Background

Pharmaceutical expenditure growth is a familiar feature in many Western health systems and is a real concern for policymakers. A state funded General Medical Services (GMS) scheme in Ireland experienced an increase in prescription expenditure of 414 % between 1998 and 2012. This paper seeks to explore the rationale for this growth by investigating the composition (Anatomical Therapeutic Chemical (ATC) Group level 1 & 5) and drivers of GMS drug expenditure in Ireland in 2012.

Such conflicts may trigger resource exploitation, environmental degradation, human rights violations, human and drug trafficking, and terrorism. Women may suffer disproportionately from armed conflicts due to their unequal social status. While they endure the same effects of the conflict as the rest of the population, they also become targets of gender-based violence. Aid conditionality has emerged as a dominant tool by donor countries in nation building efforts in the developing world. Unfortunately, this strategy has encountered obstacles in achieving substantive change. The purpose of this paper is to investigate possible modifications and augmentations to aid conditionality regimes that could more easily induce political development in recipient countries. To provide a background against which to plan changes, the paper documents important determinants of political change, including public opinion, donor self-interest, and unconscious biases. This research project looks at the various jurisprudences surrounding the 2004 ICJ Advisory Opinion on the Israeli Barrier and analyzes the arguments both in support and in opposition to the Court’s decision. It then looks at the conditions for the illegality of the Israeli Barrier that were established by the Court, analyzes them, and synthesizes a list of characteristics that can be applied to other barriers in order to determine their legality. The report analyzes changes in five domains -- food retail, food insecurity and food benefits, institutional food, food and nutrition education, and diet-related health conditions -- in East Harlem from before the election of Michael Bloomberg through the first two years of the de Blasio Administration. Its goal is to assess the ways in which food environments in East Harlem have improved, stayed the same, or worsened in this 15-year period in order to inform setting food policy goals for the next 5, 10 or 15 years.

There was once a large center of activity in the Swauk Basin of upper Kittitas County. The place is called Liberty. Liberty was once the most action packed place in Kittitas County. At least it was for a while after gold was discovered in Swauk Creek. Like many gold camps the place boomed and ebbed over the years. Unlike some other places it never quite went completely bust. It came close, and fortunately for some it didn’t. It still exists today as a living ghost town.

In this edition of Fearless Friday, we’re highlighting one of the newer service projects that Gettysburg College is involved with: Sherfy Battlefield Garden. This summer will mark the fourth planting season at Sherfy, which was developed in 2013 by Hannah Grose ’13. The garden is located just off of Emmitsburg Road by the house that, in 1860, belonged to Joseph Sherfy and his family. Bullet holes mar the brick walls of the farmhouse, testifying to the fighting that occurred all over the fifty acres of Joseph Sherfy’s farmland on the last two days of the Battle of Gettysburg. This study compares the disability status of female veterans to non-veterans and male veterans using American Community Survey data pooled from 2008, 2009, and 2010. In practice, both female and male veterans who have a service-related disability and are involved in the civilian labor force should familiarize themselves with their employment rights under the American with Disabilities Act (ADA). In policy, the Department of Labor (DOL) might continue enforcing federal laws to protect veterans with service-related disabilities and help them gain employment in the civilian workforce. BACKGROUND: The mosquito Aedes albopitus is a competent vector for the transmission of many blood-borne pathogens. An important factor that affects the mosquitoes' development and spreading is climate, such as temperature, precipitation and photoperiod. Existing climate-driven mechanistic models overlook the seasonal pattern of diapause, referred to as the survival strategy of mosquito eggs being dormant and unable to hatch under extreme weather. With respect to diapause, several issues remain unaddressed, including identifying the time when diapause eggs are laid and hatched under different climatic conditions, demarcating the thresholds of diapause and non-diapause periods, and considering the mortality rate of diapause …

A Logistic Regression And Markov Chain Model For The Prediction Of Nation-State Violent Conflicts And Transitions, Nicholas Shallcross

Using open source data, this research formulates and constructs a suite of statistical models that predict future transitions into and out of violent conflict and forecasts the regional and global incidences of violent conflict over a ten-year time horizon. A total of thirty predictor variables are tested and evaluated for inclusion in twelve conditional logistic regression models, which calculate the probability that a nation will transition from its current conflict state, either In Conflict or Not in Conflict, to a new state in the following year. These probabilities are then used to construct a series of nation-specific Markov chain models …

The environmental sciences have been critical to identifying global environmental challenges such as climate change, but they have been less extensively utilized in deploying solutions to those challenges, such as solar energy. Environmental variables such as temperature, humidity, aerosols, clouds, soiling, and snowfall have important effects on solar PV performance, and these effects can vary regionally. The current status of large-scale solar PV deployment will be discussed along with the role of environmental variables on PV performance.

The resource curse is a topic studied intensively in both economics and political science. Much of the focus is now on whether oil affects democratic institutions. We further the debate through the use of additional measures of democracy and multiple time-series estimation strategies. We find no robust long-run effect of oil rents per capita on Polity, Civil Liberties, or Political Rights. Many comparable studies were restricted to Polity. We also use different country and period samples to respond to the findings that the effects of oil abundance may differ in Latin America, the Middle East, in mature oil producers, or …

Using a mixed methods approach and expanding on the literature on immigrants' transnational civic engagement, this research explores the paths and barriers to Mexican immigrant civic, economic, political, and social engagement in both immigrants' communities of origin in Mexico and communities of residence in Oregon, a relatively new destination for Mexican immigrants. The majority of the adult Mexican population only arrived to the state of Oregon over the last 15 years. Today Latinos represent the largest racial-ethnic minority, twelve percent of the state population, with Mexicans making up 90 percent of this Latino population. Most of the Mexican immigrants in …

This qualitative study examined 45 education speeches presented by President Obama and leaders of the U.S. Department of Education from January 2009 through December 2010. These speeches were interpreted with the use of critical discourse analysis and reviewed through the lens of interest convergence theory. The first aim of the researcher was to uncover the underlying ideologies represented in the Obama Administration’s education speeches. The second objective was to understand how those ideologies impacted the Administration’s proposed reform ideas. Though the case was fought with good intentions, there may have been unintended consequences that occurred due to the policy implementation. Students attending charter schools, including those with learning disabilities, are subject to policies set by individual charter management organizations. One practice used within some charter schools is grade-level retention, or having students repeat a grade level. Literature overwhelmingly indicates that retention is associated with negative outcomes, yet the practice continues to be used. One particular charter school that uses a strict retention policy and retains students with learning disabilities was studied to understand how the process unfolds. The purpose of this quantitative study was to provide insight to the perspectives of leaders and individuals in authority within the Archdiocese of Los Angeles system of Catholic parochial schools regarding current models of governance, levels of authority, and decision-making processes. There is a lack of clearly-defined levels of decision-making authority from the bishops to the Archdiocesan Department of Catholic Schools down to the individual schools.
