In February 2017, a survey regarding diversity and school climate was administered by the Diversity Committee based off of the National Climate Survey developed by the Gay, Lesbian and Straight Education Network (GLSEN). There were a total of 577 students that took the survey. Those students who had incomplete surveys (n = 20) or who marked all possible choices for sexual orientation (n = 3) were excluded from the data analysis, and the remaining 554 respondents were considered “authentic.”Of the 554 authentic respondents, 203 were sophomores, 169 were juniors, 176 were seniors, and six did not indicate their grade level. …

Background: Opioid use disorder (OUD) is a major risk factor in the acquisition and transmission of HIV. Clinical practice guidelines call for the integration of HIV services in OUD treatment. This mixed methods study describes the integration of HIV services in buprenorphine treatment and examines whether HIV services vary by prescribers’ medical specialty and across practice settings.

Methods: Data were obtained via qualitative interviews with buprenorphine experts (n = 21) and mailed surveys from US buprenorphine prescribers (n = 1174). Survey measures asked about screening for HIV risk behaviors at intake, offering HIV education, recommending all new patients …

Eliminating health disparities is a priority across national agenda and initiatives such as the National Partnership for Action to End Health Disparities (NPA), the National Prevention Strategy, and Healthy People 2020. To advance this priority under the NPA, the Federal Interagency Health Equity Team (FIHET), which is an NPA federal cross-sector and collaborative platform, initiated a voluntary pilot “health equity mapping” exercise in 2014. This paper re-examines and updates a theoretical urban political-economic perspective, presented 40 years ago by David M. Gordon1 and other scholars in his “Problems in Political Economy: An Urban Perspective (1977).” This theoretical understanding and narrative (termed “radical” at the time), maintains that both conservative and liberal approaches to poverty and related social problems, have failed and will ultimately continue to fail for a singular, underlying reason. Ten Jewish second-generation men and women from metro Portland, Oregon were interviewed regarding growing up in the aftermath of the Holocaust. The American-born participants ranged in age from fifty-one to sixty-four years of age at the time of the interviews. Though the parents were deceased at the time of this study the working definition of a Holocaust survivor parent included those individuals who had been refugees or interned in a ghetto, labor camp, concentration camp, or extermination camp as a direct result of the Nazi Regime in Europe from 1933 to 1945.

The New Orleans Police Department history dates back to the 1800’s. Since its inception, the department has been pledged by misconduct, low morale, and low public opinion. This research used Akers Social Structure, and Social learning theory or SSSL to understand the socialization process of the department and determine if the process could attribute for misconduct, the blue wall of silence, and the thin blue line.

Objectives: To develop an LBoH classification scheme and empirical definitions to provide a coherent framework for describing variation in the LBoHs.

Data and Methods: This study is based on data from the 2015 Local Board of Health Survey, conducted among a nationally representative sample of LHD administrators, with 394 responses. The classification development consisted of the following steps: (a) theoretically guided initial domain development, (b) mapping of the survey variables to the proposed domains, (c) data reduction using principal component analysis and group consensus, and (d) scale development and testing for internal consistency.

Levi’s Stadium in Santa Clara, California is an example of a private financing / public ownership arrangement. While the stadium’s construction resulted in no direct tax increases, this ownership arrangement allows the San Francisco 49ers to avoid many types of taxes on the income generated from Levi’s Stadium. We estimate the total tax savings to the 49ers at between $106 and $213 million over the first 20 years of Levi’s Stadium compared with a privately financed and owned option. We argue that tax savings inherent in private financing / public ownership arrangements represent indirect and hidden subsidies.

Transit-oriented development (TOD) has gained popularity worldwide as a sustainable form of urbanism; it concentrates development near a transit station so as to reduce auto-dependency and increase ridership. Existing travel behavior studies in the context of TOD, however, are limited in terms of small sample size, inconsistent TOD classification methods, and failure to control for residential self-selection. Indigenous-Municipal Intergovernmental Agreements: A Case Study Examining Substantive Collaboration, Gwendolyn Lowrie-Dennis

Indigenous-municipal intergovernmental collaboration has been increasing across Canada. Some suggest it can act as either a tool to create empowering policy or as an instrument of authoritative control. This paper examines the case study of the Upper Ottawa Valley Medical Recruitment Committee and classifies its intergovernmental agreement as either symbolic or substantive. It does so by analyzing the frequency of communication, the decision-making processes used, the implementation of the agreement, and its outcomes. The findings suggest that the Committee achieved substantive results on all measures, but not without facing significant logistical and social barriers. Many Chief Administrative Officers will retire in the coming years, posing a succession problem for municipalities. The problem is especially acute in small and Northern municipalities. Municipalities must develop talent recruitment and retention strategies. Analysis of two case studies indicates that strong council support for succession planning is required, and municipal organizations should invest in their staff so that they can ascend to leadership positions, including promoting professional networking opportunities.

This autoethnographic account of pedestrianism in Chicagoland aims to remind us of the sensory, social, and emotional experiences walking can provide, and how an environment centered around automobiles affects those experiences. It utilizes participant observations and refers to literature from a wide range of disciplines to construct a story of walks in downtown Aurora and Chicago, Illinois that illuminates factors at play in the shaping of the pedestrian experience in urban areas.

The goal of this dissertation is to uncover how policy entrepreneurs use narratives to influence policy change. Prior studies have attributed scientific evidence to policy change and neglected narratives as an attributing factor. Primarily, narratives have been considered value-laden and unsystematic. However, this study hopes to enrich the policy change literature by using the Narrative Policy Framework to examine systematically how powerful actors use beneficial and failure narratives to influence policy change.
