As outdoor recreation areas in Oregon become more popular, increased auto-related congestion results in strained resources, environmental degradation, and diminished visitors’ experiences. This project proposes policies, strategies, and a variety of approaches to help transportation agencies and land managers facilitate car-free access to outdoor recreation areas. The plan also proposes approaches to increase access to recreation areas for transit-dependent visitors and under-represented communities who face significant barriers to access today. The Background Report includes data; interview, survey and focus group themes; site visit findings; and personal travel anecdotes.

Rural America faces an increasingly dire access-to-justice crisis, which serves to exacerbate the already disproportionate share of social problems afflicting rural areas. One critical aspect of the crisis is the dearth of information and research regarding the extent of the problem and its impacts. This Article begins to fill that gap by providing surveys of rural access to justice in six geographically, demographically, and economically varied states: California, Georgia, Maine, Minnesota, South Dakota, and Wisconsin. There is, without question, a public health crisis in the United States arising from both illicit and prescription opioid misuse, addiction, and overdose. The Food and Drug Administration (FDA) is one regulator with an important role to play in minimizing the harms associated with prescription opioids, while also ensuring that prescription opioids are available for the evidence-based management of pain. One question, however, is to what extent the agency can consider in its decisions to approve opioids and keep existing ones on the market the provider and patient behaviors contributing to the epidemic. Information for decision making may be publicly available, but costly to obtain. As an experiment in environmental scanning, the internet was searched on a daily basis over several years to collect information and provide analysis related to decisions on deer management. The process discovered that, contrary to common assumptions, the U.S. deer population has apparently been falling since about the year 2000 based on analysis of available state data that had not been aggregated. In some cases, state population estimates were created using standard procedures on available data. Results indicate that differences in survey methods appear to be relatively constant …

This dissertation examines the role of shifting national identity narratives in immigration politics in deeply divided societies by focusing on the case of Israel. It raises a general question: why does a state established upon an ethnocentric national identity subsequently augment its self-definition to include certain non-co-ethnic migrants without applying the extension to all non-co-ethnic groups? I argue that although a country may initially be founded upon a seemingly-unequivocal ethnocentric national identity, this identity is not immutable. Rather, over time, a national dialogue may take place, causing the reexamination of the identity. During the transition, agents redefine “who we are” …

Over the past few decades, research on public service motivation (PSM) has flourished internationally in the field of public administration. The concept of PSM, i.e., motivating public sector employees to pursue the public interest and thus contribute to the society, fits well within the core interest of public administration. In addition, PSM has been found to be associated with important organizational constructs that are related to public sector employees’ attitudes, behaviors, and performance. This qualitative research study provides a critical analysis of New York State’s teacher evaluation policies to document and understand how teacher agency is promoted in these policies over time. Between 2009 and 2014, the United States Department of Education under its national Race to the Top education reform initiative incentivized significant changes to teacher evaluation policies and systems as a key strategy to enhance the quality of the teaching profession. During this same period, a growing body of research recognized teacher agency as an important capacity in improving student and teacher learning, suggesting that teachers achieve agency, both by their …

Race, Ethnicity, And The Great Recession : A National Evaluation Of Mortgages And Subprime Lending, 2004-2010, Meghan M. O'Neil

The dissertation analyzes multilevel models to predict mortgage origination and the allocation of subprime credit pre-and-post Great Recession. With representative samples from two full years of mortgage applications filed in the top 100 U.S. metropolitan areas, the dissertation uncovers evidence of persistent disparities by race and neighborhood minority concentration despite controls for socioeconomic, demographic, assimilation and housing variables. Mortgage outcomes varied by applicant race, neighborhood racial composition and neighborhood racial change. Findings suggest evidence of Fair Housing Act violations and disparate impacts towards minority homebuyers and minority neighborhoods. Results lend support for spatial assimilation theories in explaining much of the …

This study uses the U.S. National Park Service (NPS) as case to study how racial formation in organizations is shaped by the changing institutional logics of race. It draws from the institutional logics perspective to advance theorizing on race in organizations as a multi-level process structured by societal race dynamics. It does so by studying three critical moments in the history of the NPS in which the organization was exposed, and had to respond to, varying logics of race.

This dissertation consists of three essays on public program evaluation in health economics. This dissertation explores the estimation of treatment effects of public programs on risky behaviors, health insurance status, labor market outcomes or other health-related outcomes among adolescents or young adults and addresses causality inferences based on empirical modeling, analysis and applications. The first chapter in this dissertation identifies the causal treatment effects of keg registration laws on underage alcohol consumption and related outcomes: alcohol-related traffic fatalities, by exploiting the substantial variations in the timing of the introduction of these laws across different states at different times. Those receiving medical care are at risk for developing serious hospital-acquired conditions (HACs), which include infections (HAIs) and other harm while receiving medical care. Pay for performance programs initiated by the Centers for Medicare and Medicaid Services (CMS), and private payers, linking reimbursements to quality of care, have created financial incentives for hospitals to address these HACs. The most common HAI in the United States, causing almost half a million infections, with 29,000 deaths within 30 days of diagnosis, results from Clostridium difficile. Infection with this bacterium leads to deadly diarrhea, and disproportionately impacts patients 65 and older, representing 80% …

Decentralization has become one of the most important public-sector reform programs globally since the 1990s with mixed results. In this four-paper dissertation, I explored how decentralization reforms affect public goods and services delivery, by analyzing how post-decentralization institutional changes shape local expenditure decisions and health service utilizations in Indonesia. The main goal of this dissertation was to improve understanding on a better approach to studying public goods and services delivery under a decentralized governance. Patronage—the disbursement of public resources or benefits in exchange for political support—is a normal and routine part of governing in Puerto Rico. How does a patronage system work within a formal merit-based system? And, what are the mechanisms that keep patronage in place? Abstract

Inventory and Monitoring Networks of the National Park Service are charged with collecting and reporting data related to the status and trends of key natural resources. We have analyzed a suite of grazing data from 1995- 2016, fire history data from 1998-2015, and vegetation community data from 2002-2014 to better understand trends as they relate to management strategies at the preserve over time. We found that cattle stocking rates declined and fires became less frequent over the latter half of the record. Similarly, bare ground declined, woody species increased slightly, and the floristic quality index was relatively stable with …

Self-organized mound-like micro/nanoscale structures are reported for the first time on silver using a dual-pulse femtosecond laser surface processing technique. The dual-pulse laser processing technique reported in this paper uses femtosecond laser pulse pairs with a controlled temporal delay between the leading and trailing pulses. Using dual pulses at higher fluence values, mound-like micro/nanostructures have been created on silver samples for the first time. Formation of the self-organized microstructures is shown to be dependent on the time delay between the leading and trailing pulses. Mound-like microstructures do not develop on silver for overlapped pulses or using single-pulse femtosecond laser surface …

The United States increasingly relies on import to meet its demand for critical minerals. Using the case of rare earth elements (REEs), this paper analyzes the conditions and the strategies for the U.S. government to address import dependence. The paper finds that market factors, including the lack of comparable and sufficient substitutes and recycling, the high ratio of import relative to consumption, the high concentration of import supply by country, and regulations from the major supplier country, were insufficient to prompt intervention. Significant policy action only occurs when changing circumstances turn import dependence into perceived national security threats to the …

Machine-learning algorithms, one component of AI, are trained using massive datasets curated by humans to predict various aspects of our daily lives. Such predictive intelligence could be a positive force amplified by continued decentralization of the technology. It examines the background of circumstances under which Employment First efforts began in seven states, and introduces each state’s values, mission, and goals around increasing employment opportunities for people with disabilities. States may use the lessons in this brief to develop an Employment First policy, or to evolve existing efforts.
