Abstract

This report presents the results of vegetation monitoring efforts in 2017 at Agate Fossil Beds National Monument (AGFO) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and the Northern Great Plains Fire Effects Program (NGPFire). This was the seventh year of field work conducted by NGPN at AGFO.

In 2017, crew members from NGPN visited six long-term plant community monitoring (PCM) plots and NGPFire visited eight additional PCM and fire plant community monitoring (FPCM) plots to collect data on the plant communities at AGFO. Government documents are a necessary part of life for citizens, but the complexity of language and specific jargon can make them substantially challenging to comprehend. Guidelines have been put forth to improve readability of such documents, but the government has lagged in implementing these recommendations. Therefore, the current research aims to determine if modified documents: a) are easier to read; b) are easier to comprehend; and c) require less assistance to understand than the original, unmodified documents. This research aimed to develop an understanding of the safety and operational implications of using the flashing yellow arrow (FYA) in permitted and protected/permitted right turn (PPRT) operations to maximize safety and efficiency. This report includes a review of more than 50 scientific and technical articles on the selection of right turn phasing alternatives and a review of Oregon crash data at intersections with exclusive right-turning lanes from 2011-2013. The study had three phases: 1) a web-based survey, 2) a microsimulation model, and 3) and a driving simulator study. The survey measured Oregon driver’s comprehension of right-turn signal display. This article explores the similarities and differences between Zionism and archetypical European modes of settler colonialism to demonstrate the incongruence between the two phenomena. This analysis is contextualized around the recent discourse surrounding the competing claims of indigeneity to historic Israel/Palestine. The claims of both the Jewish and Palestinian Arab communities are explored to demonstrate that both communities can rightfully claim degrees of Indigenous connection to the territory, but that Palestinian Arab claims of being the sole Indigenous inheritors of the land are dubious.
