This report describes efforts undertaken by the Town of Chatham Council on Aging (COA), in partnership with the Center for Social and Demographic Research on Aging within the Gerontology Institute at the University of Massachusetts Boston, to investigate the needs, interests, preferences, and opinions of Chatham’s older population. The focus of this report is on two cohorts of Chatham’s residents—those aged 50 to 59, and those individuals who are currently aged 60 and over. The Government of Uganda (GoU) has been actively advocating land reform and modernization, as demonstrated in the National Development Plan 2010-2015 and other official documents. With the adoption of these policies, there has been a rise in contentious relations between different actors within society, and while widespread violence has been kept in check, reports of small-scale violence over land continues, and dissatisfaction with government land policy exacerbates land tensions and the potential for larger-scale violence remains a serious potential threat. This article examines rituals and ceremonies associated with food sustainability, sufficiency, and/or insufficiency among the Laimbwe people of Boyo and Menchum Divisions of northwest Cameroon from earliest times to the 21st century. Food is important to sustainable livelihood in many rural communities in Cameroon and explains the organization of elaborate food-related ceremonies and rituals. Cameroon’s Ministry of Agriculture and Rural Development has recognized the importance of food and has recently embarked on the modernization of farming techniques and practices throughout the country in its “Second Generation” agriculture program. Gendering Peacebuilding In Post-Conflict Northern Uganda, Amanda J. Reinke

Approximately 1.8 million northern Ugandans were internally displaced during conflict between the Ugandan government and Lord’s Resistance Army (LRA) rebels (1987-2006). The ethnographic and qualitative research findings presented in this article illuminate the need to address structural violence, not just physical violence, in the aftermath of conflict, and to pay particular attention to how conflict and peacebuilding processes are gendered. Although gender-sensitive approaches to peacebuilding have increased in recent years, especially among scholars, in practice these processes often still fail to adequately address the myriad needs of survivors and to understand the complex interplay between gender, conflict, and post-conflict rebuilding. …

The Hadejia-Nguru wetlands have long been recognized as a World Heritage Site notably for its supportive role to wild birds from Europe, Asia, and Australia. At times the functions of the wetlands have been tremendously jeopardized due to dwindling resources and thus affecting the lives of more than 1.5 million people. A number of projects were initiated by different international communities, such as the Department for International Development (DFID), aimed at fostering sustainable utilization of the natural resource base to improve the well-being of the people. Summary

This report describes the Air Quality Related Values (AQRVs) of the Northern Great Plains Network (NGPN). AQRVs are those resources sensitive to air quality and include streams, lakes, soils, vegetation, fish and wildlife, and visibility. This report also describes air pollutant emissions and air quality in NGPN, and their effects on AQRVs. The primary pollutants likely to affect AQRVs include nitrogen (N) and sulfur (S) compounds (nitrate [NO₃^-], ammonium [NH₄⁺], and sulfate [SO₄^2-]); ground-level ozone (O₃); haze-causing particles; and airborne toxics.

In recent times, there has been an increased outbreak of conflicts across the globe, particularly in areas experiencing livelihood fragility. Available literature suggests that in a society where livelihoods are threatened, minimal, or non-existent, the people are generally more overwhelmed and prone to violence and conflict. This paper consolidates the available literature on livelihoods and conflict, with the aim of identifying the nexus between the two concepts. In Nigeria, many land use conflicts among the teeming rural agrarian communities in the northern parts of the country are often wrongly attributed to ethno-religious differences while ignoring the salient role environmental degradation, climate change, and urbanization play in exacerbating the conflicts. The two traditional farming groups (crop producers and cattle herders) that contribute immensely to the country’s food security are in constant conflict, thereby threatening sustainable agricultural production. Differential Health And Social Needs Of Older Adults Waitlisted For Public Housing Or Housing Choice Vouchers, Paula C. Carder, Gretchen Luhr, Jacklyn Nicole Kohon

Affordable housing is an important form of income security for low-income older persons. This article describes characteristics of older persons waitlisted for either public housing or a housing choice voucher (HCV) (previously Section 8) in Portland, Oregon. 358 persons (32% response rate) completed a mailed survey with questions about demographics, health and housing status, food insecurity, and preference for housing with services. Findings indicate that many waitlisted older persons experienced homelessness or housing instability, poor health, high hospital use, and food insecurity. Public housing applicants were significantly more likely to report lower incomes, homelessness, and food insecurity than HCV applicants. …

This paper studies the asymptotic power for the sphericity test in a fixed effect panel data model proposed by Baltagi, Feng and Kao (2011), (JBFK). This is done under the alternative hypotheses of weak and strong factors. By weak factors, we mean that the Euclidean norm of the vector of the factor loadings is O(1). By strong factors, we mean that the Euclidean norm of the vector of factor loadings is O(pn), where n is the number of individuals in the panel. Since the founding of the juvenile justice system, minimal attention or research effort has been contributed to the understanding of factors affecting the rates of juvenile arrests, detainment, and return to community. Over time, studies have seen juvenile recidivism rise and fall. Counties and states do not keep solid empirical data on recidivism because minors are constantly reentering juvenile detention centers. States and counties only keep compacted empirical data on arrest of minors. It makes it hard for counties and states to differentiate who has been arrested multiply times.

Price cap regulation (PCR) was first implemented for privatized utilities in the UK in the 1980s. It has since been adopted by numerous countries as a regulatory regime in several sectors. This paper focuses on the development of different forms of price regulation of airports of which PCR is one variant. In countries where airport privatization is still in the early stages, the spectrum of airports and varied nature of regulatory regimes can be confusing and the lack of a general framework can itself become an obstacle to privatization. Thailand's military has recently reclaimed its role as the central pillar of Thai politics. This raises an enduring question in civil-military relations: why do people with guns choose to obey those without guns? One of the most prominent theories in both academic and policy circles is Samuel Huntington's argument that professional militaries do not become involved in politics. We engage this premise in the Thai context. This article addresses two important and elusive issues for funded projects: quantifiable measures and deep understandings of participant perceptions.

It describes the development of the InQuiry evaluation tool, which combines Q methodology (factor analysis process to quantify perceptions) with a qualitative participatory approach. InQuiry generates both quantified metrics of what participants believe about a given topic and also a rich narrative of why participants think the way they do. These data yield metrics for understanding fidelity, outcomes, and impacts.

Beginning with the history of a program funded by the W.K. Kellogg Foundation, this article also illustrates the tool’s usefulness. The …
