The Impact Of Research And Development On Economic Growth And Productivity In The U.S. States, Luisa Blanco, Ji Gu, James E. Prieger

Research and development (R&D) has a large effect on both state output and total factor productivity (TFP) in the long run. Our estimates for the private sector of the U.S. states from 1963 to 2007 show that the R&D elasticity averages 0.056 to 0.143. The implied returns to state Gross Domestic Output (GDP) from R&D spending are 82% to 211%. There are also positive R&D spillovers, with 70% to 80% of the total returns accruing to other states. We also find that states with more human capital have higher own- and other-R&D elasticities, and those in lowest tier of economic …

Transportation costs are typically a household’s second largest expense after housing. Low income households are especially burdened by transportation costs, with low income households spending up to two times as much of their income on transportation than higher income households (Litman, 2013).

Thus, access to location efficient housing is especially important to low income households, including those who use a housing voucher to help pay for housing costs.

The National Longitudinal Survey of Public Health Systems has followed a nationally-representative cohort of U.S. communities since 1998 to measure the scope of public health activities implemented in each community and the range of organizations and sectors that contribute to each activity. With 16 years of follow-up observations, this survey allows us to study the effects of demographic, economic, and policy shocks on public health delivery systems, and estimate the health effects attributable to delivery system change.

We know that segregation affects a variety of living conditions and life chances and outcomes, such as employment, housing, and school success rates. A large and growing wave of scholarship has focused attention on a variety of contemporary forms of slavery. Early attention went to victims of sexual exploitation, though this is starting to slowly change with a growing body of work on labor exploitation. Previous studies focused exclusively on international trafficking and on the Global South whereas newer studies emphasize domestic trafficking and exploitation in the Global North. It employed a case study approach based on one of three total study sites of an international, multidisciplinary grant titled, “METROPOLE: An Integrated Framework to Analyze Local Decision Making and Adaptive Capacity to Large-Scale Environmental Change”. Local governments along Monterey Bay’s shores are undertaking a number of initiatives for which sea level rise adaptation planning is required. Governor Schwarzenegger’s 2008 Executive Order S-13-08 and the 2011 Resolution of the California Ocean Protection Council on sea level rise led to the proliferation of individual agency guidance documents (e.g., CalTrans (2011), BCDC (2011), CCC (2015)) that require emerging best available science (e.g., Pacific Institute Report (Heberger et al. 2009), NRC Report (2012)). In this current year, Phase IV, researchers collected new data from qualitative interviews and document analysis in six case study school districts in Maine, representing a range of demographics, geographic regions and implementation stages. Three of these districts had been involved in at least one year of Phase I-III of this study, allowing for exploration of ongoing implementation practices and comparing perceived challenges and benefits from initial implementation to later stages. Findings suggested that Maine's proficiency-based high school diploma mandate had mobilized PK-12 collaborative professional work, but there was an evident need for even greater professional time for full systemic …

The future of an estimated 20,000 Self Help Groups (SHGs) in Ethiopia is uncertain because they lack legal status and, therefore, are unable to access funds and service for their members. The Government of Ethiopia (GoE) does not recognize the SHGs as unique development groups, but only offers to register them as Micro and Small Enterprises (MSEs) or cooperative societies, which are solely economic entities that serve more narrow functions than SHGs do. The savanna ecosystem covers about 48.5% of Nigeria’s land area. It is a national common for intensive cropping and extensive grazing. Fierce competition for land and water resources among the crop farmers and pastoralists is a common feature. This article shares insights from two separate, but linked, studies conducted in the Nigerian savanna on the livelihood and food security of the local peasant farming communities and the vulnerability of the settled Fulani agro-pastoralists’ livelihoods. The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year. Malaria is a mosquito-borne, lethal disease that affects millions and kills hundreds of thousands of people each year, mostly children. There is an increasing need for models of malaria control. In this paper, a model is developed for allocating malaria interventions across geographic regions and time, subject to budget constraints, with the aim of minimizing the number of person-days of malaria infection.

In the past decade, there has been much talk about a decline in driving among youth. This study examined whether this decline is associated with an increased reliance on public transit. To address this issue, 2001 and 2009 National Household Travel Survey (NHTS) data were used to analyze the relationship between age and transit use. Findings indicate that although young adults are more likely to ride transit than older adults, transit use among youth can be explained largely by (1) life cycle factors common among young people but unlikely to persist as they age, (2) higher levels of transit use …

Ferries and other passenger vessels provide a crucial mode of transportation for many in the developing world, especially in archipelagic nations like Indonesia and in river delta nations like Bangladesh. However, this dependence on passenger vessels coincides with a high rate of accidents and fatalities in many countries, linked to purchase of old, substandard, and/or inappropriate vessels in low-income nations; overcrowding; inadequate training; and sudden hazardous weather. The Northern Great Plains Inventory & Monitoring Program and Fire Effects Program have been monitoring vegetation in Scotts Bluff National Monument for over 18 years. However, outcomes of these goals cannot be examined exclusively with the “traditional” transit performance indicators that are more conducive to urban systems.
