Toward Better Management Of Flood Losses: Flood Insurance In A Wetter World, Michael K. Mcshane, Juita-Elena (Wie) Yusuf

Flood is the most frequent and costly of U.S. natural disasters with losses expected to increase due to climate change. The National Flood Insurance Program (NFIP) mandates flood insurance purchase for properties with federally backed mortgages in the 100-year floodplain. We propose that mandatory flood insurance purchase be extended to all property in the 500-year floodplain. Following flood events, payments would be directly provided for more properties that suffer flood loss, reducing federal disaster aid spending. The mandate could put more pressure on local governments to increase their Community Rating System score, such as through infrastructure investments and management practices …

Many Western militaries now actively engage with various social media platforms. The starting point for my dissertation research was this question: how does the military use social media? Considering the Canadian Armed Forces’ use of Twitter as a case study, I collected over 14,000 tweets from four Twitter accounts of the Canadian Armed Forces (CAF), the Canadian Army, the Royal Canadian Navy, and the Royal Canadian Air Force with some tweets as old as September 2012 and the most recent tweets from December 2015. By the mid-1990s, the post-war, Keynesian welfare state that had typified much the landscape of service provision in North America had already begun seriously to corrode in the presence of a resurgent classical liberalism. This meant, among other things, an increased role for civil society organisations in the provision of social welfare to citizens in need. As part of this restructuring of the welfare state, faith-based organisations found a renewed place, bolstered in part by favourable legislation, political support, and the revival of a once-recluse evangelicalism. Chinese Outbound Travel: Understanding The Socioeconomic Drivers, Songshan (Sam) Huang, Xiang Wei

This study used a national sample (N = 36,490) of Chinese urban residents to examine the relationship between outbound travel intention and some key demographic, economic, and geographic variables. Findings indicate that education, income, and paid vacation days significantly predicted outbound travel intention. Compared to residents in Tier-4 cities in China, those in Tier-1, -2, and -3 cities had higher probability of choosing outbound travel by 13.1%, 30.9%, and 15.3%, respectively. This study draws meaningful connections between Chinese outbound tourism and the social and economic realities in China and offers an alternative approach to understanding Chinese outbound tourism.

Despite the increasing research that lists cultural incongruence in the classroom among the top factors that speaks to the disproportionate numbers of Black females obtaining STEM degrees there is limited research on the actual number of Black female science teachers at the secondary level in education and the impact this plays on Black females in science, technology, engineering, and math classrooms (STEM). The consequence of all this is that we find ourselves with Black female science teachers “missing in action,” and only 5% of Black females receiving a STEM degree. To analyze various factors influencing the accident severity of urban river-crossing tunnels, 12 influence factors were selected according to the three traffic elements of vehicle, road, and environment, including accident-involved vehicle type, tunnel length, tunnel speed limit, accident occurrence time, and weather. These factors were based on the historical data of 14 urban river-crossing tunnels in Shanghai. A binary logistic regression model was also utilized to identify significant influence factors and analyze the influence degrees of their accident severity. Medicare beneficiaries diagnosed with diabetes are likely to have health complications or episodes associated with diabetes, resulting in higher health care utilization and costs. Andersen’s Health Care Utilization Behavior Model (HCBM) includes predisposing, enabling, and need factors, but it excludes perception. Ajzen’s Theory of Planned Behavior (TPB) shows that perception influences health service use. This study was performed using a real-world model integrating Andersen’s HCBM and Ajzen’s TPB to determine whether there was an association between insurance type (Medicare Part D versus non-Part D) and perceived ease of access or cost among Medicare beneficiaries with diabetes. Electric distribution utilities have an obligation to inform the public and government regulators about when they expect to complete service restoration after a major storm. In this study, we explore methods for calculating the estimated time of restoration (ETR) from weather impacts, defined as the time it will take for 99.5% of customers to be restored. Actual data from Storm Irene (2011), the October Nor’easter (2011) and Hurricane Sandy (2012) within the Eversource Energy-Connecticut service territory were used to calibrate and test the methods; data used included predicted outages, the peak number of customers affected, a ratio of how many …

In 2014, China became the world’s third country to accomplish shale gas commercial development, following the United States and Canada. China still however lacks a comprehensive analysis of its public’s concerns about potential environmental risks of shale gas exploration, particularly those of local residents near extraction sites. This paper specifically aims to explore risks perceived as associated with shale gas development in the Changning-Weiyuan area of Sichuan Basin, by conducting a face-to-face household survey with 730 participants interviewed. To better understand interpretations of National Weather tornado warning polygons, 145 participants were shown 22 hypothetical scenarios in one of four displays deterministic polygon, deterministic polygon + radar image, gradient polygon, and gradient polygon + radar image. Participants judged each numerical strike probability (ps ) and reported the likelihood of taking seven different response actions. The deterministic polygon display produced ps that were highest at the centroid and declined in all directions from there. In this dissertation, I explore ‘green’ urban development and urban agriculture projects from the perspective of residents of an African American majority neighborhood in Kansas City—who reside in an area referred to as a ‘blighted food desert’ by local policy makers. In Kansas City, extensive city government support exists for urban agricultural projects, which are touted not just as a solution to poverty associated issues such food insecurity and obesity, but also as a remedy for ‘blight,’ violence and crime, and vacant urban land. การวิจัยเชิงคุณภาพนี้มีวัตถุประสงค์มุ่งศึกษาโครงการนำร่องพลังงานแสงอาทิตย์ผลิตไฟฟ้าติดตั้งบนหลังคาอย่างเสรี พ.ศ. 2559 ในนโยบายพลังงานทดแทนของกระทรวงพลังงาน 2 ประเด็น คือ 1) ศึกษาการผลิตร่วมในการบริการสาธารณะ 2) ศึกษาอุปสรรคและแนวทาง การพัฒนาโครงการ โดยมีการเก็บข้อมูลจากเอกสารที่เกี่ยวข้องกับงานวิจัยและการสัมภาษณ์เชิงลึกจากกลุ่มตัวอย่าง 2 กลุ่ม ได้แก่ เจ้าหน้าที่รับผิดชอบโครงการของการไฟฟ้านครหลวง และ ประชาชนผู้เข้าร่วมโครงการประเภทบ้านเรือนร้อยละ 86.08 ของผู้เข้าร่วมโครงการทั้งหมดในเขตพื้นที่กรุงเทพมหานคร จังหวัดนนทบุรี และจังหวัดสมุทรปราการ โดยผลการศึกษามีดังนี้ 1) โครงการนำร่องพลังงานแสงอาทิตย์ผลิตไฟฟ้าติดตั้งบนหลังคาอย่างเสรีเป็นการผลิตร่วมตามแนวคิดการบริหารจัดการภาครัฐแนวใหม่ ซึ่งต่างจากการการผลิตร่วมด้านการศึกษาและด้านสาธารณสุขในแนวคิดการบริการสาธารณะแนวใหม่หรือธรรมาภิบาลภาครัฐใหม่ โดยแนวคิดการบริหารจัดการภาครัฐแนวใหม่มองว่าประชาชนเป็นลูกค้า ในขณะที่แนวคิดการบริการสาธารณะแนวใหม่หรือธรรมาภิบาลภาครัฐใหม่มองว่าประชาชนเป็นมากกว่าหุ้นส่วน 2) อุปสรรคสำคัญของการผลิตร่วมในโครงการนำร่อง คือ ประชาชนเข้าร่วมโครงการเป็นจำนวนน้อย และขาดการมีส่วนร่วมในการจัดทำบริการสาธารณะ หน่วยงานของรัฐควรส่งเสริมมาตรการจูงใจให้ประชาชนเป็นผู้ผลิตและผู้ใช้ไฟฟ้าด้วยตนเองหรือควรผลักดันให้ประชาชนเกิดความร่วมมือในการจัดทำบริการสาธารณะร่วมกับหน่วยงานของรัฐ เพื่อก่อให้เกิดการรับผิดชอบร่วมกันซึ่งจะนำไปสู่การมีพลังงานอย่างยั่งยืน

China's "Mercantilist" Government Subsidies, The Cost Of Debt And Firm Performance, Chu Yeong Lim, Jiwei Wang, Cheng (Colin) Zeng

China has been adopting a “mercantilist” policy by lavishing massive government subsidies on Chinese firms. Using hand-collected subsidy data on Chinese listed companies, we find that firms receiving more subsidies tend to have a lower cost of debt. However, such firms fail to have superior financial performance. Instead, firms with more subsidies tend to be overstaffed, which demonstrates higher social performance. These results are mainly driven by non-tax-based subsidies rather than tax-based subsidies. Overall, our results suggest that the Chinese government uses non-tax-based subsidies to achieve its social policy objectives at the expense of firms’ profitability.

Measured and simulated data sources from the built environment are increasing rapidly. It is becoming normal to analyze data from hundreds, or even thousands of buildings at once. Mechanistic, manual analysis of such data sets is time-consuming and not realistic using conventional techniques. Thus, a significant body of literature has been generated using unsupervised statistical learning techniques designed to uncover structure and information quickly with fewer input parameters or metadata about the buildings collected. Objective: To examine spillovers from a federal policy, managed care market, and community perspective.

Data Sources/Study Setting: We studied spillovers from a federal policy and managed care market perspective using the Health Care Utilization Project’s (HCUP) State Inpatient Database (SID). American Hospital Association (AHA) data, Interstudy Commercial Managed Care, and Area Health Resource File (AHRF). Medicare Advantage county-level payment schedules originate from CMS. We examined community uninsurance spillovers using 2011-2015 Medical Expenditure Panel Survey (MEPS), the Area Health Resource File (AHRF), and the Small Area Health Insurance Estimator (SAHIE).

This study examined the factors that influence a local government’s decision to engage in regional collaborations. Analysis of 7 local government managers and eleven elected officials revealed that the decision to engage in regional collaboration was influenced by external factors, organizational factors, and internal motivations. Elected officials and local government managers identified a disaster occurrence, fiscal stress, outside agencies, jurisdictional benefit, and communication as key factors.
