This research monograph explores the Army’s emerging concept of multi-domain operations and its implications on the mission command approach. The transition to multi-domain operations changes the traditional view of how Army commanders and staffs conduct operations in the physical environment to include simultaneously operations in the information environment within the competition continuum.

This monograph will utilize the introduction of the aircraft during World War I as a historical case study for the integration of new domains. The Army has integrated new domains in the past and this example provides the historical context for the challenges involving integration of new domains. …

In March 2020, the coronavirus pandemic upended American higher education and shuttered campus doors across the country. As the opening vignette illustrates, many college students reported severe housing and food insecurities as a result. Nevertheless, not all college students experienced COVID-19’s effects and consequences equally. For example, Ivory, a current student enrolled at Concordia University Texas who spent 17 years in foster care, illuminated some of the difficulties she has personally faced in the wake of COVID-19. At the same time, the crisis has revealed unusual opportunities to forge common approaches to battling this invisible enemy. This review examines promising new technologies and methodologies used for the delivery and monitoring of risk education interventions in response to three key challenges: risk education for improvised explosive devices, in urban complex environments, and in areas with limited to no accessibility. It highlights examples, good practices and emerging solutions in facing these challenges, both from within and outside the EORE sector, and builds on recent initiatives developed to adapt to the COVID-19 pandemic. The Missouri Division of Youth Services (DYS) approach to juvenile justice has become a national model, often referred to as “The Missouri Model.” Missouri’s approach has produced positive outcomes including satisfactory discharges, high law-abiding rates, and low rates of recidivisms. Performance-based funding is a strategy that connects state funding directly to institutional performance on public campuses through indicators such as student retention, graduation rates, and cost efficiency. The policy was first adopted by Tennessee in 1979; since then many states have experimented with measures that attempt to finance higher education based on university performance. The World Bank’s “International Poverty Line,” a politically driven standard, obscures the reality that, in East Asia as elsewhere, poverty is increasing alongside enormous wealth for the richest ten percent. The COVID-19 pandemic is driving tens of millions more people into poverty in East Asia than would otherwise be the case, challenging all governments to meet the crisis where it most counts: in health care, food, aid to small businesses, and income. After decades of neglect, several U.S. states have increased support for regional development planning, creating new programs, organizations, and funding streams to support it. Analysis of programs in three states (New York, Michigan, and Indiana) shows similarities among them as well as contrasts with prior episodes of state-led regional planning. The new programs deliberately sidestep older regional planning organizations like COGs and RPCs in favor of new organizations with larger roles for the private sector and greater access to public funds. Short-term flooding from extreme storm events poses a serious transportation challenge in U.S. cities. This problem—which is anticipated to grow over the next century with our global climate crisis—is often hardest on vulnerable populations, including low-income and minority neighborhoods. This project advances national research methods for assessing flood vulnerability and prioritizing transportation improvement investments to ensure that no community is left stranded when the next flood occurs.

In managing complex policy problems in the federal system, state and local governments are organized into different arrangements for translating policy goals into policy outcomes. Air quality management is used as a test case to understand these variations and their impact on policy outcomes. With data from Clean Air Act implementation plans and a survey of state and local air quality managers, five separate institutional designs are identified: (1) central agencies; (2) top-down; (3) donor–recipient; (4) regional agencies; and (5) emergent governance. Since Agate Springs Ranch was founded by James H. Cook in 1887, exquisite examples of transitional Miocene mammalian fauna have been found along this stretch of the Niobrara River valley. Collectively these paleontological discoveries, along with the existing archeological and historical Native American collection, were the basis for establishing Agate Fossil Beds National Monument (AGFO) as a unit of the National Park System (NPS). The fossil remains from the Harrison and Anderson Ranch formations span a short, but important, time period within the Miocene Epoch. Real-time ridesharing systems such as UberPool, Lyft Line, GrabShare have become hugely popular as they reduce the costs for customers, improve per trip revenue for drivers and reduce traffic on the roads by grouping customers with similar itineraries. The key challenge in these systems is to group the "right" requests to travel together in the "right" available vehicles in real-time, so that the objective (e.g., requests served, revenue or delay) is optimized. Universal access to safe drinking water and sanitation facilities is an essential human right, recognised in the Sustainable Development Goals as crucial for preventing disease and improving human wellbeing. Comprehensive, high-resolution estimates are important to inform progress towards achieving this goal. We aimed to produce high-resolution geospatial estimates of access to drinking water and sanitation facilities.

Methods

We used a Bayesian geostatistical model and data from 600 sources across more than 88 low-income and middle-income countries (LMICs) to estimate access to drinking water and sanitation facilities on continuous continent-wide surfaces from 2000 to 2017, and aggregated results to policy-relevant …

In mid-March, Oregon leaders ordered unprecedented ‘stay home’ measures to slow the spread of the pandemic Covid-19 virus. The economic impact was immediate, with entire sectors of business in ‘shut down’ mode and others limiting their activity. These emergency orders, necessary for public health, had a dual impact for workers: many were quickly laid off from temporarily closed businesses, while others deemed essential were at risk of viral transmission. This report presents findings from Portland State University’s first housing and food insecurity survey of students and employees. It was conducted by The Homelessness Research & Action Collaborative (HRAC), a center formed to help address homelessness and its negative impact on individuals, families, and communities, with an emphasis on communities of color. Reducing homelessness in the PSU community was one of the foundational goals of the center, and this survey is an important step in that work.

The changing nature of public service has blurred the lines between economic sectors by intermingling public, private, and nonprofit missions, and made it easier for employees to balance extrinsic and intrinsic motivators by seeking employers positioned along a continuum that balance their interests. Using data from the “After the JD” study, the authors analyze responses of law school graduates to determine how academic qualifications and employee motives affect economic sector of employment. Findings suggest that the best and brightest law school graduates are predisposed to employment in the private or nonprofit sectors because they offer the strongest extrinsic or intrinsic …

Renewable energy and social justice advocates are organizing around the potential for community-based democratic organizations to promote more decentralized, sustainable, and just societies. Within this movement, consumer-owned electric utilities are often seen as central actors. Yet, there has been little systematic investigation into why integration of distributed energy resources (DERs) varies across these utilities. We explore this question using literature on sustainability transitions and strategic action fields. Choices about when and how to integrate DERs are shaped by new interpretations of long-standing principles, existing institutional relationships, and a utility’s political power.
