This paper examines if, how and to which degree, the Hiroshima Peace Memorial Museum in Nakajima District of Hiroshima, Japan and the Information Center under the Field of Stelae in Berlin, Germany, transform a Culture of Violence and a Culture of Neutrality into a Culture of Peace. I analyzed sponsors, mission statements, exhibits, topographical and architectural designs, and geographical factors as a reflection of the degree of these selected museums’ contribution to the cultural transformation. When Congress undertakes major financial reform, either it dictates the precise con-tours of the law itself or it delegates the bulk of the rule making to an administrative agency. This choice has critical consequences. Making the law self-executing in federal legislation is swift, not subject to administrative tinkering, and less vulnerable than rule making to judicial second-guessing. Agency action is, in contrast, deliberate, subject to ongoing bureaucratic fiddling, and more vulnerable than statutes to judicial challenge.

This policy brief provides background on recent changes to federal education policy under the Trump Administration and reports the findings from a new study from the Center for Education Research and Policy Studies (CERPS). Following the passing of the Every Student Succeed Act (ESSA), the Education Department developed regulations that would govern the law’s implementation through a procedure known as the Rulemaking Process. One of the key provisions required school districts with large achievement gaps to equalize funding across schools. However, in March 2017, Congress moved to block all previously established regulations for implementing ESSA. Under Secretary DeVos, the Education …

I analyze how Donald Trump, who many see as an uncertain standard bearer of Christian values, given his colored personal life and various tortured exchanges on the Bible, became the champion of Christian conservatives. Using Pew data from a January 27th, 2016 survey, I analyze how the Republican presidential candidate went from the lowest rankings of religious association just 10 months prior, to winning the highest white evangelical support since George W. This study explores planning considerations for patients needing rehabilitative care in the event of mass casualty incidents, in particular, patient surge. While planning for a patient surge usually considers prehospital and hospital care, the final step for many disaster patients, rehabilitation is often overlooked. Rehabilitative care begins in the hospital, before discharge, with the consultation of a physician specialist. By including early physiatrist care there are documented decreases in hospital length of stay, fewer medical complications and better functional outcomes.

Since the terrorist attacks on September 11, 2001, over 2.5 million active duty U.S. military service members have deployed to Iraq and Afghanistan (Knobloch & Wilson, 2015). Of those who return as veterans, twenty percent experience serious mental health problems, and only 30-40% of them seek help or treatment (Tanielian & Jaycox, 2008; Wilson, Gettings, Hall, & Pastor, 2015). Recently, the military has increased efforts to encourage help-seeking behaviors among service members and to normalize mental health treatment. This study examines the global diffusion of renewable energy policies: feed-in tariffs (FIT) and renewable portfolio standards (RPS). Existing studies of policy diffusion have failed to differentiate between four possible mechanisms of policy diffusion: emulation, suasion, learning and competition. To test these competing explanations, the study uses a mixed-method research design that combines statistical analysis of time-series cross-sectional data with an agent-based model of diffusion processes. The findings of the statistical analysis show strong support for the suasion (European Union Membership, Clean Development Mechanisms) and emulation mechanisms (cultural similarity or common language) in the diffusion of FIT. There are currently over 600,000 veterans in the State of Michigan served by only five Veterans’ Administration Medical Centers. These medical centers are not evenly distributed throughout the state with the majority located in the southernmost portion of the state. There necessarily will be a number of veterans for which it is unreasonable to travel to these medical centers to receive care to which they are entitled. This research will investigate the number of veterans that are currently required to drive excessive distances to receive adequate care under the present system, and to possibly suggest solutions to the current situation.

Grading schemes are an increasingly common method of quality disclosure for public services. Restaurant grading makes information about food safety practices more readily available and may reduce the prevalence of foodborne illnesses. However, it may also have meaningful financial repercussions. Using fine-grained administrative data that tracks food safety compliance and sales activity for the universe of graded restaurants in New York City and its bordering counties, we assess the aggregate financial effects from restaurant grading. Results indicate that the grading policy, after an initial period of adjustment, improves restaurants’ food safety compliance and reduces fines. While the average effect on …

But Fassin, Wilhelm-Solomon, and Segatti have a different approach: they understand asylum—or as’lem, the term used by asylum seekers in South Africa—as a form of life.

Vulnerabilities, Attacks, And Countermeasures In Balise-Based Train Control Systems, Yongdong Wu, Jian Weng, Zhe Tang, Xin Li, Robert H. Deng

Research Collection School Of Computing and Information Systems

In modern rail transport systems, balises are widely used to exchange track-train information via air-gap interface. In this paper, we first present the vulnerabilities on the standard balise air-gap interface, and then conduct vulnerability simulations using the system parameters that were specified in the European Train Control System. The simulation results show that the vulnerabilities can be exploited to launch effective and practical attacks, which could lead to catastrophic consequences, such as train derailment or collision. To mitigate the vulnerabilities and attacks, we propose to implement a challenge-response authentication process in the air-gap interface in the existing transport infrastructure.

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.
