There have been various approaches to studying the effectiveness of government performance in public administration. While some have focused on broad organizational factors, others have taken an individual level approach by applying concepts and methods from psychology and behavioral economics. This three-essay dissertation continues this latter approach by examining the role of cognitive mechanisms in explaining citizen attitudes toward government performance as well as collaborative behaviors in the public sector.

The purpose of this study was to explore emerging issues surrounding gendered fear, threat, and violence perpetration at music festivals – particularly events that feature a synthesis of jam band and electronic dance music acts – a genre termed jamtronica by its fans. Though gendered violence perpetration and prevention have been widely studied within other party-oriented settings (i.e., sexual violence perpetration on college campuses), very little research exists to address how wider disparities of gender and sexuality permeate a community whose members frequently claim the scene’s immunity from external inequalities.

In 1994 Congress enacted the Violent Crime Control and Law Enforcement Act, which in part gave the Department of Justice, Civil Rights Division (DOJCRD) the power to investigate local law enforcement agencies for Constitutional and civil rights violations. Researchers have found these investigations are expensive, time consuming, and highly intrusive to a law enforcement agency. Little published research has examined the post-implementation outcomes of public private partnerships for housing, specifically the Military Privatized Housing Initiative (MPHI) from the perspective of the end user, the Military Family Housing (MFH) resident. The federal government lags behind in progressive civil rights policies in regard to universal workplace antidiscrimination laws for lesbian, gay, bisexual, and transgender (LGBT) Americans. The slow progress matters to inclusionary workplace practices and the theory and practice of public administration generally, as recognition of LGBT rights and protection are constitutive of representative bureaucracy and promoting social equity. This study examines the turnover intention rates of self-identified LGBT employees in the U.S. federal government. This thesis investigated the restoration of mauri (life-force) to Ōkahu Bay, Auckland New Zealand. Ōkahu Bay is part of the land and waters of Ngāti Whātua Ōrākei, a Māori hapū (sub-tribe). Ngāti Whātua Ōrākei has been driving the restoration, restoring Ōkahu Bay based on their worldview, visions, and concerns. This vision and control of the restoration process allows them to bring in the hapū in sustainable engagement and have the long-term vision and commitment necessary for self-determination. These public health outcomes disproportionately impacts minority communities in the City of Richmond, a population that visits the James River Park System at a lower rate than white communities do. As concern about declining pollinator populations mounts, it is important to understand the range of insect taxa that provide pollination services. We use pollen transport information acquired over three years in two habitats at Badlands National Park, South Dakota, USA, to compare probabilities of pollen transport among insect taxa and between sexes of bees. Sampling was conducted on 1-ha plots, eight in sparse vegetation (May–October samples; N = 74 surveys) and 12 in wheatgrass prairie vegetation (June–July samples; N = 87 surveys). Effective monitoring of native bee populations requires accurate estimates of population size and relative abundance among habitats. Current bee survey methods, such as netting or pan trapping, may be adequate for a variety of study objectives but are limited by a failure to account for imperfect detection. Biases due to imperfect detection could result in inaccurate abundance estimates or erroneous insights about the response of bees to different environments. Real estate property value analysis is used for municipal taxation and budgeting. Commercial properties make up a large percentage of the property tax base in many, if not most, taxing jurisdictions. Data constraints limit the number of analyses conducted on commercial property value patterns. This study employs a fairly extensive data set to address that problem in the context of El Paso in 2013. The sample contains data for 105,611 commercial real estate parcels. Empirical analysis is conducted using geographically weighted regression analysis. Advanced Placement (AP) courses engage high school students with college curriculum taught by trained high school teachers, with an opportunity for students to earn college credit by passing the end-of-course AP exam. AP has evolved into an indicator of school quality, instructional rigor, and a consideration in the college admissions process. AP enrollment and exam performance outcomes for White students disproportionately surpass those for Black students. In the United States, 397,000 children received foster care services in 2012. Some states successfully achieved permanent homes for children with diagnosed disabilities who exited care while others were less successful.
