วัตถุประสงค์ของงานวิจัย คือ เพื่อศึกษาปัจจัยที่มีผลต่อการมีส่วนร่วมของเด็กและเยาวชนในสภาเด็กและเยาวชนเขตบางคอแหลม และเพื่อศึกษาหาแนวทางในการส่งเสริมให้เด็กและเยาวชนในเขตบางคอแหลมให้มีความสนใจที่จะเข้ามามีส่วนร่วมกับสภาเด็กและเยาวชน จากผลการวิจัยพบว่า ปัจจัยที่มีผลต่อการมีส่วนร่วมของเด็กและเยาวชนในสภาเด็กและเยาวชน ประกอบด้วย 5 ปัจจัย ดังนี้ 1. ปัจจัยด้านการรับรู้ถึงการมีตัวตนของสภาเด็กและเยาวชน เป็นปัจจัยที่มีผลมากที่สุด เนื่องจากการที่เด็ก เยาวชน และผู้ปกครองได้รับรู้ถึงการมีตัวตนของสภาเด็กและเยาวชนมาก่อน จะทำให้เด็กและเยาวชนเหล่านี้ตัดสินใจที่จะเข้ามามีส่วนร่วมกับสภาเด็กและเยาวชนได้ง่ายขึ้น 2. ปัจจัยด้านเวลา เด็กและเยาวชนที่มีภาระรับผิดชอบมากมาย ก็จะมีโอกาสน้อยลงที่จะเข้ามามีส่วนร่วมกับสภาเด็กและเยาวชน 3. ปัจจัยด้านฐานะทางการเงินของครอบครัว ถ้าครอบครัวมีฐานะทางการเงินไม่ค่อยดี เด็กและเยาวชนต้องช่วยครอบครัวทำงานจนอาจไม่มีเวลาเข้ามามีส่วนร่วมกับสภาเด็กและเยาวชน 4. ปัจจัยผลักดันจากผู้นำ ได้แก่ ผู้ปกครอง คุณครู และหน่วยงานที่รับผิดชอบ 5. ปัจจัยด้านการออกแบบนโยบาย โดยพบว่าหน่วยงานที่รับผิดชอบสภาเด็กและเยาวชน และวาระการดำรงตำแหน่งของคณะบริหารสภาเด็กและเยาวชน ยังไม่เอื้อให้เด็กและเยาวชนอยากมีส่วนร่วมในสภาเด็กและเยาวชนเท่าที่ควร สำหรับแนวทางในการส่งเสริมให้เด็กและเยาวชนในเขตบางคอแหลมมีความสนใจที่จะเข้ามามีส่วนร่วมกับสภาเด็กและเยาวชน มีดังนี้ 1. หน่วยงานที่รับผิดชอบ ช่วยกันประชาสัมพันธ์สภาเด็กและเยาวชน 2. ควรมีที่ปรึกษา(คุณครู) ที่คอยให้ความช่วยเหลือในการสื่อสารกันของคณะบริหารสภาเด็กฯที่มีช่วงอายุที่แตกต่างกัน 3. วาระการดำรงตำแหน่งของคณะบริหารสภาเด็กและเยาวชนควรเป็น 2 ปี เหมือนกันทั้งทีม 4. ควรให้ฝ่ายการศึกษารับผิดชอบสภาเด็กและเยาวชนระดับเขตที่โดยตรง 5. ปลุกจิตสำนึกให้ผู้บริหารสภาเด็กและเยาวชนตระหนักถึงหน้าที่และความสำคัญของตำแหน่งผู้บริหารสภาเด็กและเยาวชน

การวิจัยครั้งนี้เป็นการศึกษาเชิงคุณภาพ มีวัตถุประสงค์เพื่อศึกษาพฤติกรรมและทัศนคติต่อ (1) การใช้งานระบบชำระเงินอิเล็กทรอนิกส์ (e-Payment) (2) การชำระภาษี ของผู้ประกอบการออนไลน์ที่อยู่ในเศรษฐกิจนอกภาคทางการ และ (3) เพื่อศึกษาความเชื่อมโยงระหว่างทั้งสองส่วนข้างต้น โดยมีผู้ให้ข้อมูลสำคัญ ได้แก่ ผู้ประกอบการออนไลน์ที่อยู่ในเศรษฐกิจนอกระบบ จำนวน 10 ราย เก็บข้อมูลผ่านการสัมภาษณ์เชิงลึกโดยใช้แบบสัมภาษณ์กึ่งโครงสร้าง โดยจำแนกเนื้อหาในการเก็บข้อมูลตามคำถามในการวิจัยและทำการวิเคราะห์ข้อมูลโดยใช้แนวคิดทฤษฎีตามกรอบแนวคิดมาเชื่อมโยงความสัมพันธ์เพื่อตอบคำถามของงานวิจัยดังกล่าว ผลการศึกษาพบว่า (1) ผู้ประกอบการส่วนใหญ่มีพฤติกรรมและทัศนคติต่อการใช้งาน e-Payment ที่เป็นไปตามความยอมรับและตั้งใจใช้งานเทคโนโลยี จากการเห็นประโยชน์ คุณค่า มีความคุ้นชินในการใช้งาน รวมถึงความมีอิทธิพลของสังคมที่ส่งผลให้ผู้ประกอบการใช้งาน ในส่วนของผู้ที่ไม่มีประสบการณ์ในการใช้งาน พบว่าเกิดจากความไม่รู้เทคโนโลยีและวิธีการใช้งาน (2) ผู้ประกอบการส่วนใหญ่ไม่มีประสบการณ์ในการยื่นแสดงรายได้จากกิจการออนไลน์ เนื่องด้วยรายได้ยังไม่เข้าข่ายที่จะต้องชำระภาษี และความไม่เชื่อมั่นถึงประโยชน์จากการนำเงินภาษีไปใช้ ส่วนรายที่มีประสบการณ์ในการแจ้งยื่นรายได้เนื่องด้วยเหตุผลที่ต้องการทำตามกฎหมายให้ถูกต้องและเกรงกลัวต่อโทษปรับ (3) ผู้ประกอบการที่มีแนวโน้มจะเข้าสู่ระบบภาษี เป็นผู้ประกอบการที่กิจการเติบโตในระดับหนึ่ง มีรายได้ที่เข้าข่ายจะต้องชำระภาษี และต้องการสร้างความน่าเชื่อถือให้กับกิจการ กลุ่มนี้มีพฤติกรรมและทัศนติต่อการใช้งาน e-Payment ที่ดีและพร้อมเรียนรู้การใช้เทคโนโลยีหรือใช้ e-Payment ที่อาจเชื่อมโยงไปสู่การชำระภาษี (4) ผู้ประกอบการที่ยังไม่มีแนวโน้มจะเข้าสู่ระบบ แม้ว่าจะมีพฤติกรรมเชิงบวกต่อการใช้ e-Payment แต่ด้วยเหตุผลที่รายได้ยังไม่เข้าข่ายต้องเสียภาษี จึงไม่มีความพร้อมใช้เทคโนโลยีหรือใช้ระบบ e-Payment ที่อาจเชื่อมโยงไปสู่การชำระภาษี เนื่องจากมองว่าเป็นภาระต้นทุนเพิ่มในการศึกษาและการใช้งาน

Dependent Care Flexible Spending Accounts (DCFSAs) can help workers save money on child care expenses by using pre-tax dollars, but few employees actually use the accounts, particularly low- to moderate-income (LMI) employees, because:

• DCFSAs are difficult to understand; figuring out if they are possible to use and worth the trouble is a complex task for families.

• Families face a “double-hit” if they use the accounts – they have to set aside pre-tax dollars for child care expenses and then pay out-of-pocket before getting reimbursed.

This descriptive comparative research aimed to assess and compare how the cities of Bais and Dumaguete in Negros Oriental implemented the projects made possible through the Seal of Good Local Governance Award. The key methods used were in-depth interviews and focus group discussions with the local government officials and the project beneficiaries. The performance status showed the core dimensions of good local governance. After receiving FEMA hazard mitigation grants to improve weather and water management infrastructure, many communities are able to complete additional capital improvement projects that would not have been possible without the improvements facilitated by FEMA grants. FEMA projects often convert tracts of land to greenspace, or stabilize flood-damaged lands. Many communities then build public parks on such lands as a direct result. The Environmental Protection Agency (EPA) continuously monitors six criteria pollutants that are known to have impacts on public health and welfare. One of these pollutants, fine particulate matter, or PM_2.5 (which includes particles that are smaller than 2.5 micrometers in diameter), is easily inhalable and can enter the lining of the lungs and the bloodstream, posing a great risk to human health. Standards for allowable concentrations of PM_2.5 were amended in 1997, 2006, and again in 2012, becoming increasingly stringent each time. This study aimed to analyse the relationship between FDI firms with energy intensity in Indonesian manufacturing industry and its sub-sector. The data used are from the Manufacturing Industry Survey obtained from the Central Statistiks Agency (BPS) with observation period 2007-2015. The model in this study were estimated used the fixed effect estimation method. Estimation results from the model showed FDI firms tend to have a negatifly correlated to the energy intensity that mean there is a decrease in energy intensity which indicates energy efficiency. American commercial streets are typically designed to encourage rapid automobile traffic, thus making streets unsafe for pedestrians. In the 2016 case of Turturro v. City of New York, the New York Court of Appeals upheld a jury verdict against a city for failing to slow down such traffic. This article describes Turturro, but shows how limited its holding was: the Turturro court emphasized a city's failure to study traffic calming, so if a city studies its options adequately it can avoid liability even if its policies are unsuccessful.

How will people get around after a major earthquake? The Ready Streets project examines ways to create a strong, connected, and disaster-resilient mobility network in the Parkrose-Argay neighborhood of Portland, as well as replicable criteria for future neighborhoods. This is accomplished by examining the existing conditions of the area, working with community members to determine key destinations and priorities, and formulating recommendations to the Portland Bureau of Transportation.

Thread Community Planning is a group of six PSU graduate students commissioned by the City of Vancouver, WA to create an anti-displacement plan (Reside Vancouver). With significant public investments on the horizon, Reside Vancouver identifies areas within Vancouver with high concentrations of residents vulnerable to displacement, and recommends equitable, community-informed strategies the City can employ to help mitigate displacement now and in the future.

Food and fiber production on America’s farmlands have a major influence on the environment, therefore, soil and water conservation practices are critical. NRCS has provided no-fee technical assistance for nearly 100 years through the Conservation Technical Assistance (CTA) program. The CTA program is essential because it provides technical knowledge directly to farmers for planning and implementing conservation practices that are proven to benefit environmental health and on-farm production. CTA program funds support NRCS staff and training and are thereby the local service delivery vehicle for all NRCS programs. การประเมินผลความสำเร็จของโครงการป้องกันน้ำท่วมพื้นที่ชุมชนตามแบบจำลอง CIPP Model กรณีศึกษา: โครงการป้องกันน้ำท่วมพื้นที่ชุมชนเมืองเชียงราย อำเภอเมือง จังหวัดเชียงราย มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์ผลการดำเนินงาน และปัญหาอุปสรรคในการดำเนินโครงการ โดยการศึกษาในครั้งนี้ เป็นการวิจัยเชิงคุณภาพซึ่งดำเนินการศึกษาด้วยวิธีการสัมภาษณ์ส่วนบุคคลซึ่งเป็นกลุ่มตัวอย่างเฉพาะเจาะจง จำนวน 10 ราย ผู้วิจัยได้นำข้อมูลเชิงคุณภาพที่ได้จากการสัมภาษณ์กลุ่มตัวอย่าง และข้อมูลจากเอกสารมาวิเคราะห์และประมวลผลตามแบบจำลอง CIPP Model ผลการศึกษาพบว่า (1) ด้านสภาพแวดล้อมของโครงการมีความสอดคล้องกับนโยบายรัฐบาล และความต้องการของประชาชนที่ต้องการให้หน่วยงานภาครัฐเข้ามาช่วยในการแก้ไขปัญหาน้ำท่วมในพื้นที่ (2) ด้านปัจจัยนำเข้า พบว่าหน่วยงานภาครัฐ ภาคประชาชน รวมถึงสภาพพื้นที่ แบบรูปรายการ และงบประมาณมีความพร้อมและมีความเหมาะสมในการดำเนินโครงการ (3) ด้านกระบวนการ พบว่ามีขั้นตอนการดำเนินโครงการที่ชัดเจน มีการรับฟังความคิดเห็นของประชาชนในพื้นที่ (4) ด้านผลผลิต พบว่าโครงการสามารถป้องกันน้ำท่วมพื้นที่ชุมชนได้และบรรลุตามวัตถุประสงค์ของโครงการ สำหรับปัญหาอุปสรรคในการดำเนินโครงการส่วนใหญ่เป็นปัญหาในด้านเทคนิคการก่อสร้างที่ต้องมีการแก้ไขรูปแบบรายการ และขยายสัญญา เพื่อให้งานก่อสร้างสอดคล้องกับสภาพของพื้นที่ สำหรับข้อเสนอแนะเพิ่มเติมในอนาคตควรมีการศึกษาประเมินความคุ้มค่าในการใช้จ่ายงบประมาณรวมถึงแนวทางการเพิ่มประสิทธิภาพในการสร้างการมีส่วนร่วมของประชาชนในการดำเนินโครงการต่อไป

เทคโนโลยีจะเข้ามามีบทบาทสำคัญต่อการพัฒนาประเทศ ทั้งเศรษฐกิจ อุตสาหกรรม การบริการ สังคม สิ่งแวดล้อมไปจนถึงการศึกษา อีกทั้ง การเปลี่ยนแปลงทางเทคโนโลยีส่งผลต่อการทำงานของหน่วยงานภาครัฐ เพื่อให้ระบบการบริหารจัดการภาครัฐมีความทันสมัยและสามารถช่วยลดภาระด้านงบประมาณให้กับหน่วยงานภาครัฐที่ต้องการปรับปรุงหรือเปลี่ยนแปลงกระบวนงานทำงานภายในหน่วยงานหรือกระบวนงานในการให้บริการประชาชนให้มีความสะดวกคล่องตัวโดยการนำเอาเทคโนโลยีดิจิทัลเข้ามาประยุกต์ใช้ ซึ่งเป็นความท้าทายที่ทุกประเทศกำลังเผชิญ การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาบทบาทเทคโนโลยีดิจิทัลมีผลต่อการพัฒนากระบวนการบริหารจัดการภาครัฐ การวิจัยนี้เป็นการศึกษาวิจัยเชิงคุณภาพ (Qualitative research) แบบปรากฏการณ์วิทยา ดำเนินการโดยศึกษาทฤษฎี แนวคิด ประกอบด้วยการวิจัยเอกสารและการสัมภาษณ์เดี่ยวเชิงลึก โดยผู้ให้ข้อมูลสำคัญ 12 คน ซึ่งเลือกแบบเจาะจงจากผู้มีส่วนได้ส่วนเสียในระดับผู้บริหารหน่วยงานกลางและหน่วยงานรับผิดชอบหลักในการพัฒนาเทคโนโลยีดิจิทัลสำหรับภาครัฐและการหารือร่วมกับผู้เชี่ยวชาญและผู้ทรงคุณวุฒิ ทำการวิเคราะห์ข้อมูลโดยการอุปมานวิเคราะห์ ผลการวิจัยพบว่า เทคโนโลยีดิจิทัลเป็นหนึ่งในปัจจัยสนับสนุนที่สำคัญที่ทำให้เกิดการเปลี่ยนแปลงและพัฒนากระบวนการบริหารจัดการภาครัฐ อีกทั้ง บทบาทของเทคโนโลยีดิจิทัลจะเป็นตัวเร่งการเปลี่ยนแปลงในการยกระดับการทำงานของภาครัฐให้มีความสะดวก รวดเร็ว ประหยัด และเข้าถึงได้ ทั้งนี้ การเปลี่ยนแปลงระบบและกระบวนการทำงานของภาครัฐต้องเริ่มจากการปรับกระบวนงานด้วยการลดการสูญเปล่าของงานที่ไม่ได้สร้างคุณค่าโดยการนำเทคโนโลยีดิจิทัลมาสนับสนุน เพื่อปรับปรุงประสิทธิภาพการทำงาน และมุ่งเน้นประชาชนเป็นศูนย์กลาง (Citizen-Centered) อันจะนำไปสู่การทำงานภาครัฐอย่างมีประสิทธิภาพ จากการศึกษาแม้จะพบว่ายังมีข้อจำกัด ปัญหาและอุปสรรคในการนำเทคโนโลยีดิจิทัลมาประยุกต์ใช้ในการพัฒนากระบวนการบริหารจัดการภาครัฐ อย่างไรก็ตาม ทิศทางการนำเทคโนโลยีดิจิทัลมาใช้ในการบริหารจัดการภาครัฐของประเทศไทยทั้งมิติภายในและภายนอกสะท้อนให้เห็นการพัฒนาอย่างต่อเนื่องด้วยการสนับสนุนและกระตุ้นผ่านกลไกทั้งเชิงนโยบายและเชิงปฏิบัติ ยิ่งไปกว่านั้น การสร้างความร่วมมือระหว่างภาครัฐ ภาคเอกชน และภาคประชาสังคม มีความสำคัญต่อการพัฒนากระบวนการบริหารจัดการภาครัฐ

การศึกษาปัจจัยที่ส่งผลต่อความสำเร็จในการดำเนินโครงการจัดรูปที่ดินเพื่อพัฒนาพื้นที่ของกรมโยธาธิการและผังเมืองมีวัตถุประสงค์เพื่อศึกษาปัจจัยที่ส่งผลต่อความสำเร็จในการดำเนินโครงการ โดยการศึกษาในครั้งนี้ เป็นการวิจัยเชิงคุณภาพดำเนินการศึกษาด้วยวิธีการสัมภาษณ์กับผู้ให้ข้อมูลสำคัญ ซึ่งสรุปผลการศึกษาได้ดังนี้ การวิเคราะห์สภาพแวดล้อมของโครงการ พบว่าโครงการมีจุดแข็งคือแก้ไขปัญหาที่ดินตาบอดได้อย่างมีประสิทธิภาพ จุดอ่อน คือมีหลายขั้นตอน แต่ละขั้นตอนต้องใช้ระยะเวลานานในการดำเนินงาน โอกาสได้แก่ นโยบายรัฐบาลที่มุ่งเน้นในการพัฒนาเมืองเพื่อลดความเหลื่อมล้ำระหว่างสังคมเมืองและสังคมชนบท และการแก้ไขปัญหาที่ดินตาบอด ส่วนอุปสรรคได้แก่ความเสี่ยงที่เจ้าของที่ดินบางรายมีการถอนตัวในระหว่างดำเนินโครงการส่งผลให้การดำเนินโครงการล่าช้าไม่เป็นไปตามแผนการดำเนินงาน สำหรับปัจจัยที่ส่งผลต่อความสำเร็จในการดำเนินโครงการประกอบด้วย 4 ปัจจัยหลัก ได้แก่ (1) มีนโยบาย แผนงานโครงการ และแนวทางที่ชัดเจนในการดำเนินโครงการ (2) บุคลากรมีความรู้ความเข้าใจในการดำเนินงาน (3) การมีส่วนร่วมของเจ้าของที่ดิน และ (4) ได้รับสนับสนุนงบประมาณจากหน่วยงานภาครัฐทำให้เกิดการพัฒนาอย่างต่อเนื่อง สำหรับปัญหาอุปสรรคในการดำเนินโครงการ ได้แก่ มีการโยกย้ายข้าราชการทำให้การดำเนินโครงการไม่ต่อเนื่อง และปริมาณงานเพิ่มขึ้น ข้อเสนอแนะสำหรับการวิจัยเพิ่มเติมในอนาคต ควรมีประเมินความคุ้มค่าในการดำเนินโครงการตลอดจนการศึกษาแนวทางการสร้างการมีส่วนร่วมของประชาชนในการดำเนินโครงการจัดรูปที่ดินเพื่อพัฒนาพื้นที่

นักดื่มหน้าใหม่กับมาตรการควบคุมการเข้าถึงเครื่องดื่มแอลกอฮอล์, ภัฏฏินวดี จำปาอ่อน

การศึกษาวิจัยครั้งนี้มุ่งตอบคำถามที่ว่านักดื่มหน้าใหม่มีพฤติกรรมการเข้าถึงเครื่องดื่มแอลกอฮอล์อย่างไร และประสิทธิผลมาตรการควบคุมการเข้าถึงเครื่องดื่มแอลกอฮอล์ในกลุ่มนักดื่มหน้าใหม่เป็นอย่างไร โดยมองมาตรการควบคุมการเข้าถึงเครื่องดื่มแอลกอฮอล์ผ่านกรอบแนวคิดนโยบายสาธารณะในฐานะเครื่องมือแทรกแซงพฤติกรรม ใช้ระเบียบวิธิวิจัยเชิงปริมาณ (Quantitative Research) เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามออนไลน์ (Online questionnaire) เก็บรวบรวมข้อมูลจากกลุ่มตัวอย่างที่เป็นนิสิต นักศึกษา ที่ศึกษาอยู่ในระดับอนุปริญญาหรือปริญญาตรีที่ดื่มเครื่องดื่มแอลกอฮอล์ในช่วง 12 เดือนที่ผ่านมา จำนวน 272 คน ผลการศึกษาวิจัย พบว่า (1) กลุ่มนักดื่มหน้าใหม่ดื่มเครื่องดื่มแอลกอฮอล์ครั้งแรกในช่วงอายุระหว่าง 12-15 ปี คิดเป็นร้อยละ 47.79 ซึ่งเป็นการเริ่มดื่มเครื่องดื่มแอลกอฮอล์ตั้งแต่อายุที่น้อยมาก (2) ชนิดของเครื่องดื่มแอลกอฮอล์ที่กลุ่มนักดื่มหน้าใหม่ดื่มครั้งแรก คือ เบียร์ คิดเป็นร้อยละ 52.94 และเบียร์ ยังเป็นเครื่องดื่มแอลกอฮอล์ที่กลุ่มนักดื่มหน้าใหม่ชอบดื่มมากที่สุดในปัจจุบัน คิดเป็นร้อยละ 67.65 (3) ผู้ที่มีอิทธิพลในการดื่มเครื่องดื่มแอลกอฮอล์ครั้งแรกของกลุ่มนักดื่มหน้าใหม่ คือ เพื่อน คิดเป็นร้อยละ 54.04 (4) เหตุผลที่กลุ่มนักดื่มหน้าใหม่ดื่มเครืองดื่มแอลกอฮอล์ในครั้งแรก คือ อยากทดลอง คิดเป็นร้อยละ 45.58 (5) ร้านขายของชำเป็นสถานที่ที่กลุ่มนักดื่มหน้าใหม่เข้าถึงเครื่องดื่มแอลกอฮอล์ครั้งแรกมากที่สุด คิดเป็นร้อยละ 35.29 และยังเป็นสถานที่ที่กลุ่มนักดื่มหน้าใหม่เลือกซื้อเครื่องดื่มแอลกอฮอล์บ่อยที่สุดในช่วง 12 เดือนที่ผ่านมา คิดเป็นร้อยละ 47.79 ข้อเสนอแนะเชิงนโยบาย : การพิจารณามาตรการในการดูแลและควบคุมการดื่มเครื่องดื่มแอลกอฮอล์ในกลุ่มนักดื่มหน้าใหม่อายุระหว่าง 12-15 ปีให้มากขึ้นเป็นพิเศษ การประสานความร่วมมือกับหน่วยงานหรือสถาบัน อาทิ สถาบันการศึกษา สถาบันครอบครัว ฯลฯ ในการดูแลและให้ความรู้ที่ถูกต้องแก่กลุ่มนักดื่มหน้าใหม่ การแทรกแซงผู้ผลิตและผู้จำหน่ายเครื่องดื่มแอลกอฮอล์ชนิดเบียร์ ซึ่งเป็นกลุ่มที่มีบทบาทต่อการเข้าถึงเครื่องดื่มแอลกอฮอล์ของกลุ่มนักดื่มหน้าใหม่
