In this article, the authors (a faculty member and two former students) describe the trajectory that Portland State University has taken over its history to institutionalize transformative learning opportunities within its comprehensive general education program, University Studies. Following a description of the institutional changes that resulted in the community-based, experientially focused courses at the heart of University Studies, the authors explore one particular community partnership involving both a state agency and the national Inside-Out Prison Exchange Program, dedicated to offering transformative experiences in which incarcerated and non-incarcerated students learn together inside correctional facilities. Teaching evaluations significantly influence faculty members’ annual evaluations and progress toward tenure and promotion within academic programs in higher education. Those with consistently strong, positive, teaching evaluations have been deemed effective instructors and often validated with increases in salary, teaching awards, and promotion and tenure. This is especially the case when strong course evaluations are received in addition to documented scholarship and research activities and positively evaluated professional service. New York City’s Landmarks Preservation Commission has an admirable history of protecting the city's historic character. Increasingly in recent years, the commission has backed away from proactively designated sites of historical, architectural, or cultural significance as city landmarks. At the same time, the commission has shown greater deference to the owner of a property when deciding whether to designate, and to the wishes of the owners of designated properties in matters of regulation, notwithstanding that owner consent is nowhere in the landmarks law. The Effects Of Gateway Width On Driver Yielding To Pedestrians: A Systematic And Parametric Analysis, Jonathan M. Hochmuth

The gateway in-street sign treatment has been demonstrated to be a cost-effective method for increasing driver yielding behavior at crosswalks. In the present study, wide and narrow gateway widths were compared at two sites to determine if there was a differential effect on driver yielding behavior. Then, the relationship between width and yielding was refined with a parametric analysis at one of these sites. Gateway width was varied in two-foot intervals from 12ft to 18ft. The results indicated an inverse relationship between gateway width and driver yielding behavior. There are likely two variables related to this effect. First, because drivers …

Toxic Effects Of Lead Disposal In Water: An Analysis Of Tri Facility Releases, Patrick Koval

Using county-level TRI data from 2003 to 2016, I find evidence that lead emissions in water adversely affect birth weights within the emitting county, especially with respect to the percentage of births considered low birth weight within that county (less than 2,500 grams). I find that a one percent increase in lead emissions per square mile increases the proportion of low birth weights by 0.27 percentage points. For a county with an average number of births in a particular year, this one percent increase in lead per square mile translates to an additional $475,000 in hospitalization costs from complications with …

School District Enrollment Forecast Reports

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for Portland Public Schools (PPS). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the number of PPS students by housing type, and annual forecasts of enrollment for a 15 year horizon, from 2018‐19 to 2032‐33. Enrollment forecasts were prepared under high, middle, and low scenarios for the District. Forecasts for attendance areas by place of residence and for individual schools are consistent with the middle district‐wide forecast.

The Census Bureau estimates the July 1, 2016 population of Nebraska to be 1,907,116. The state hit a new population milestone, exceeding the 1.9 million mark for the first time. Seven years passed between exceeding 1.8 million for the first time in 2009 and this new milestone in 2016. This 7-year timespan ties for the shortest such duration to gain 100,000 persons with the 7-year period from 1992 to 1999, when the state rose from 1.6 million to 1.7 million residents. This thesis seeks to illuminate how information operations supports Russia’s strategy for creating power for the state. Using classic military theory and Soviet strategy as the lens, the paper examines information operations in the context of the nature of war. The examination includes historical and contemporary Russian publications on warfare, as well as information operations case studies from Eastern Europe, Georgia and Crimea. Russia’s operations are found to be consistent with a strategy of attrition. The opponent's society is the primary target of information operations. Hillary Clinton’s failure to visit the key battleground state of Wisconsin in 2016 has become a popular metaphor for the alleged strategic inadequacies of her presidential campaign. Critics who cite this fact, however, make two important assumptions: that campaign visits are effective, in general, and that they were effective for Clinton in 2016. I test these assumptions using an original database of presidential and vice presidential campaign visits in 2016. Contemporary evaluations of accredited planning education performance have eschewed the principles and methodologies of formal program evaluation and performance management. This dissertation tests hypotheses that this contributes to the lack of social equity and justice commitment, content, and inquiry on the part of accredited graduate planning degree programs, their clients, and administrators. The organizations, resources, and processes involved in the purveyance of accredited graduate planning education were conceptualized as a singular, evaluable program and illustrated in a series of program logic models. The Affordable Care Act (ACA) Medicaid Expansion allows coverage for all adults aged 18 to 64 with income below 138 percent of the federal poverty level (FPL), and as of 2018, 32 states had implemented expansion. Research prior to the ACA suggests people may transition in and out of Medicaid income eligibility, but little is known about how this may affect rural adults. Movement in and out of Medicaid may increase administrative costs, create benefit and provider discontinuity, or lead to patient difficulties in paying medical bills and accessing care. Private choice programs provide government resources to qualified families to enable them to enroll their children in private schools of their choosing. “Gold standard” experimental studies have found overall mixed impacts of voucher programs, one form of private school choice arrangements, on student academic achievement. Yet, these results face external validity challenges, as both states, schools, and students can choose to participate in private choice programs, generating selection issues.

This magazine discontinued publication in April 2005 after 29 issues, having been shut down by the Saudi security services. The magazine was produced by the Saudi branch of al-Qaeda that later evolved into al-Qaeda in the Arabian Peninsula (AQAP). In every state and U.S. Territory, there is a University Center for Developmental Disabilities (UCEDD), which is part of the state Developmental Disabilities network and an Independent Living (IL) Network, composed of Centers for Independent Living and Statewide Independent Living Councils. Each of these receive federal funding (and frequently state funding) to support people with disabilities and their families. However, each has different federal funding sources, different origins within federal legislation and different requirements. We estimate the number of U.S.-born Latino children that could be potentially affected by proposed Trump Administration changes greatly expanding the scope of the “public charge” test as a basis for denying noncitizens admission to the U.S. or adjustment to lawful permanent resident status. In addition to reducing family-based immigration, the proposed rule’s association of public benefits with adverse immigration consequences is widely expected to cause a drop in public benefit participation not just by noncitizens but by their U.S. citizen children as well. There have been widespread reports of an impending teacher shortage crisis in the U.S. for more than 30 years. In the U.S., there are claims of a widespread national shortage while research indicates teacher shortages are specific to certain subjects and schools. Part of the reason for the conflicting accounts is how shortage is identified and what information is used to assess it. In this study, I test whether a uniform teacher shortage exists across the state of Arkansas. I hypothesize that, rather than a universal shortage, teacher shortages are more likely to occur in certain regions and subjects. I …
