การวิจัยครั้งนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาถึงปัจจัยที่มีผลต่อประสิทธิผลของการเรียนรู้ผ่านระบบอิเล็กทรอนิกส์ของสำนักงานคณะกรรมการข้าราชการพลเรือน 2) เพื่อทราบระดับประสิทธิผลของการเรียนรู้ผ่านระบบอิเล็กทรอนิกส์ของสำนักงานคณะกรรมการข้าราชการพลเรือนตามการรับรู้ของกลุ่มตัวอย่าง 3) เพื่อสำรวจปัญหาอุปสรรคของการเรียนรู้ผ่านระบบอิเล็กทรอนิกส์ของสำนักงานคณะกรรมการข้าราชการพลเรือน และ 4) เพื่อเสนอแนวทางในการปรับปรุงการเรียนรู้ผ่านระบบอิเล็กทรอนิกส์ต่อสำนักงานคณะกรรมการข้าราชการพลเรือน โดยศึกษาจากระบบการพัฒนาข้าราชการด้วยสื่ออิเล็กทรอนิกส์ (HRD e-Learning) ของสำนักงานคณะกรรมการข้าราชการพลเรือน (สำนักงาน ก.พ.) โดยมีกลุ่มตัวอย่าง ซึ่งเป็นผู้ที่เคยเข้ารับการอบรมในระบบดังกล่าว จำนวน 331 คน ซึ่งเป็นข้าราชการและเจ้าหน้าที่ของรัฐ เครื่องมือในการวิจัย คือ แบบสอบถามอิเล็กทรอนิกส์ และวิเคราะห์ข้อมูลด้วยโปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์ (SPSS) สถิติที่ใช้ในการวิเคราะห์ข้อมูลเชิงปริมาณ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ถดถอยพหุคูณ และการทดสอบค่าเฉลี่ย ผลการศึกษา พบว่า 1) ปัจจัยด้านคุณลักษณะของผู้เข้าอบรม (ด้านแรงจูงใจในการเรียนรู้ และด้านความสามารถในการเรียนรู้) มีผลต่อประสิทธิผลของการเรียนรู้ผ่านระบบอิเล็กทรอนิกส์ของสำนักงาน ก.พ. 2) ปัจจัยด้านคุณลักษณะการออกแบบการเรียนรู้ผ่านระบบอิเล็กทรอนิกส์ (ด้านการสร้างสภาพแวดล้อมในการเรียนรู้ ด้านการประยุกต์ใช้ทฤษฎีการเรียนรู้ ด้านการออกแบบการนำเสนอเนื้อหา และด้านการร่วมมือและแบ่งปัน) มีผลต่อประสิทธิผลของการเรียนรู้ผ่านระบบอิเล็กทรอนิกส์ของสำนักงาน ก.พ. 3) ปัจจัยด้านสภาพแวดล้อมภายในหน่วยงาน (ด้านโอกาสในการนำสิ่งที่ได้เรียนรู้ไปใช้) มีผลต่อประสิทธิผลของการเรียนรู้ผ่านระบบอิเล็กทรอนิกส์ของสำนักงาน ก.พ. 4) ประสิทธิผลของการเรียนรู้ผ่านระบบอิเล็กทรอนิกส์ของสำนักงาน ก.พ. ตามการรับรู้ของกลุ่มตัวอย่างในภาพรวมอยู่ในระดับมากที่สุด

งานศึกษาชิ้นนี้มีวัตถุประสงค์เพื่อศึกษากระบวนการดำเนินการนโยบายเขตพัฒนาเศรษฐกิจพิเศษของหน่วยงานภาครัฐส่วนกลาง ส่วนภูมิภาค ส่วนท้องถิ่น รวมถึงองค์กรภาคเอกชน และภาคประชาสังคม และประเมินความก้าวหน้าหรือความสำเร็จ และข้อจำกัดของการดำเนินนโยบาย โดยเลือกกรณีศึกษาเขตพัฒนาเศรษฐกิจพิเศษ 2 จังหวัด ได้แก่เขตพัฒนาเศรษฐกิจพิเศษจังหวัดสระแก้วและจังหวัดตราด จากการศึกษานี้พบว่า นโยบายเขตพัฒนาเศรษฐกิจพิเศษของไทยมีภาครัฐส่วนกลางเป็นผู้ริเริ่มนโยบาย และดำเนินนโยบายโดยใช้เงินงบประมาณและกลไกของรัฐส่วนกลางและส่วนภูมิภาคเป็นหลัก จากกรณีศึกษาทั้ง 2 แห่ง พบว่า การดำเนินนโยบายจากภาครัฐส่วนกลางในแต่ละพื้นที่มีประเด็นส่วนใหญ่คล้ายคลึงกันคือ การเร่งจัดสรรงบประมาณเพื่อการพัฒนาโครงสร้างทางกายภาพอย่างเร่งด่วน แต่มีรายละเอียดในการปฏิบัติที่แตกต่างกัน ได้แก่ การกำหนดพื้นที่เขตพัฒนาเศรษฐกิจพิเศษ การจัดทำผังเมือง การให้เช่าพื้นที่ของกรมธนารักษ์ นอกจากนั้น ปัจจัยบริบทในพื้นที่ของเขตเศรษฐกิจทั้ง 2 แห่งมีลักษณะแตกต่างกัน ได้แก่ ลักษณะพื้นที่เชิงกายภาพ การมีส่วนร่วมของหน่วยงานในระดับพื้นที่ และหน่วยงานที่เข้ามาลงทุนในพื้นที่ ด้วยกลวิธีการดำเนินนโยบายของรัฐในพื้นที่ประกอบกับบริบทของพื้นที่ที่แตกต่างกันนี้ส่งผลให้เขตพัฒนาเศรษฐกิจพิเศษจังหวัดตราดมีความก้าวหน้าในด้านการลงทุนและการพัฒนาพื้นที่มากกว่าเขตเศรษฐกิจพิเศษจังหวัดสระแก้ว เนื่องจากการวางสถานะเมืองตราดมีความชัดเจน บริบทเชิงกายภาพของพื้นที่มีขอบเขตชัดเจน และการมีส่วนร่วมของทั้งหน่วยงานภาครัฐส่วนกลาง-ส่วนภูมิภาค ส่วนท้องถิ่น ภาคเอกชน ภาคประชาสังคมในพื้นที่จังหวัดตราด แต่อย่างไรก็ตาม การขับเคลื่อนนโยบายเขตพัฒนาเศรษฐกิจพิเศษของไทยโดยรวมยังมีข้อจำกัดเนื่องจากการขับเคลื่อนหลักมาจากภาครัฐส่วนกลางที่ไม่สอดคล้องกับบริบทเชิงพื้นที่ หน่วยงานในพื้นที่ไม่มีอำนาจตัดสินใจในเรื่องต่างๆได้เอง และมุ่งเน้นแต่การพัฒนาโครงสร้างทางกายภาพเป็นหลัก ทำให้เกิดการพัฒนาที่ไม่สมบูรณ์เพราะยังขาดการพัฒนาด้านสังคม ทั้งนี้เนื่องมาจากขาดการวางแผนจากรัฐบาลระดับชาติที่ชัดเจน จึงทำให้เกิดหน่วยงานต่างทำภารกิจของตนเอง (Fragmented Management) และขาดหน่วยงานที่ทำหน้าที่บริหารจัดการพื้นที่อย่างชัดเจนในระยะยาว

The Current Population Survey (CPS) has been a major source of disability data for public policy and research. The aim of this study was two-fold. First, the study examined the six disability measures added to the CPS in 2008 to determine if they are both a reliable and stable method of describing disability over a period of two survey administrations in a 12-month period. Second, this study then assessed the impact of disability upon labor force participation. As rural governments have become hollowed out and detached from rural society, can they still effectively implement policies that lack popular support? This article examines a county in Hunan Province, where local governments had strong incentives to implement a national policy of increasing double cropping in rice farming. Small farmers rejected double cropping as unprofitable. Local governments’ limited capacity prevented them from either reshaping small farmers’ economic calculus or coercing compliance. They strategically selected a policy tool acceptable to most small farmers (paid land transfers) and gave new private large-scale producers incentives to double crop by providing subsidies and access …

Commodification of land is at the forefront of the re-casting of rural China by the spread of capitalism. This study examines a market-based program of land development rights trading in Chengdu, China. The program was made possible by a change in the central government’s land-use regulation that shifted the policy goal from ‘no net loss’ of farmland to ‘no net gain’ of construction land. We detail how local governments at multiple levels work together to construct land development rights as a commodity and build market institutions to foster its trading, illustrating land commodification as an inherently political process. The China that Chairman Mao Zedong ruled was primarily agrarian. Mao’s party, consistent with the ideas of Lenin on which it was partially based, pursued planned industrialization by promoting state-owned manufacturing. This endeavor involved all sectors of society in the push to catch up with the West – even to the point of imploring rural residents to smelt steel in backyard furnaces. These efforts showed some success – by 1978 manufacturing’s share of GDP had risen from the 28 percent it held in 1949. Existing accounts of how the urban poor in the global south engage with the state fall short on two fronts. Firstly, the literature lacks an overarching framework articulating the urban poor’s strategies for engaging the state. Secondly, these accounts typically capture singular instances of state engagement pursued by the urban poor and theorise on that basis. Article 14.13 of the Trans-Pacific Partnership (TPP) Agreement – the data localization (DL) clause – represents the first time that a far-reaching preferential trade agreement (PTA) seeks to reduce protectionism arising from data residency (DR) requirements. The DL clause, however, is linked to a loose GATT Article XX-like exception: Article 14.13(3)(b), which allows the parties to maintain DR measures to achieve a legitimate public policy objective as long as the measure in question can satisfy the ‘necessity test’. This case study examines how the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project, a whole-of-government and whole-of-community approach to planning for and adapting to sea level rise, addressed coastal resilience in a southeastern Virginia watershed that spans multiple jurisdictions. Estimating And Decomposing Changes In The White-Black Homeownership Gap From 2005 To 2011, Kiat Ying Seah, Eric Fesselmeyer, Kien Le

This study evaluates the effects of the recent US housing bust on the White-Black homeownership gap by estimating and decomposing the changes in the distribution of the gap between 2005 and 2011. Our analysis shows that the housing bust did not affect the homeownership gap uniformly. In fact, we find that the gap decreased for households that were the least likely to own and remained unchanged for households that were the most likely to own, and that Black households with around a 50% probability of homeownership were especially vulnerable to the crisis. • We studied the use of 259 feeders by wildlife using camera traps during early and late winter in 2012 and 2013, taking over 160,000 photographs.
• We worked on three farms in southern England where pheasants, grey and red-legged partridges were present and feeding was part of the existing game management programme.
• We used a feeder model consisting of a spiral feed dispenser attached to the bottom of a drum, suspended within a cylindrical iron armature clad with wire sheep netting.

The U.S. has been battling ISIS and its forerunners for over two decades; however, ISIS continues to endure and expand. While described as a death cult by some political leaders and other key stakeholders, this assertion received little consideration in the scholarly literature. The purpose of this study was to ascertain whether ISIS satisfied the criteria of an apocalyptic Islamic cult through the application of a historical qualitative research design and meta-analysis. The Tea Party movement’s effect on local and regional planning in Virginia has received little study. This work identifies how conservative political activism has impacted planning in the Commonwealth and how planners have responded. The study relies on a qualitative approach involving 22 semi-structured interviews with activists, planners, and citizens, as well as textual analyses of planning documents, local and regional news reports, and Tea Party social media. The resultant findings show that Tea Party activism is rooted in deep seated ideals about private property rights and individualism. Historic traffic information is valuable in transportation analysis and planning, e.g., evaluating the reliability of routes for representative source-destination pairs. Also, it can be utilized to provide efficient and effective route-search services. In view of these applications, we propose the k traffic-tolerant paths (TTP) problem on road networks, which takes a source-destination pair and historic traffic information as input, and returns k paths that minimize the aggregate (historic) travel time. Unlike the shortest path problem, the TTP problem has a combinatorial search space that renders the optimal solution expensive to find. First, we propose an exact algorithm with effective pruning …

Three key decisions made by child welfare workers during the initial investigation are examined in order to illustrate how risk influences the type of investigative approach used, the determinations about child maltreatment, and the services provided to children and families and to link theory with policy and practice.
