Extreme weather events can result in natural disasters, and climate change can cause these weather events to occur more often and with more intensity. Because of social and physical vulnerabilities, climate change and extreme weather often affect coastal communities. As climate change continues to be a factor for many coastal communities, and environmental hazards and vulnerability continue to increase, the need for adaptation may become a reality for many communities. In August of 1999, not too long before narratives of sex trafficking began to dominate prostitution policy debates, the residents of a small town in Nevada debated closing the city’s legal brothels. Citizens crowded the hearing hall, holding signs about protecting family and community values. But instead of opposing prostitution, as one might have expected, most public commenters echoed a sign that read, “Pro Family, Pro Prostitution.” Drawing on an analysis of the testimony of the 51 citizens in attendance at that public hearing and ethnographic data gathered in four visits to Evenheart over a one-year period, this paper examines …

The widespread efforts to incorporate the economic values of oceans into national income accounts have reached a stage where coordination of national efforts is desirable. A symposium held in 2015 began this process by bringing together representatives from ten countries. The symposium concluded that a definition of core ocean industries was possible but beyond that core the definition of ocean industries is in flux. Better coordination of ocean income accounts will require addressing issues of aggregation, geography, partial ocean industries, confidential, and imputation is also needed. At least two-thirds of global fish stocks are overfished or fully exploited (FAO, 2014). As a result, fisheries are not producing nearly as much food, profit, or livelihood opportunities as they could be. Well implemented and effective Rights Based Management (RBM) can reverse these trends, but designing and implementing such systems is challenging.

There are good design principles based on research and experience for designing RBM systems, focused on ensuring that stakeholders buy into management measures and that fishermen can capture the benefits of their own conservation efforts. School Choice Demonstration Project

Eliminating the Louisiana Scholarship Program (LSP) was proposed as a way to improve the financial situation of the Louisiana Department of Education budget in the current fiscal environment. A study released by the School Choice Demonstration Project (SCDP) found that the net fiscal impact on the Louisiana Department of Education budget would likely be an overall cost increase. In this study, we consider the effects that the removal or reduction of the program would have on individual districts. Districts would receive additional revenue from the state for affected students, but districts would also incur additional costs to educate these students. …

There have been few efforts to examine how the planning process affects the outcome of a terrorist plot. This research brief provides some preliminary findings from an examination of the impact of the length of the planning process, the impact of multiple participants, and the volume of precursor activity on the success or failure of terrorist plots in the United States. While conventional wisdom holds true that a shorter planning process and fewer preparatory activities reduces perpetrators chances of getting caught therefore increases success rate, the new findings show that the more people involved in the planning process also increases …

The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) was enacted in August of 1996, causing a major transformation in the US welfare system (1). • This study focused on one of the provisions, Section 115, which places a lifetime ban on receiving welfare through the Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance to Needy Families (TANF) for those who are convicted of a drug felony in the states that adopted the provision. • About half of the states opted out of the ban. • The intention of the provision was to cut down on drug use and drug …

Through a previously funded research project, Encouraging Low-Income Households to Make Location-Efficient Housing Choices, our team developed a toolkit to assist households utilizing Section 8 Housing Choice Vouchers with finding location-efficient/affordable housing. These tools are currently in use by the region’s four public housing authorities (PHAs). This technology transfer project provided the tools to social service providers who work with voucher recipients in the Portland region and provided a presentation on research findings and policy implications to transportation researchers, professionals and students. Despite these benefits, the often inadequate outcomes of resettlement present challenges for both the refugees and their service providers. Refugee caseworkers must meet their clients’ needs and provide certain services to their clients within a limited time period. Reducing exposure to degraded air quality is essential for building healthy cities. Although air quality and population vary at fine spatial scales, current regulatory and public health frameworks assess human exposures using county- or city-scales. We build on a spatial analysis technique, dasymetric mapping, for allocating urban populations that, together with emerging fine-scale measurements of air pollution, addresses three objectives: (1) evaluate the role of spatial scale in estimating exposure; (2) identify urban communities that are disproportionately burdened by poor air quality; and (3) estimate reduction in mobile sources of pollutants due to local tree-planting efforts using nitrogen dioxide. This research provides insight into the impact of natural disasters as drivers of rural to urban migration in Latin America and the Caribbean (LAC). Disasters of varying types are predicted to have differing impacts on the productive sectors of agriculture, industry, and services; which due to the concentration of the various productive sectors in either urban or rural areas, subsequently changes the urban-rural wage differential. Changes to the wage differential (as measured by the urban-rural income gap) are predicted to lead to movement between urban and rural areas until a new equilibrium wage is reached.

A Framework For Measurement Error In Self-Reported Health Conditions, Ling Li, Perry Singleton

This study develops and estimates a model of measurement error in self-reported health conditions. The model allows self-reports of a health condition to differ from a contemporaneous medical examination, prior medical records, or both. The model is estimated using a two-sample strategy, which combines survey data linked medical examination results and survey data linked to prior medical records. The study finds substantial inconsistencies between self-reported health, the medical record, and prior medical records. The study proposes alternative estimators for the prevalence of diagnosed and undiagnosed conditions and estimates the bias that arises when using self-reported health conditions as explanatory variables.
