Current bicycle models assume average speed along the route and among routes and that travel time is proportional to distance. There is no method that determines realistic cycling time based on change in speed due to topography. My research proposes a model for the development of bicycle infrastructure based on reducing travel time and level of difficulty. I identified that topography, human power, and riding speed have strong relationship and developed a bicycle travel time model where speed is a function of human power and topography. Simon Adams and Condoleezza Rice warn us that with the portended fall of Syria's Bashar al-Assad, the country could witness even more heinous crimes and, potentially, regional political fallout. These worries are not unfounded. However, what seems to be truly missing in their discussions is any mention of post-conflict reconstruction planning. This is unfortunate, as much handwringing is still occurring over "what to do" in Syria, and it will continue until there is a clear vision of what to do after this civil war. Syria's post-conflict reconstruction plan is—or should be—inherently tied to its current operational agenda.

This paper examines the political systems of China and Canada with respect to involuntary resettlement induced by hydroelectric projects. It uses case studies from the two countries – namely the Three Gorges Dam in China and a series of dams in James Bay, Quebec – to analyze the similarities and differences found under each system. The findings reveal that, with regards to similarities, in both countries, certain marginalized groups were further disadvantaged as a result of resettlement and the organized resettlement practices in the two countries are relatively short, although the history of dam construction is relatively long. This paper examines whether major municipalities in Ontario have changed their water rate structure in order to raise additional resources for their capital and operating requirements. The data presented has been gathered from a sample of medium and large urban areas and is based on a questionnaire, interviews, and municipal websites. The findings reveal that municipalities in Ontario have had to increase their water rates since the Walkerton tragedy in order to become compliant with new regulations and to address capital infrastructure replacement programs, but there is no evidence that they have changed their water use rate structure in order …

This thesis explores rural development strategy in Mexico within the context of infrastructure development. It finds that although the tenants of decentralization and neoliberalism on which the strategy is based are conducive to gains in productivity, equity, and environmental sustainability in rural Mexico, the current government apparatus creates a number of market failures which limit the beneficial potential of the development strategy. Lessons learned from the Mexican experience should be applied in other contexts for development strategies.

This paper reviews and summarizes current literature by Theofanis P. Mamuneas (2008) and Mamuneas with M. Ishaq Nadiri (2003) on the returns to highway investments. This paper first provides an overview of the conceptual relationship between highways and output. The next section describes the highway capital stock estimated by Fraumeni and used by Mamuneas. Next, the paper describes the study conducted by Mamuneas and analyzes the results for consistency within the modeling framework and in context with other studies. This paper examines the impediments to the implementation of the Bicycle Master Plan (BMP) in London, Ontario. Interviews with key BMP stakeholders, a literature review, archival research, and participant observations were conducted. The findings reveal that various political and structural and administrative obstacles have impeded the progress of the construction of on-road bicycling facilities in the city, including pressures to maintain the transportation policy status quo, a general lack of advocacy for bicycling-related issues, the problematic assignment of key implementation officials, low levels of data collection, and the absence of a formalized public consultation process.

Municipal Capital Works Projects: An Analysis Of Scheduling Delays And Cost Escalations, Doug Mackay

This paper examines the primary reasons for the delays and cost overruns in municipal capital works projects in Ontario. Interviews with experts in municipal infrastructure projects – including employees from the municipal sector, the Ministry of the Environment, a conservation authority, and the Ministry of Transportation – were conducted. The findings reveal that there are numerous factors that have resulted in municipal capital works projects becoming increasingly difficult to deliver, but the primary factor was the introduction of the Environmental Assessment Act, which resulted in a lengthened schedule and added costs.

Given recent concerns about North American port congestion, this paper examines stakeholder involvement in expanding port capacity to meet significant volume growth. North American container port authorities were surveyed to identify key capacity factors and subsequent participation requirements by stakeholders such as terminal operators, longshore labor, railroads, steamship lines, truckers, and government. The resulting analysis indicates port frustration with participation currently offered by all stakeholders, especially the federal government and railroads. Such results further validate the requirement for a multi-stakeholder approach to port capacity expansion and suggest the need for national freight policy and planning leadership.

While contracting out has been the predominant method of privatization, there has been greater emphasis in recent times on using public-private partnerships (sometimes referred to as PPPs or P3s) instead. This paper examines whether the assertions made by key literature on capital infrastructure in Metropolitan Toronto are empirically supported based on an analysis of annual capital operations financial statements. This paper examines whether the funding system for local infrastructure is adequate to ensure a sustainable, well-maintained transportation network and if there is a single, more effective means of funding local infrastructure maintenance based on a case study of the County of Peterborough. The findings reveal that the current funding system for local infrastructure maintenance is inadequate to ensure a sustainable, well-maintained transportation network and alternative revenue sources include the federal GST, the provincial PST, the gas tax, income tax, subsidies and transfers, infrastructure maintenance funding programs, and user fees.
