The Buffett Early Childhood Institute began operations in June 2013. We were charged with creating a new model for how public higher education can engage in early education by helping to transform the lives of young children and their families. This report presents a by-thenumbers profile of who we are and what we’ve accomplished in our first five years. This report summarizes the collaborative work of the Panhandle Partnership, Inc., Educational Service Unit (ESU) 13, and the Buffett Early Childhood Institute at the University of Nebraska in documenting and assessing birth through Grade 3 programming in the Nebraska Panhandle. The report summarizes findings from 15 school-community conversations and includes data snapshots from local communities that provide information about the status of young children and the services and supports that exist to serve them and their families. The Child Care and Development Block Grant (CCDBG) Act of 2014 was reauthorized with renewed emphasis placed on the Child Care and Development Fund (CCDF) program, which seeks to provide equal access to quality child care for families. The CCDF program is necessary to ensure children from low-income families have the opportunity to experience stable, high-quality early experiences while their parents experience a pathway to economic stability. Heartland Center for Leadership Development Materials

The people of the Wind River Reservation in Wyoming view entrepreneurship as the key to future survival. Entrepreneurship, they say, will encourage more people to shop locally, while attracting more outside dollars into the community. Locally owned businesses are important for a community that faces such challenges as a 54% unemployment rate, 28% living on per-capita payments to tribal members, and 62% living below the poverty level. While there are many opportunities for economic development, the twist is finding the right strategy and maintaining traditional cultural and tribal values that are important to the two tribes that share this reservation.

Strategic placement of ambulances is important to the efficient functioning of emergency services. As part of an ongoing collaboration with Wayne County 911, we developed a strategy to optimize the placement of ambulances throughout Wayne County based on de-identified call and response data from 2016 and 2017. The primary goals of the optimization were minimizing annual operating cost and mean response time, as well as providing a constructive solution that could naturally evolve from the existing plan. This thesis details the derivation and implementation of one of the optimization strategies used in this project. It is based on parametric statistical …

The purpose of this thesis is to determine how different variables can affect a terrorist group's reaction to a targeted leadership strike, known as a decapitation strike. Decapitation strikes often produce unwanted results, such as a splintering of the terrorist group, or a failure to destroy the group. It is important that we understand which variables can lead to a group's destruction after a decapitation strike, to maximize the decapitation's effectiveness. First-generation college students are first in their families to go to college and may not have the resources to help them navigate a college setting. They have parents who have not received a four-year degree, which diminishes the amount of knowledge they accumulated to help them navigate a college setting effectively. They are typically underprepared academically and socially, which can impede their ability to adjust and negatively influence their persistence and ultimately degree attainment. The sharp decline in retention from year-to-year among sport officials is considered a “crisis” among the officiating community and research has attempted to explore the issue by identifying factors that impact retention (Warner et al. 2013). The seven-factor “Referee Retention Scale” (RRS) seeks to predict the likelihood of retention for officials one factor being officials’ ratings of their continuing education (Ridinger et al. 2017). "This work examines the premise that military engineering and geological engineering are intellectually paired and overlapped in practice to a significant extent. Geological engineering is an established, albeit young, academic discipline that enjoys wide industry and civil demand and is supported by many professional organizations. In contrast, military engineering is an ancient, empirically derived training or "OJT" program with practice-based trade-associations that has narrow government-only utility.
