While there exists extensive assessment of urban heat, we observe myriad methods for describing thermal distribution, factors that mediate temperatures, and potential impacts on urban populations. In addition, the limited spatial and temporal resolution of satellite-derived heat measurements may limit the capacity of decision makers to take effective actions for reducing mortalities in vulnerable populations whose locations require highly-refined measurements. To test the feasibility of applying its ”Total Employer Cost of Compensation” (TECC) analytical framework to K-12 school personnel, the Center for Public Service (CPS) collected and validated data from five Oregon school districts (Beaverton, Hillsboro, Lake Oswego, Salem-Keizer, and Portland), along with two in Washington State (Seattle and Vancouver) and one in Idaho (Boise).

Depression manifests differently in Latinos when compared to other racial-ethnic groups, but little is known regarding linguistic differences among Latinos. This mixed methods study explored the depression screening processes among patients and medical providers at a Federally Qualified Health Center (FQHC) through an ethnic-linguistic lens. Binary logistic regressions were performed to determine the effects of ethnicity and language on PHQ-2 screening rates for 10,285 adult patients seen during a primary care medical visit from 2014 to 2015; of these 4,745 (46%) patients were screened for depression. Spanish-speakers were screened for depression more often than non-Latinos and Latinos who were English-speakers. …

Foster youth reportedly face unusual and negative life circumstances and outcomes due to being placed in out-of-home care. Foster care provides a resource for substitute caregiving which can range from archaically institutional to warm and familial. Foster care is a transient system which alters what is normative for youth relative to what mainstream youth experience, especially in adolescence. Media coverage of terrorist attacks plays an important role in shaping the public understanding of terrorism. While there have been several studies analyzing coverage of terrorist incidents prior to 9/11, there has been little research examining post-9/11 coverage. This study fills this gap by examining the media’s coverage of terrorism in the United States between the dates of September 12, 2001 and December 31, 2015. The analysis is based on a list of terrorist-related incidents and New York Times articles written on each incident. Recent military education benefits and military end strength reductions have the potential to bolster the nation’s engineering technician, engineering technologist, and engineer (ETETE) workforce. This report provides an update on the participation of Latin@s in city government in Chelsea and Boston. Since 2001 several studies have documented a severe underrepresentation of Latin@s in policy-making bodies in government institutions that affect their lives (e.g., Hardy-Fanta, 2002; Uriarte, Jennings, & Douglas, 2014). The Silent Crisis, the 2014 study (Uriarte et al., 2014) commissioned by the Greater Boston Latin@ Network, found significant under-representation of Latin@s in the city governments of Boston, Chelsea, and Somerville. In each of the three cities, the representation of Latin@s in the population far outpaced their role in the municipal governments.

We propose a new method for traffic state estimation applicable to large urban road networks where a significant amount of the real-time and historical data is missing. Our proposed approach involves estimating the missing historical data through low-rank matrix completion, coupled with an online estimation approach for estimating the missing real-time data. In contrast to the traditional approach, the proposed method does not require re-calibration every time new streaming data becomes available. Empirical results from two metropolitan cities show that the proposed two-step approach provides comparable accuracy to a state of the art benchmark method while achieving two orders of …

In this work, we investigate a multi-period Home HealthCare Scheduling Problem (HHCSP) under stochastic serviceand travel times. We first model the deterministic problemas an integer linear programming model that incorporatesreal-world requirements, such as time windows, continuityof care, workload fairness, inter-visit temporal dependencies.We then extend the model to cope with uncertainty in durations,by introducing chance constraints into the formulation.We propose efficient solution approaches, which providequantifiable near-optimal solutions and further handlethe uncertainties by employing a sampling-based strategy. Wedemonstrate the effectiveness of our proposed approaches oninstances synthetically generated by real-world dataset forboth deterministic and stochastic scenarios.
