The Islamic State of Iraq and Syria (ISIS) and its sympathizers utilize social media platforms to disseminate propaganda, radicalize audiences, and recruit foreign fighters. Some Western social media users are susceptible to these efforts. Although personal privacy and freedom of speech is largely protected by complex governmental limitations, the social media use of extremists sparked a national debate on how to protect American citizens. This study sought to understand how student veterans view their transition to becoming a college student. A small, but increasing, amount of studies have been conducted on this topic. A qualitative approach, specifically a narrative method, was utilized to better understand how student veterans made meaning of the life events they experienced during their transition. Six student veterans in at least their second semester at their current institution were interviewed one-on-one, and their narratives are included here. College degree attainment for Black Americans has significantly fallen their majority counterparts. While educational attainment for this minority demographic has been less than average, a secondary trend emerges. Despite the rises in graduation rates, Black males consistently earn a smaller percentage of the degrees garnered by Black students. Furthermore, policies throughout sectors of American society produce segregation that manifests as genocidal realities in the lives of Black men—including college graduation. The Children’s Bureau (CB) provides a system of training and technical assistance (T/TA) to build the capacity of state and tribal child welfare systems, with the goal of improving outcomes for children and families. During the time period of 2008-2014, this infrastructure included ten National Child Welfare Resource Centers (NRCs), five Child Welfare Implementation Centers (ICs), and a Training and Technical Assistance Coordination Center (TTACC). Individual ICs and NRCs differed in structure and content expertise, yet they served the same jurisdictions and at times provided services concurrently. As rural governments have become hollowed out and detached from rural society, can they still effectively implement policies that lack popular support? This article examines a county in Hunan Province, where local governments had strong incentives to implement a national policy of increasing double cropping in rice farming. Small farmers rejected double cropping as unprofitable. Local governments’ limited capacity prevented them from either reshaping small farmers’ economic calculus or coercing compliance. They strategically selected a policy tool acceptable to most small farmers (paid land transfers) and gave new private large-scale producers incentives to double crop by providing subsidies and access …

Commodification of land is at the forefront of the re-casting of rural China by the spread of capitalism. This study examines a market-based program of land development rights trading in Chengdu, China. The program was made possible by a change in the central government’s land-use regulation that shifted the policy goal from ‘no net loss’ of farmland to ‘no net gain’ of construction land. The China that Chairman Mao Zedong ruled was primarily agrarian. Mao’s party, consistent with the ideas of Lenin on which it was partially based, pursued planned industrialization by promoting state-owned manufacturing. This endeavor involved all sectors of society in the push to catch up with the West – even to the point of imploring rural residents to smelt steel in backyard furnaces. These efforts showed some success – by 1978 manufacturing’s share of GDP had risen from the 28 percent it held in 1949. Yet even after three decades, manufacturing still represented less than half of GDP, while the country’s …

Existing accounts of how the urban poor in the global south engage with the state fall short on two fronts. Firstly, the literature lacks an overarching framework articulating the urban poor’s strategies for engaging the state. Secondly, these accounts typically capture singular instances of state engagement pursued by the urban poor and theorise on that basis. Article 14.13 of the Trans-Pacific Partnership (TPP) Agreement – the data localization (DL) clause – represents the first time that a far-reaching preferential trade agreement (PTA) seeks to reduce protectionism arising from data residency (DR) requirements. The DL clause, however, is linked to a loose GATT Article XX-like exception: Article 14.13(3)(b), which allows the parties to maintain DR measures to achieve a legitimate public policy objective as long as the measure in question can satisfy the ‘necessity test’. This case study examines how the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project, a whole-of-government and whole-of-community approach to planning for and adapting to sea level rise, addressed coastal resilience in a southeastern Virginia watershed that spans multiple jurisdictions. Meeting the challenge of sea level rise requires that actors across multiple sectors—citizens, community organizations, industry and government—understand the risks and work together to make critical decisions regarding adaptation strategies and actions. This study evaluates the effects of the recent US housing bust on the White-Black homeownership gap by estimating and decomposing the changes in the distribution of the gap between 2005 and 2011. Our analysis shows that the housing bust did not affect the homeownership gap uniformly. In fact, we find that the gap decreased for households that were the least likely to own and remained unchanged for households that were the most likely to own, and that Black households with around a 50% probability of homeownership were especially vulnerable to the crisis. • We studied the use of 259 feeders by wildlife using camera traps during early and late winter in 2012 and 2013, taking over 160,000 photographs.
• We worked on three farms in southern England where pheasants, grey and red-legged partridges were present and feeding was part of the existing game management programme.
• We used a feeder model consisting of a spiral feed dispenser attached to the bottom of a drum, suspended within a cylindrical iron armature clad with wire sheep netting.

The U.S. has been battling ISIS and its forerunners for over two decades; however, ISIS continues to endure and expand. While described as a death cult by some political leaders and other key stakeholders, this assertion received little consideration in the scholarly literature. The purpose of this study was to ascertain whether ISIS satisfied the criteria of an apocalyptic Islamic cult through the application of a historical qualitative research design and meta-analysis. The Tea Party movement’s effect on local and regional planning in Virginia has received little study. This work identifies how conservative political activism has impacted planning in the Commonwealth and how planners have responded. The study relies on a qualitative approach involving 22 semi-structured interviews with activists, planners, and citizens, as well as textual analyses of planning documents, local and regional news reports, and Tea Party social media. The resultant findings show that Tea Party activism is rooted in deep seated ideals about private property rights and individualism.
