Donald Trump and Congressional leaders have stated their intent to repeal the Patient Protection and Affordable Care Act (ACA or Obamacare). This report examines the consequences of repealing two key elements: (1) federal premium tax credits that help low and middle income Americans afford insurance policies bought through the Health Insurance Marketplaces (exchanges) and (2) federal payments to states for expansions of Medicaid eligibility for low-income adults. Congress passed similar legislation (H.R. 3762) in late 2015, which President Obama vetoed.

This study examines the factors that facilitate and hinder the use of performance information by public administrators in local governments in Florida. Acknowledging the incompleteness of many theoretical and conceptual models in previous performance management studies and the absence of theory on the use of performance information; this study utilizes a grounded theory approach to develop and test a model analyzing the use of performance information. The research focuses on cities and counties, members of the Florida Benchmarking Consortium (FBC), and surveys public administrators whose tasks are related with the collection and/or reporting of performance information. This study evaluates the effects of the recent US housing bust on the White-Black homeownership gap by estimating and decomposing the changes in the distribution of the gap between 2005 and 2011. Our analysis shows that the housing bust did not affect the homeownership gap uniformly. In fact, we find that the gap decreased for households that were the least likely to own and remained unchanged for households that were the most likely to own, and that Black households with around a 50% probability of homeownership were especially vulnerable to the crisis. This phenomenological symbolic interactionism study of rapport and native language use between 15 Afghan counterparts and their U.S. advisors involved semi-structured interviews informed by social exchange theory, servant leadership theory, role theory, and the Army conceptual rapport framework. Native language appeared to contribute to perceptions of respect, understanding, commitment, and trust supporting rapport.

Least Developed Countries (LDCs) of Sub-Saharan African have been recipients of official development assistance for more than 5 decades; however they are still characterized by chronic problems of poverty, low living standards and weak economic growth. The hot question is: Is aid effective in promoting economic growth? Thus, this paper investigates the impact of aid on the economic growth of 12 least developed countries in Sub-Saharan Africa over a period of 20 years. I take a fixed effects instrumental variable approach and the results imply that aid has a statistically insignificant negative impact on economic growth. I therefore conclude that …

A culture of philanthropy is necessary for a nonprofit to be successful in 2016. Resources and funds are not so bountiful as they were in the past. Every nonprofit is different and has a different audience, but in general, there are three items to keep in mind while developing a philanthropic culture: 1) nonprofits should strategically plan their culture; 2) nonprofits should engage their own employees and volunteers in the culture; and 3) nonprofits must actively appreciate their donors, old and new.

Purpose: There is a gap in social science literature addressing issues of access and quality of care for transgender military veterans. Psychologists, medical doctors, and other health professionals are beginning to address some of the barriers present in the Department of Veterans Affairs (VA) system that affect veterans who are also transgender and intersex. Over a 7-year period, between 2006 and 2013, 2600 transgender veterans were served by the VA. Data from several surveys revealed that most transgender veterans perceive the Veterans Health Administration (VHA) to be less than accommodating for their special needs. The goal of this study …
