Barriers To Use Of Social Media By Emergency Managers, Linda Plotnick, Starr Roxanne Hiltz

Social media (SM) are socio-technical systems that have the potential to provide real-time information during crises and thus to help protect lives and property. Yet, US emergency management (EM) agencies do not extensively use them. This mixed-methods study describes the ways SM is used by county-level US emergency managers, barriers to effective SM use, and recommendations to improve use. Exploratory interviews were conducted with US public sector emergency managers to elicit attitudes about SM. This was followed by a survey of over 200 US county level emergency managers. Results show that only about half of agencies use SM at all. …

This study examines people’s response actions in the first 30 min after shaking stopped following earthquakes in Christchurch andWellington, New Zealand, and Hitachi, Japan. Data collected from 257 respondents in Christchurch, 332 respondents in Hitachi, and 204 respondents inWellington revealed notable similarities in some response actions immediately after the shaking stopped. In all four events, people were most likely to contact family members and seek additional information about the situation. However, there were notable differences among events in the frequency of resuming previous activities. Actions taken in the first 30 mins were weakly related to: demographic variables, earthquake experience, contextual …

The principles of New Urbanism such as increased density, mixed land uses and street connectivity are often recommended in response to the typical conditions of suburban developments. Much current empirical research has begun to test whether these principles can increase property values. The findings of these empirical studies have, however, been quite inconsistent. This research attempts to quantitatively synthesize these conflicting findings through a statistical meta-analysis. This study found that a lower density, decreased street connectivity and a closer proximity to a transit stop contributed to increased housing premiums, while mixed land uses were not shown to always do so.

Does individual desert matter for distributive justice? Is it relevant, for purposes of justice, that the pattern of distribution of justice’s “currency” (be it well-being, resources, preference-satisfaction, capabilities, or something else) is aligned in one or another way with the pattern of individual desert?

This paper examines the nexus between desert and distributive justice through the lens of individual claims. The concept of claims (specifically “claims across outcomes”) is a fruitful way to flesh out the content of distributive justice so as to be grounded in the separateness of persons. Self-directed supports, as a method of service delivery, have grown from small pilot programs in a handful of states to at least one program in every state. For individuals with intellectual and developmental disabilities (IDD), self-direction presents unique opportunities to engage in self-determined behavior and shape the services upon which they rely. This study implemented a social media based content analysis to examine the subjective experiences and the current public perceptions of sexism in STEM fields. Participants included men and women who a) identified as either in STEM or not identified as in STEM and b) commented through Facebook on HuffPost Women articles about women in STEM. The analysis indicated that sexism remains an issue for women in STEM careers. Women in STEM identified several gender-based challenges that they have experienced; some participants discussed how they handled those challenges. Despite recent drops in rates, juvenile incarceration remains a serious issue in the United States (Hockenberry, 2013; Mendel, 2011). One shared part of the incarceration experience across different systems and facility types is the obligation for juvenile offenders to receive correctional education. This dissertation reports a qualitative study of 23 care workers in the home care program for older people in Shanghai, China. Using grounded theory methodology, a model was developed to account for care workers’ experiences of relationships with older clients. Care workers were found to resist the image of care work as demeaning labour performed by lowly migrant workers and re-construct care as valuable work for those in need accomplished by a caring self. American (gridiron) football played at the professional level in the National Football League (NFL) is an inherently physical spectator sport, in which players frequently engage in significant contact to the head and upper body. Until recently, the long-term health consequences associated with on the field head trauma were not fully disclosed to players or the public, potentially misrepresenting the dangers involved in gameplay. Concurrent to the surge of U.S. forces in Iraq between 2006 and 2008, Sunni tribesmen in the U.S. Marine‐controlled western Anbar province of Iraq experienced an “awakening” movement, which led them to side with U.S. and coalition forces. The Sunni Awakening demonstrates that individuals will often realign because of betrayal and opportunities for advancement. It also demonstrates that individual motives can have macrolevel social consequences. Complexity theory suggests that political factions will realign based on individual considerations that then develop into macrolevel movements. Complexity theory also combines both agency (in terms of microbehaviors) and structure (in terms of initial conditions). …

This research centered on the experiences of a dozen women who served in U.S. Army Reserve leadership positions. Although they served in dangerous contexts the Army had an exclusionary policy at the time that formally excluded the women from direct combat. The impetus for the research was Secretary of Defense Leon Panetta's announcement in January 2013 that the U.S. military would be eliminating the exclusionary policy. This research sought to investigate the policies and clinical practices regarding candidacy and auditory treatment for Hispanic pediatric cochlear implant patients at cochlear implant centers in the United States. More specifically, the study investigated treatment services provided to pediatric patients who are raised in monolingual Spanish, English as a second language (ESL), and bilingual English-Spanish speaking homes. The study made use of survey research to examine cochlear implant centers regarding their policies, clinical practices, and their referral processes for this specific group of cochlear implant recipients. On its surface, the rapid increase of home prices in the Portland Metropolitan Statistical Area (MSA) resembles the overheated moments before the housing bubble burst in 2007. OnPoint Community Credit Union, concerned that history may already be repeating itself, asked the Northwest Economic Research Center (NERC) to investigate speculation within the Portland housing market, provide a forecast of home prices, and summarize potential market headwinds and tailwinds.

Through a comprehensive review of studies of the built environment and bicycling, including mode choice, route choice, safety, and urban design literature, this paper addresses this question. Previous work has raised the issue that the two modes are functionally different, despite them often being combined into a nonmotorized category, and has highlighted research challenges. Existing studies of bikeability have largely focused on infrastructure. Interest in counting bicycles and establishing nonmotorized counting programs is increasing, but jurisdictions still struggle with how to integrate bicycle counting into standard practice. In this paper, the authors share findings and recommendations for how to minimize error for bicycle counting from tests conducted in conjunction with the Oregon Department of Transportation. This research studied three types of off-the-shelf pneumatic tube counters for counting bicycles, including equipment from five manufacturers: two bicycle-specific counters, three varieties of motor vehicle classification counters, and one volume-only motor vehicle counter. Non-ad valorem assessments on property are a fiscal innovation born from financial stress. Unable to raise property taxes due to limitations, many localities have turned to these charges as an alternative method to fund local services. In this paper, we seek to explain differential levels of non-ad valorem assessment financing through the analysis of property tax records of a large and diverse set of single family homes in California. We theorize that assessments, as opposed to other forms of taxation, will be used when residents hold anti-redistributive preferences. This dissertation is primarily focused on migration and food security linkages, more specifically the impact of migrants’ remittances on household food security, and the role of debt in financing migration. Using a multi-methods approach the dissertation focuses on the household level, but also sheds light on the related policy landscape linked to these resource issues. The dissertation consists of seven chapters, with four research finding chapters that are each self-contained and interdisciplinary. Each of these four chapters adds conceptually and empirically to the existing literature on migration and development.
