This paper considers a sequential discrete choice problem in a time domain, formulated and solved as a route choice problem in a space domain. Starting from a dynamic specification of time-series discrete choices, we show how it is transferrable to link-based route choices that can be formulated by a finite path choice multinomial logit model. This study establishes that modeling sequential choices over time and in space are equivalent as long as the utility of the choice sequence is additive over the decision steps, the link-specific attributes are deterministic, and the decision process is Markovian. The new generation of GPS-based tolling systems allow for a much higher degree of road sensing than has been available up to now. We propose an adaptive sampling scheme to collect accurate real-time traffic information from large-scale implementations of on-board GPS-based devices over a road network. The goal of the system is to minimize the transmission costs over all vehicles while satisfying requirements in the accuracy and timeliness of the traffic information obtained. This paper uses a policy design perspective with which to examine the formulation of programmes that are based on the concept of co-production. In doing so, the paper reviews essential literature on policy design and co-production to identify that a limited focus on outcomes and specifically how behavioural change can make these outcomes sustainable represents a major gap in the current discussion of co-production. We firstly argue that in designing programmes involving co-production, outcomes need to be considered at the initial design stages where broad policy objectives are being defined. This paper investigates how a change in a region's energy cost share (ECS), a ratio of a region's energy expenditure as a fraction of its gross domestic product (GDP), affects the region's social and economic development. Nations from four regions of the world, namely Australasia, Europe, North America, and the BRICS nations (Brazil, Russia, India, China, and South Africa) were chosen for this study. Using time series data from the period of 1978 to 2010, the annual ECS of each country was compared to the year-on-year GDP change, as well as the components of the human development index (HDI). The United States Army requires each Soldier to develop marksmanship proficiency in an effort to achieve combat readiness. Soldiers currently develop marksmanship proficiency through Basic Rifle Marksmanship (BRM) training, but significant skill deficiencies are apparent at the end of training. These skill deficiencies remain throughout training because instructors rarely assess Soldiers objectively before the final qualification, reducing the opportunity for instructors to diagnose skill deficiencies until it is too late. This article examines the professional career of Jerome Lefkowitz, a central figure in the history of the Taylor Law, New York's public sector collective bargaining statute. Mr. Lefkowitz helped draft the Taylor Law, and served as the first Deputy Chairperson of the New York State Public Employment Relations Board (PERB) from 1967 until 1986, and the agency's fifth Chairperson from 2007 until 2015. PERB is the state agency responsible for administering the provisions of the Taylor Law. Between his two tenures at PERB, Mr. Lefkowitz was Deputy Counsel for the Civil Service Employees Association, Local 1000, AFL-CIO. The article examines …

This paper studies the real-life problem of dynamically optimizing the number of airport check-in counters to allocate for a single flight. The main feature of our work is the use of empirical data collected at the Singapore Changi Airport, which drives the dynamic optimization model of a parallel queues system. Funder relationships with their grantees impact the legacy of major community initiatives. This article explores this relationship and its effects through the lens of the recent evaluation of one family foundation — the Robins Foundation in Richmond, Virginia — and its follow-up actions.

This article identifies and explores a set of philanthropic priorities and aspirations that are widely shared by grantmakers today, and examines how the notion of shared values might inspire a fieldwide pursuit of more consistent, effective, values-driven grantmaking practices.

To study the relationship between grantmaker values and grantmaking practices, a survey of more than 300 organization members of PEAK Grantmaking, a national association of specialists in grants management, asked how the respondent foundations’ values influence their work. The maritime transportation system is increasingly a target of cyber attacks. This paper describes a taxonomy that supports the creation of adversarial cyber models, risk mitigation, and resiliency plans as applied to the maritime industry, using the Automatic Identification System as a specific illustration of the approach. This method has already been applied to the aviation sector; retooling it for a maritime example demonstrates its broad applicability to the transportation sector, in general.

Penelitian ini bertujuan menjelaskan faktor-faktor yang berpengaruh terhadap kejadian HIV/AIDS pada populasi kunci. Penelitian dilakukan dari bulan Maret sampai September 2016. Penelitian analitik observasional dengan rancangan kasus kontrol pada populasi kunci di Kabupaten Pati. Kasus sebanyak 53 pasien positif HIV/AIDS, sedangkan kontrol sebanyak 53 pasien negative HIV/AIDS.Pengambilan sampel menggunakan teknik consecutive sampling. Di tempat penelitian, cakupan skrining metode IVA kurang dari 1%.
