Municipalities across the Province are grappling with infrastructure deficits. Small, northern, and rural municipality’s tax assessment base limits its ability to garner sufficient revenue to support operations as well as renew and replace infrastructure. Federal and Provincial governments must step in and assist. As a result, the province introduced the Ontario Community Infrastructure Fund (OCIF) as a permanent program to fund critical infrastructure projects for core assets—roads, bridges, water and wastewater. Fertility And Rural Electrification In Bangladesh, Tomoki Fujii, Abu S. Shonchoy

We use a household-level panel dataset from Bangladesh to examine the household-level relationship between fertility and the access to electricity. We find that the household's access to electricity reduces the change in the number of children by about 0.1 to 0.25 children in a period of five years in most estimates. This finding also applies to retrospective panel data and is robust to the choice of covariates and estimation methods. Our finding passes falsification test and corroborates with the predictions of our theoretical model on the households' time use and consumption pattern.

The initial 72 hours after a large-scale crisis are critical in terms of preserving life and property, and the private sector and its critical infrastructure are often called upon to assist government organizations in such events. However, little research explores the unique circumstances surrounding the relationship between public-private partnerships and community resilience in strategic communities including military installations and ports. This study examines public preferences for two revenue options—fuel taxes and tolls—to finance transportation infrastructure in an urban area with the use of the results of a survey of residents of the Hampton Roads region of southeastern Virginia. Specifically, the study addresses two related research questions: (a) To what extent do residents support instituting tolls, increasing the fuel tax, or both? (b) What roles do self-interest and ideological beliefs play in support of increasing the fuel tax, imposing tolls, or doing both? This paper examines the extent to which the number of these refugees is affected by the number of civil wars a country has had in a year. Infrastructure Provision, Gender And Poverty In Indian Slums, Prithi Parikh, Kun Fu, Himanshu Parikh, Allan Mcrobie, Gerard George

We examine the relationship between infrastructure provision and poverty alleviation by analyzing 500 interviews conducted in serviced and non-serviced slums in India. Using a mixed-method approach of qualitative analysis and regression modeling, we find that infrastructure was associated with a 66% increase in education among females. Service provision increased literacy by 62%, enhanced income by 36%, and reduced health costs by 26%. Evidence suggests that a gender-sensitive consideration of infrastructure is necessary and that a ‘one-size-fits-all’ approach will not suffice. We provide evidence that infrastructure investment is critical for well-being of slum dwellers and women in particular.

This research note compares the effect on willingness to raise taxes and government fees of three common approaches to public consultation: (a) a telephone survey with no information or discussion, (b) a focus group with discussion but no information relating need to the proposed tax or fee, and (c) a focus group with discussion and such information. Large infrastructure investment decisions, especially for mega-projects defined as costing more than one billion U.S. dollars, are largely based on complex, unclear and non-transparent decision criteria. The project's specific context and a variety of actors and interests add to the complexity of the decision processes. All projects deviate, to a certain degree from a "rational" decision-making process, are politically motivated and subject to multiple interests. This paper examines which elements of strategic planning and strategic management are associated with improved organizational performance and how these elements are practically implemented in a municipality’s asset management program. The four key elements of strategic planning and management identified include: developing formal plans and using planning tools; setting goals and implementing performance measurement systems; internal and external stakeholder involvement; and linking the strategic process to the organization’s budget. Public transit is an environmentally friendly transportation mode that usually focuses on transporting people within and to the city center. However, over the last 60 years, population and employment has been suburbanizing. As the median voter lives further from the city center, and thus enjoys fewer benefits from accessing public transit, does this reduce such a voter’s propensity to support public investment in public transit improvements? We analyze voting patterns on 20 transit-related ballot propositions from state-wide elections in California between 1990 and 2010. Current bicycle models assume average speed along the route and among routes and that travel time is proportional to distance. There is no method that determines realistic cycling time based on change in speed due to topography. My research proposes a model for the development of bicycle infrastructure based on reducing travel time and level of difficulty. I identified that topography, human power, and riding speed have strong relationship and developed a bicycle travel time model where speed is a function of human power and topography.
