In California classrooms, general education teachers have experienced stress due to an increasing number of students with emotional and behavioral disorders (EBD). This study used a hermeneutical phenomenological inquiry approach to explore teachers' perspectives of their pre-service professional development (PD), in-service PD, and classroom experiences with students who have externalizing EBD. The theoretical framework centered on social constructivism. Research questions addressed the teachers' perceptions of their pre-service and in-service PD on students with EBD and their experiences with students' externalizing behaviors. The majority of combat-related posttraumatic stress disorder (PTSD) research has been dedicated to Army and Marine Corps personnel with little research conducted on the Navy population. This sequential mixed methods study addressed the need for research that both described and explained how teachers of varying experience respond to administrative evaluative feedback. Formative evaluation theory of Scriven and professional growth models of Steffy and Fessler served as theoretical models for data analysis. An online survey asking teachers how they changed their practices and what accounted for their response was received from 270 teachers in 1 Midwestern state. Of these, 9 teachers of varying experience were interviewed. The quantitative data showed that most teachers do not change practices on the 8 state teaching standards in response to feedback. …

This article explores the normative value judgements (called value discretion) made by Ontario Works income assistance case managers in their people-changing roles. The focus of case management under welfare reform has moved from determining eligibility for income assistance—people processing, to moving recipients from assistance to employment—people changing. The article outlines case managers’ pursuit of “the long view” in working with recipients over time moving from assessment to crisis work to meeting workfare requirements. In taking the long view case managers expose a basic contradiction in welfare reform that people changing does not result in the shortest route to a job.
