Indiana Journal of Constitutional Design

This paper addresses a means of checking legislative gerrymandering, which I have called the Independent Electoral Reapportionment Commission (IERC). Its purpose is to prevent self-interested politicians from drawing biased constituency lines. While scholars have researched gerrymandering, few scholars have researched commissions designed to limit such gerrymandering, and no comprehensive work details the global means of accomplishing this goal.

Thus, the purpose of this paper is not to normatively prescribe the best practices for composing and empowering an IERC, but rather to descriptively show how different countries conduct this process. While Part II makes some determinations about which commissions may conceptually …

X Hospital is a Class C Hospital in South Jakarta, which experiencing a substantial increased number of patients since the BPJS has implemented the referral system. Acute Coronary Syndrome (ACS) patient is a patient with a medical emergency require intensive treatment in the ICU. The purpose of this study was to analyze the cost for hospitalized ACS patients at X Hospital in 2015 using activity based costing. The study revealed that the unit cost of hospitalized ACS patients at X Hospital in 2015 was Rp 6.083.444,-. Community garden interventions provide policy, system and environmental change at the community level to establish health behaviors, which act in contest to obesity risk factors. Limited research examines factors, which influence the sustainability of community garden interventions. Therefore, in this study, a sample of 10 Midwestern community gardens associated through funding from a health promotion organization in 2013, collected data through the interviewing and surveying of 10 garden administrators and surveying of 12 garden volunteers. As congestion worsens, the importance of rigorous methodologies to estimate travel-time reliability increases. Exploiting fine-granularity transit GPS data, this research proposes a novel method to estimate travel-time percentiles and confidence intervals. Novel transit reliability measures based on travel-time percentiles are proposed to identify and rank low-performance hotspots; the proposed reliability measures can be utilized to distinguish peak-hour low performance from whole-day low performance. As a case study, the methodology is applied to a bus transit corridor in Portland, Oregon. Time-space speed profiles, heatmaps, and visualizations are employed to highlight sections and intersections with high travel-time variability and transit low performance. …

The number of public bike share systems has been increasing rapidly across the United States over the past five to ten years. To date most academic research around bike share in the U.S. has focused on the logistics of planning and operationalizing successful systems. Investigations of system users and impacts on the local community are less common, and studies focused on efforts to engage underserved communities in bike share are rarer still. The goal of signal timing at an intersection should be to maximize efficiency for all users. In many jurisdictions, however, traffic signals are timed mostly with the goal of reducing vehicular delay.

Other road users, such as pedestrians, deserve similar focus. In legacy transportation systems, pedestrians experience delays much in excess of those that would be deemed acceptable for a motor vehicle at the same location.

Excessive delay can lead to pedestrian frustration, non-compliance and ultimately decreased safety.
