How do governments respond to the global health agenda? Does external health assistance translate to sustained domestic political commitment in low- and middle-income countries? Over the past three decades, development assistance for health has expanded, accompanied by international agreements emphasizing country ownership, alignment, and domestic resource mobilization. Yet domestic fiscal commitment to health remains uneven across countries. This qualitative study examined how institutional quality is constructed, communicated, and negotiated through the accreditation process in U.S. higher education. Drawing on a multiple case study design, the research analyzed accreditation-related documents from eight institutions undergoing reaffirmation, including self-study reports, peer review team reports, Commission action letters, and institutional responses. The study was guided by three research questions: (a) What institutional signals of quality are evidenced in self-studies? (b) In what ways does the accreditation process represent a negotiation between accreditors and institutions? (c) What implied views of institutional quality emerge from accreditation discourse?

This thesis examines how China–U.S. relations evolved from a manageable strategic rivalry into a more rigid and increasingly difficult form of competition after the Obama administration’s “Pivot to Asia.” It argues that traditional explanations such as power transition theory alone cannot fully explain the deterioration of the relationship. Instead, the study introduces the concept of techno-nationalism, where technological leadership becomes tied to national identity, economic security, and geopolitical power, particularly in areas such as semiconductors, artificial intelligence, and supply-chain security. This thesis examines how California cities can satisfy state housing mandates while systematically under producing affordable housing. Using San Juan Capistrano as a case study, it documents a pattern of selective compliance. That is, a formal planning obligations are met while local governance tools, place-based identity, and discretionary processes that consistently filter housing outcome towards market-rate development and away from lower-income production. The findings suggest that closing California's affordability gap requires enforcement tools capable of reaching beyond formal planning compliance to address the governance mechanisms that shape what actually gets built.

Data center development is expanding across the western U.S., raising concerns about water, energy, land, and air quality, particularly in rural communities experiencing rapid growth. However, data center impacts are highly context-specific, depending on factors such as regional energy availability, cooling technologies, facility design, and state and local regulations. In Utah, policymakers are increasingly addressing data center resource use, but direct water-use reporting captures only part of the picture: the energy used to operate data centers can also have water demands. This program evaluation study examines the implementation of the 2025 Shelter From the Rain “Mothers with Mentors” program in Savannah, GA. Utilizing a convergent parallel mixed-methods approach, the study evaluates the program’s acceptability, feasibility, and perceived benefit through the theoretical lenses of the Theory of Planned Behavior (TPB), the Health Belief Model (HBM), and Bonding Social Network (BSN). The analysis incorporates quantitative and qualitative data for participant mentees (n=7) and mentors (n=12), with a specialized paired analysis of five mentor-mentee matches.

Lunch shaming is the practice of penalizing students who cannot afford to pay for their meals, resulting in them being denied food, served alternative meals, or publicly identified. The origins of lunch shaming can be traced to the financial pressures faced by school districts that struggle to balance tight budgets with the mandate to provide free or reduced-price meals to eligible students. Despite legislative efforts and advocacy campaigns aimed at mitigating the problems associated with lunch shaming, the practice persists, exacerbated by rising food costs and the expiration of pandemic-era food programs.

I examine how financial education shapes students’ financial knowledge, college financing decisions, and longer-term financial behavior.

The first chapter studies whether taking high school financial education in Kentucky affects students’ college financing decisions using linked administrative records on high school course-taking and postsecondary financial aid. Using school-level financial education course availability as an instrument, the chapter evaluates whether exposure to financial education is associated with differences in student loan borrowing and receipt of need-based aid.

Despite decades of economic reforms and growing international integration since the 1990s, Brazil has remained one of the most protectionist large economies in the global trading system. Tariff levels remain relatively high, the country maintains a limited network of trade agreements, and non-tariff barriers play a significant role in shaping market access. Existing explanations for this persistence have focused primarily on the influence of organized interests, particularly import-competing industries, and the enduring influence of developmentalist ideas rooted in Brazil’s import-substitution industrialization (ISI) legacy.

Objective

To provide an updated comprehensive assessment of the Pediatric Otolaryngology workforce in the United States inclusive of compensation, productivity, practice patterns, and on-call burden.

Study Design

Cross-sectional electronic survey.

Methods

A structured electronic survey was developed by members of the American Society of Pediatric Otolaryngology (ASPO) Workforce and Compensation Committee. The survey evaluated six domains: demographics, compensation, workforce dynamics, productivity, on-call burden, and future priorities, and was distributed to all 480 presumedly actively-practicing, domestic ASPO members.

Results

The survey response rate was 68% (327/480). Ninety-one percent of respondents held an academic appointment with relatively equal percentages of each rank …

I examine the impact of the Affordable Care Act’s Medicaid expansion on maternal and fetal health outcomes using National Center for Health Statistics Natality data from 2006 to 2023. I exploit staggered state adoption as a quasi-experiment, and the staggered differences-in-differences estimates indicate an increase in the share of Medicaid births but broadly no impact on maternal prenatal care, maternal health, and fetal health. The absence of statistically significant effects is consistent across heterogeneity groups. These null findings indicate that expanded insurance access through the Affordable Care Act may be insufficient to improve health outcomes. I do find a statistically …

This qualitative single-case study examined how a private-interest, nonprofit youth soccer club in the Midwestern United States recruits coaches, what coach qualities are prioritized in hiring, and how organizational and sociocultural conditions shape those practices. We study how infrastructure shapes rural development using household panel data from a nationally representative sample of Chinese villages, matched to high-resolution highway maps. Reduced-form results show that road expansion between 2000 and 2015 operates mainly through reallocation, with less productive farmers scaling down or exiting and more productive farmers remaining and expanding. We quantify the aggregate and distributional consequences in a dynamic spatial equilibrium model with heterogeneous households and endogenous migration. Improved connectivity not only accelerates urbanization, roughly doubling the speed of convergence, but also increases aggregate rural output by 2.2 to 5.3 percent in the long run, even …

The guide is organized around key design components, with examples from States across the country to illustrate different approaches. A range of examples are provided that highlight diverse and instructive models of the various ways YABs have been structured.
