A Multi-Agent System For Coordinating Vessel Traffic, Teck-Hou Teng, Hoong Chuin Lau, Akshat Kumar

Environmental, regulatory and resource constraints affects the safety and efficiency of vessels navigating in and out of the ports. Movement of vessels under such constraints must be coordinated for improving safety and efficiency. Thus, we frame the vessel coordination problem as a multi-agent path-finding (MAPF) problem. We solve this MAPF problem using a Coordinated Path-Finding (CPF) algorithm. Based on the local search paradigm, the CPF algorithm improves on the aggregated path quality of the vessels iteratively. Outputs of the CPF algorithm are the coordinated trajectories. The Vessel Coordination Module (VCM) described here is the module encapsulating our MAPF-based approach for …

Transnational security is an emerging sub-field within the broader scope of international relations. Human trafficking is a wide-spread but rarely emphasized threat to global security with powerful transnational dimensions. This type of crime threatens security at all levels of society. At the individual level, the victims of trafficking are abused, tortured, and experience incredible trauma. The traffickers themselves exploit weaknesses at the state level, either leveraging lack of political will or corrupt officials into their schemes to make more money, or by circumventing lax laws entirely. Recollection bias is the phenomenon whereby people who observe a highly unexpected event hold current risk beliefs about a similar event that are no higher than their recollection of their prior beliefs. This article replicates and extends the authors’ previous study of recollection bias in relation to individuals’ perceptions of the risks of terrorism attacks. Over 60% of respondents in a national U.S. sample of over 900 adults believe that the current risk of a future terrorist attack by either an airplane or in a public setting is no higher than they recall having believed, respectively, before the 9/11 attack …

In most western countries, obesity and sedentary behavior are a major health concern. Research demonstrates a clear connection between one’s physical and emotional health (e.g., body image) and as such, many community programs now focus on the “whole person” rather than just physical wellbeing. This paper examines how learning has been treated, generally, in policy network theories and what questions have been posed, and answered, about this phenomenon to date. We examine to what extent network characteristics and especially the presence of various types of brokers impede or facilitate policy learning. Why does a state build institutional capacity in certain sectors rather than others? Despite having gained leverage explaining the emergence of institutions in the developmental states of East Asia, we have comparatively weak accounts for sub‐national variation in institutional strength, a much more common phenomenon. Investigating the surprising achievements of the Philippines’ National Irrigation Administration, this article advances a theory of sectoral success in the face of a generally poor developmental record. The author demonstrates that executives will only construct institutional capacity when facing strong political pressure combined with resource scarcity. Since 2003, the U.S. government has spent $850 million on the Megaport Initiative which aims at stopping the nuclear smuggling in international container shipping through advanced inspection facilities including Non-Intrusive Inspection (NII) and Mobile Radiation Detection and Identification System (MRDIS). Unfortunately, it remains a significant challenge to efficiently inspect more than 11.7 million containers imported to the U.S. due to the limited inspection resources. With each federal election cycle or terrorist attack in a Western country comes a spike in islamophobia. Candidates peddle tropes of Muslims as terrorists in campaign materials and political speeches to solicit votes. Government officials call for bold measures—extreme vetting, categorical bans, and mass deportations—to regulate and exclude Muslim bodies from U.S. soil. This paper looks at the structure of discrimination and marginalization of refugees and asylum-seekers. The paper investigates a new form of housing –– floatels –– which was seen in Sweden in 2016. This paper explores the relevant literature on identity, biopower, and spatial segregation, to make the case that floatels are contemporary forms of encampment. Floatels are clear examples of the State’s use of biopower to spatially segregate certain undesirable populations. This dissertation is an evaluation of the impacts of assignment to and enrollment in postsecondary remedial coursework in the state of Arkansas. In this study, I evaluate the impacts of the policy on students’ academic achievement and attainment as measured by graduation rates and persistence. I include subgroup analyses of these outcomes to determine whether there are heterogeneous effects for students enrolling at two-year or four-year institutions, institutions with the highest remediation rates, and students of different races, genders, and baseline achievement. Like previous evaluations of remediation in other settings, the results here point to negative impacts of remediation on …

Variation in special education enrollment across geographic locations, racial groups, and schooling sectors causes researchers to question the process and incentives involved in identification and de-identification. The health benefits of bicycling are well understood; numerous studies link increased cycling activity with improved health outcomes. Research suggest that the cycling behavior most likely to generate broad, population-level health benefits is everyday routine cycling—including running errands and taking other short trips. Despite these health benefits and new investment in cycling infrastructure, overall cycling levels in the U.S. lag behind many other nations. Understanding the relative attractiveness of alternatives to driving is vitally important toward lowering driving rates and, by extension, vehicle miles traveled (VMT), traffic congestion, greenhouse gas (GHG) emissions, etc. The relative effectiveness of automobile alternatives (i.e., buses, bicycling, and walking) depends on how well streets are designed to work for these respective modes in terms of safety, comfort and cost, which can sometimes pit their relative effectiveness against each other. The standard business management practices typically employed when managing volunteers lack effectiveness in nonprofit FBO environments.
