While access to and uptake of modern family planning (FP) in Ghana has steadily risen over the last decade, the modern Contraceptive Prevalence Rate (mCPR) among all women reached only 22% in 2019 with 30% of women still reporting unmet need. To increase FP uptake via mitigation of cost barriers among women with unmet need, the Government of Ghana is seeking to integrate claims-based FP services into the National Health Insurance Scheme benefits package. Many, if not all, existing studies formulate this as a bus frequency optimization problem which tries to minimize passengers’ average waiting time. This dissertation is focuses on the role that data and information has in creating and altering behavior related to transportation. To do so, it lays out a theoretical model of technological transition and then follows it up with three case studies. The theoretical model provides a structure to consider how different actors in our transportation ecosystem – users, firms, policy actors – mix with technological evolution to uphold or incrementally recreate our transportation landscape. Unprotected On The Job: How Exclusion From Safety And Health Laws Harms California Domestic Workers, Isaac Jabola-Carolus

Since its creation in 1973, California’s Occupational Safety and Health Act has excluded an entire class of workers—those employed in private households as nannies, housecleaners, home health aides, and home attendants. This report documents the human cost of their exclusion at a time when COVID-19 and ecological disaster compound typical workplace hazards. Based on a recent survey of over 700 domestic workers across the Los Angeles and San Francisco metropolitan areas, the report offers a large-scale snapshot of safety and health challenges faced by this workforce. Findings demonstrate that job-related injuries, illness, and violence are common; that employers rarely provide …

This study analyzes the recent trends of monthly visitors to the Las Vegas-ParadiseHenderson, NV metropolitan statistical area (MSA) for the first five months of 2020. In addition, six scenarios for the seven-month period of June through December 2020 estimate the net loss of visitors to Southern Nevada and the impact for the state economy in terms of employment, income, the total value added (contribution to Gross State Product), output sales, and state and local tax revenues. The Gastón Institute’s 2020 Latinos in Massachusetts series focuses on the ten largest Latino populations located throughout the state. In order of size, these Latino populations are Puerto Ricans, Dominicans, Brazilians, Salvadorans, Guatemalans, Mexicans, Colombians, Cubans, Hondurans, and Ecuadorans. This report analyzes Public Use Microdata Sample (PUMS) data from the 2017 American Community Survey (ACS) conducted by the U.S. Census Bureau. Our descriptive analysis uses both household- and individual-level data to estimate population size and percentages and to compare Colombians to Other Latinos and Non-Latinos in the state.

With the recent rapid growth of technology-enabled mobility services, ride-sourcing platforms, such as Uber and DiDi, have launched commercial on-demand ride-pooling programs that allow drivers to serve more than one passenger request in each ride. Without requiring the prearrangement of trip schedules, these programs match on-demand passenger requests with vehicles that have vacant seats. Ride-pooling programs are expected to offer benefits for both individual passengers in the form of cost savings and for society in the form of traffic alleviation and emission reduction. In this article, we survey a growing body of literature within geography and other intersecting fields that trains attention on what inclusive smart cities are, or what they could be. In doing so, we build on debates around smart citizens, smart public participation, and grassroots and bottom-up smart cities that are concerned with making smart cities more inclusive. The growing critical scholarship on such dis- courses, however, alerts us to the knowledge politics that are involved in, and the urban inequalities that are deeply rooted within, the urban. Few measures assess cyberbullying and traditional bullying simultaneously while also reporting standards of reliability and validity. As a result, it remains unclear whether cyberbullying should be considered a separate type of bullying. This dissertation advances the literature by examining data from the 2013 School Crime Supplement to the National Crime Victimization Survey (NCVS-SCS) to provide psychometric information about the factor structure of the 2013 NCVS-SCS traditional and cyberbullying scales. Furthermore, the dissertation uses that information to evaluate if cyberbullying emerges as a unique factor. This qualitative legal study explored statutory immunity protection provided to Texas educators under the Texas Education Code §22.0511 and §22.0512. The Texas legislature enacted the statutory immunity provisions as part of House Bill 4 and tort reform in 2003. Researchers have called for more balance when providing immunity protections for educators. The researcher limited the study to Texas Commissioner of Education decisions and Texas appellate court cases. The study utilized a legal framework to determine under what circumstances the rulings of statutory immunity shields educators from liability. In 2018, the Humana Foundation shifted the focus of its work to the social determinants of health, with the key aim of promoting health equity. With this new focus came a recognition that larger, long-term investments would be needed to support strategies addressing upstream determinants of health. The foundation also recognized the need to co-create processes with communities to understand how to provide essential holistic supports.

This article examines lessons learned as part of the continued development of the Get2College Pilot School Program, an initiative of the Woodward Hines Education Foundation, designed to test a strategy for increasing college enrollment among Mississippi students through greater college exploration opportunities and application and financial aid supports.

While a review of the first three years of the pilot found it had an impact on college-going culture at its eight participating schools, Get2College found no significant increase in college enrollment over the 2016–2018 academic years and a retrospective analysis revealed flaws in the program’s design and theory of change. This article highlights Get2College, a program by the Woodward Hines Education Foundation that provide financial aid counseling to Mississippi high school students, and outlines a study that assessed efforts to scale the FAFSA completion initiative to increase the number of students statewide who complete the Free Application for Federal Student Aid (FAFSA).

Get2College’s approach to scaling involved a partnership with the state’s rurally based community colleges and leveraged their established support networks to expand its outreach to the state’s often underserved students and increase FAFSA completion rates among that population.

In the quest for equitable and lasting reform in postsecondary education, philanthropy’s great strength is its flexibility to make use of multiple strategies. However, as most grantmakers know firsthand, not all strategy combinations lead to lasting systemic change.

This article offers an actionable approach for designing and analyzing philanthropically funded movements in order to remake an area of educational policy or practice. It begins with a review of philanthropic literature that identifies the primary change strategies used by funders in the education sector. Although students living in rural areas perform academically on par with their peers, they are less likely to complete a postsecondary credential due to geographic, economic, and other barriers. Greater Texas Foundation, a private grantmaker focused on postsecondary student success in Texas, fosters rural collaborations as part of its philanthropic strategy.

This article reflects on lessons learned by foundation staff from this strand of work. It describes innovative models for postsecondary support developed by the foundation’s rural partners, discusses the need to balance direct program support and capacity building, and emphasizes the importance of visiting rural communities in person.

Five years ago, the Ann Arbor Area Community Foundation decided to take a strategic approach to offering college scholarships that would address gaps in educational achievement among local students. To increase the impact of its scholarship program, the foundation shifted its emphasis from one-time awards to promoting degree attainment, and determined that the criteria for new scholarships would be based on impact data instead of donor intent.

The study discusses the drivers of conflict in the construction of Yogyakarta International Airport (YIA) in Temon, Kulon Progo, using a politico-economic framework. This research employs the theory of land-based elite domination of urban growth machines and theories that explain the drivers of conflicts caused by construction and development of infrastructure. This research uses a unique database of cycling volumes from the San Diego region to estimate cycling demand and cycling collision models. Continuous cycling count data collected from 34 automated counters are used to extrapolate over 1,400 short duration counts to average annual daily bicycle volumes (AADB). Network characteristics, built environment, and socio-economic characteristics are primary independent variables employed in the modeling. A key contribution of this research is to incorporate both a whole-network measure (betweenness centrality) and a network quality measure (LTS) in estimating cycling volumes. Safe Routes to School (SRTS) programs aim to increase the share of students who commute to school by active modes (e.g., walking and cycling). The goal of this work was to assess the effectiveness of SRTS programs. Towards that end, we analyzed the California Household Travel Survey (CHTS) data from the four counties in the San Francisco Bay area.
