly identify and attribute instances of LSB image steganography by using the original cover image in side-by-side comparison with a suspected steganographic payload image. The “CounterSteg” software allows detailed analysis and comparison of both the original cover image and any modified image, using sophisticated bit- and color-channel visual depiction graphics. Drones (also known as Unmanned Aerial Vehicles – UAVs) are a potential source of evidence in a digital investigation, partly due to their increasing popularity in our society. However, existing UAV/drone forensics generally rely on conventional digital forensic investigation guidelines such as those of ACPO and NIST, which may not be entirely fit-for-purpose. In this paper, we identify the challenges associated with UAV/drone forensics. Nuclear energy’s distinctive characteristics give rise to special educational requirements. These requirements are necessary to not only address the danger of nuclear proliferation, but also to build capacity for a secure nuclear fuel circle. In this paper, I assess the status of educational capacity in nuclear security both in response to, and in support of, Kenya’s nuclear power program. There is no doubt that the NPT regime is far from being equal for all states involved. As the predominant hegemonic power since WWII, the United States plays a major role in deciding the fates of non-great power proliferators. This article tries to find the logical explanation of the phenomenon whereby some nuclear proliferators are absolved regardless of their active accumulation of nuclear arsenals while others are labeled as “rogue states” and ordered to disarm.
