In June 2017, a house in Waterbury Connecticut caught on fire while service was being held in the church adjacent to it (Stewart, 2017). In March 2018, a church in Mississippi was placed on lockdown while law enforcement officials used the grounds as a staging area during an active investigation (WAPT News, 2018). And in November 2017, a gunman opened fire inside First Baptist Church in Sutherland Springs, Texas. This paper studies the humanitarian crisis in the occupied Palestinian territories, focusing on the Palestinians’ short-term needs in emergency relief as well as their long-term needs regarding sustainable development, good governance, legal and physical protection. Against the backdrop of a cost/benefit analysis of the current UN humanitarian operational model, the paper then introduces new models of engagement, such the UN’s positioning itself as a mediator between the PA and the civic society throughout the implementation of a decentralized development model. In 2010, Kenya introduced a new constitution and with it the introduction of the concept of a decentralized government. The devolved system of government was implemented in 2013 and granted each of the 47 counties in Kenya, such as Kisumu County, greater autonomy, resources and ability to serve its people. This study aims to compile a thorough understanding of people’s perception on how devolution has impacted transparency, accountability and service delivery of the government of Kisumu County, Kenya within its five years.

Recreational hiking trails are a popular destination for local residents and tourists, offering health, educational, and social benefits. The North Country Trail (NCT) provides a unique hiking experience because of the many landscapes through which it travels. Because it spans across seven states in the Midwest, a hiker can travel through the mountains of New York, the hardwood forests of upper Michigan, and the plains of South Dakota along one route. The Dakota Access Pipeline and the events of the accompanying protests are contemporary examples of environmental injustice, with the Standing Rock Nation facing a majority of the injustice. Analyzing Sioux history, the pipeline's previous routes, and the police and state responses to the "protectors", I propose that the Dakota Access Pipeline is a form of distributive, procedural, and substantive injustice.

Electric bicycle (e-bike) use is a rising phenomenon in North America, as a growing number of manufacturers produce a variety of bicycles which can accommodate the needs of diverse populations. With the growth of the e-bike industry, e-bike users are an increasingly integral part of both the transportation network and recreational trail system. However, little research has been conducted on e-bikes within North America, especially on the individuals who have purchased e-bikes.

When Need Meets Opportunity: Expanding Local Air Networks, Luke Fowler

Though the Clean Air Act (CAA) relies on a traditional inter-government partnership, new initiatives from local governments that fall outside of the conventional implementation strategy have created a unique public service delivery network by adding layers to the implementation scheme. Using both logistic and multinomial logistic models and a dataset of 497 Metropolitan (MSA) and Micropolitian (µSA) areas, this research tests a model of network membership for local governments based on internal organizational and external network factors. Findings indicate policy problems, perceptions of resource availability, network density and structure, and socio-economic and political factors affect local initiative to expand networks.

This essay examines the roots to the Libyan migration crisis and European culpability for documented human rights abuses. It argues that failed efforts to rebuild Libya following the 2011 humanitarian intervention combined with recent European policies to outsource responsibility for the migration crisis to Libya have created a perfect storm of exploitation, predation, and abuse.

We analyzed whole-genome sequences of 8 enterovirus A71 isolates (EV-A71). We confirm the circulation of genogroup C and the new genogroup E in West Africa. Our analysis demonstrates wide geographic circulation and describes genetic exchanges between EV-A71 and autochthonous EV-A that might contribute to the emergence of pathogenic lineages.

Genogroup E was previously identified and characterized only on the basis of VP1 analysis (3). This study confirms the circulation in West and Central Africa of EV-A71 isolates belonging to the new genogroup E on the basis of the characterization of whole genomes. Over the last decade there has been increased interest in promoting active and sustainable transportation modes such as bicycling and walking especially in urban areas, as a means to alleviate congestion, lower emission levels and improve personal health. In urban areas, intersections are locations where a variety of modes converge, thus increasing the propensity for conflicts. Many bicycle-vehicle crashes occur at intersections. A common crash type involving bicycles at intersections is the “right-hook” where a right-turning vehicle collides with a through bicyclist. Research has identified factors that predict readmissions, and predictive algorithms, such as the LACE index, have been studied and widely adopted by hospitals despite demonstrated variability in predictive ability.
