The QIC-WD is using implementation science to strengthen the child welfare workforce in eight child welfare agencies across the U.S. According to a synthesis of the literature, implementation can be defined as a specified set of activities designed to put into practice and activity or program of known dimensions. The QIC-WD is using the implementation science framework developed by NIRN and the guide created by the Permanency Innovations Initiative to support our sites through the stages of implementation: Exploration, Installation, Initial Implementation, and Full Implementation as described below. This article recounts the experience of a professional historian in being given the keys to the kingdom: access to the classified vaults of Britain’s Joint Intelligence Committee. This article includes some of the problems in having access, but complying with the sensitivities around official accounts, difficulties in writing a global history, or trying to make the work of a committee interesting and accessible, and of trying to determine the impact of intelligence on policy.

Many intelligence scandals in the news today seem unprecedented - from Russian meddling in the 2016 U.S. Presidential election, to British and U.S. intelligence agencies monitoring activities of their citizens. They seem new largely because, traditionally, intelligence agencies on both sides of the Atlantic were excessively secretive about their past activities: even the names “GCHQ” and “NSA” were airbrushed from declassified records, and thus missing from major historical works and scholarship on on post-war international relations. Close, intensive research collaboration between universities, companies, and the public sector can open up new and different opportunities for qualitative research, and provide analytic and empirical insights that otherwise might be difficult to obtain. The aim of this paper is to explore collaboration as a means of doing research with the intelligence community. Experiences from a research project concerning dilemmas the practitioners face in their organization within the Swedish Armed Forces, serve as a starting point for this reflective discussion. Ethnographic Research In The U.S. Intelligence Community: Opportunities And Challenges, Bridget Nolan

This article considers lessons learned from conducting research inside the intelligence community. Drawing on a year of ethnographic field work and interviews at the National Counterterrorism Center, I show that “boundary personnel”- people who navigate between the worlds of academia and national security - provide value added in the form of tacit knowledge that outside researchers would not be able to deliver. At the same time, these people face delays, challenges to freedom of information, and ethical considerations that are unique to their positions. Introduction: This report studies the voter registration rates in face of the new Florida Gubernatorial elections in November 2018.

Methods:Using the latest voter registration data by race and party in Florida of July 30, 2018, this report provides an accurate statistical profile of the actual registered electorate. It also utilizes the U.S. Census Bureau’s data on the presidential election of 2016 and the November 2014 mid-term election, to indicate voter participation and voting rates by race and age.

Results: While nearly 64% of eligible non-Hispanic white voters went to the polls and supported the Republican candidate for president in 2016 …

Rapid ageing of populations globally following reductions in fertility and mortality rates has become one of the most significant demographic features in recent decades. As a low- and middle-income country, Ghana has one of the largest and fastest growing older populations in sub-Saharan Africa, where ageing often occurs ahead of socioeconomic development and provision of health and social care services. Older persons in these contexts often face greater health challenges and various life circumstances including role loss, retirement, irregular incomes and widowhood, which can increase their demand for both formal and informal support. Purpose: This paper aims to address the reasons behind the varying levels of volatile conflict and peace as seen during the Arab Spring of 2011 to 2015. During this time, higher rates of conflict transition occurred than normally observed in previous studies for certain Middle Eastern and North African countries.

Design/Methodology/Approach: Previous prediction models decrease in accuracy during times of volatile conflict transition. Also, proper strategies for handling the Arab Spring have been highly debated. This article addresses a practice commonly known in the child welfare community as “kinship diversion,” where a child welfare agency informally places children with relatives as an alternative to foster care. While evidence predominantly shows that abused and neglected children have better outcomes when they are placed with relatives when they cannot remain safely at home, serious concerns about these children’s safety and well-being arise when the placement with relatives is informal. In November 2018, Missouri citizens will vote on Amendment 1, also known as Clean Missouri. Clean Missouri focuses on ethics and political reform of the Missouri State Legislature, in the areas of lobbying, campaign finance, public records, and redistricting. This article briefly reviews the proposals of Amendment 1 and pays special attention to the issues of redistricting in Missouri. It places Missouri’s current redistricting system into context, offers an evaluation of the current system, and estimates the potential effects of the newly proposed redistricting system on political outcomes in Missouri.

Puerto Rican Exodus: One Year Since Hurricane Maria, Jennifer Hinojosa

One year since Hurricane Maria made landfall in Puerto Rico on September 20, 2017, nearly 160,000 residents of the island have relocated to the United States. This exodus represents one of the most significant movements of Puerto Ricans to the U.S. mainland in the island’s history in terms of both volume and duration. The new emigration estimates — of 159,415 with an upper bound confidence interval of 176,603 — is as high as the net migration flow in the previous two years combined (144,801).1

Conventional wisdom provides that a criminal defendant who apologizes for wrongful actions committed may be shown mercy by the sentencing court. While some studies support the conventional wisdom, an apology sometimes has the opposite effect and results in a more severe sentence for the defendant. This study attempted to examine the effect a defendant’s apology had on a sentence handed down by a judge or commissioner sitting in the Circuit Courts of St. Charles County, St. Louis City, and St. Louis County, Missouri.
