The implementation of the high school admissions process in the New York City Public schools, has re-defined the work and identities of professionals working the screened high school-programs. This study uses descriptive statistics culled from the Directory of New York City High Schools for 2007 and 2017, and interviews with school personnel from three screened school-programs, to review the impact of the implementation of this process during its first full decade in existence. These data establish the fact that screened school-programs are experiencing the phenomenon of marketization by way of their admissions process. This thesis investigates the intertextuality of language policy, K-12 TESL pedagogies, and EL identity construction in the perpetuation of unjust TESL practices in these contexts. By examining the power structures of English language ideology through critical discourse analysis of recent California language policy, this thesis demonstrates English language teaching’s intrinsically political nature in K-12 education through negotiations and exchanges of power. Currently, sociolinguistic approaches to TESL and second language acquisition acknowledge the value of language socialization teaching methods. Robust Linear Static Panel Data Models Using Ε-Contamination, Badi H. Baltagi, Georges Bresson, Anoop Chaturvedi, Guy Lacroix

The paper develops a general Bayesian framework for robust linear static panel data models using ε-contamination. A two-step approach is employed to derive the conditional type-II maximum likelihood (ML-II) posterior distribution of the coefficients and individual effects. The ML-II posterior means are weighted averages of the Bayes estimator under a base prior and the data-dependent empirical Bayes estimator. Two-stage and three stage hierarchy estimators are developed and their finite sample performance is investigated through a series of Monte Carlo experiments. These include standard random effects as well as Mundlak-type, Chamberlain-type and Hausman-Taylor-type models. The simulation results underscore the relatively good …

Singapore has an unusual exchange rate-centered monetary policy framework that has served the economy well over the past decades. Monetary policy operations are carried out by the central bank through the management of the Singapore dollar against a currency basket. As is well recognized, such foreign exchange interventions do have an impact on domestic liquidity conditions. However, in the case of Singapore, this tends to be counteracted by the liquidity impact of public sector operations related to the fiscal position and the national pension scheme. As of 2015, there are over 60 million smart meters installed in the United States; these meters are at the forefront of big data analytics in the building industry. However, only a few public data sources of hourly non-residential meter data exist for the purpose of testing algorithms. This paper describes the collection, cleaning, and compilation of several such data sets found publicly on-line, in addition to several collected by the authors. I base this paper primarily on my teaching of introductory international relations since 1979. Introductory international relations instructors need to give disability issues more attention. First, I look at participants in international relations: states and their leaders; global governance—particularly the Convention on the Rights of Persons with Disabilities; and transnational actors-particularly Disabled Peoples’ Organizations (DPOs). I then examine issues: rights, war and peace, and development. Second, I examine two approaches from the disability studies literature: disability as a deficit demographic category (based on a medical model), and disability as the basis for a social movement (based on a social model). …

The question of whether the job market can support future graduates of environmental health programs remains an important and difficult question for environmental health programs, current and prospective students, parents, and other stakeholders. Our previous report using 2014 data from the U.S. Bureau of Labor Statistics demonstrated anticipated growth and higher than average pay in the profession through at least 2022 for baccalaureate degree holders (Marion & Sinde, 2015). This paper presents a method to automatically cluster typical days of energy consumption in one or several buildings. The method is based on an optimized version of the Symbolic Aggregate approXimation (SAX) method. SAX is a data mining technique for clustering time series with recent applications in building fault detection and building performance assessment. The number of clusters and accuracy of SAX highly depends on two highly sensitive input variables, i.e., the word size and the alphabet size. Providing indigenous communities with electricity services requires an understanding of preferences to ensure that electrification schemes are congruent with the communities’ specific development pathways. We contribute to the literature by using a choice experiment to rank and quantify household preferences for electricity services in two indigenous villages in Sarawak, Malaysia. Specifically, we disaggregated electricity services into five attributes: private use for household appliances and lighting, public use for community facilities, productive use for income generation, the operator model and the monthly tariff. OBJECTIVES/SPECIFIC AIMS: Despite the high prevalence of individuals diagnosed with sickle cell disease (SCD) in Tennessee, comprehensive care and education for patients with SCD is not as widely available as healthcare services for individuals managing other chronic illnesses. We aimed to engage SCD stakeholders in patient-centered outcomes research (PCOR) as a mechanism for advancing care and translational research for this rare disease population. In partnership with the Center for Urban Transportation Research (CUTR) at the University of South Florida (USF), the Transportation Innovation Group informed practical transportation solutions aimed at improved food access in Tampa Bay (Hillsborough, Pinellas and Pasco counties). The food pantry/bank sites that are part of Tampa Bay Network to End Hunger (TBNTEH) helped to gather data through a survey and interviews of food-related organizational leadership, staff and volunteers from each site to gain insight into how clients currently access emergency food sites (qualitative). Giving circles have emerged around the world as an alternative to mainstream, bureaucratic philanthropy. This article examines the types of organizations that benefit from giving circles in the U.S. and the U.K., drawing on data from interviews, surveys, observations, and documentation collected in both countries.

The findings show that giving circles tend to fund certain types of organizations — often those that are small and locally based, startups and newer organizations that are reorganizing or transitioning, those that have a business orientation, and those that can engage members or show significant impact in relation to their size.

The internationally recognized method measures the social, environmental, and economic impact of a project or program, quantifiably analyzes outcomes from the perspective of stakeholders, and assigns a monetary value to those outcomes.
