This paper presents the problem of scheduling security teams to patrol a mass rapid transit rail network of a large urban city. The main objective of patrol scheduling is to deploy security teams to stations of the network at varying time periods subject to rostering as well as security-related constraints. We present several mathematical programming models for different variants of this problem. Discrimination and strained co-worker relationships based on gender, race or sexual orientation are forms of bullying in the workplace. This research examined firefighter perceptions with regard to bullying. The web based survey was distributed through the National Fire Academy Training, Resources and Data Exchange Network, (TRADENET). Findings from 113 surveys indicated that most firefighters did not perceive bullying issues were pervasive in the fire service. However, there were large differences in perception between female and male firefighters. Significantly more female firefighters indicated they were treated differently due to gender, felt their supervisors did not address complaints concerning gender or sexual …

Despite numerous national prevention efforts, South Africa remains at the epicenter of the HIV/AIDS epidemic. The burden of the epidemic is extremely heterogeneous, with province, race, gender, age, and socioeconomic status serving as key variables in determining HIV prevalence rates. Black African women are disproportionately affected by the epidemic, with those between the ages of 20 and 34 having an HIV prevalence rate of 31.6%, the highest in the country (Shisana et al., 2014). The frequent metaphor of Tunisia as an island requires reevaluation. An island demands continuity unto itself, a feature that Tunisia distinctly lacks. Despite higher than usual levels of ethnic and religious homogeneity, Tunisia has historically maintained low levels of local-national interaction and accommodation. The University of Oregon has developed a catalytic learning model that simultaneously meets the needs of both the next generation’s transportation workforce and cities looking for innovative and catalytic ways to advance a new era of transportation goals. Named the Sustainable City Year Program (SCYP), the model links local community priorities (as expressed through local plans and city council goals) with courses from a range of disciplines at a nearby university. The UO program engages 500+ multidisciplinary students annually in providing 60,000+ hours of work to city-identified projects using the existing administrative systems of both universities and local communities.

Small business success drives the health of a local economy. The problem of this three phase mixed methods study was to encourage entrepreneurship by identifying the resources that support business startup and growth. In the first qualitative phase, the city business resource webpage was observed and 10 entrepreneurs were interviewed to identify which business resources were used for their recent startups. Using the data from the interviews, a survey instrument was developed for the Small Business Subcommittee (SBS) that was used in the second quantitative phase which included 351 business owners; 35% were women and 65% were men. Priority populations disproportionately experience tobacco-related disparities, despite population level declines in tobacco use. The Leadership and Advocacy Institute to Advance Minnesota’s Parity for Priority Populations (LAAMPP) recruits and trains African immigrants/African Americans, Asian Americans/Pacific Islanders, American Indians, Chicano/Latinos, and LGBTQ community members to develop leaders to address tobacco harms in their communities. This paper describes and evaluates the LAAMPP Institute, and discusses lessons learned through the Institute and future directions for community-based tobacco-control efforts.

The purpose of this case study is to examine the efforts made by the legislature and the Oregon Health Authority (OHA) to involve Oregon’s nine federally recognized tribes in the implementation of the revised Oregon Health Plan. We identified eight key informants, consisting of four tribal representatives and four state representatives, for interviews. Additionally, we identified the contact person from each newly-established Medicaid delivery network to determine if they had included the tribe(s) or planned to include the tribe(s) in their network. Two largely debated questions in the realm of international relations are the roles of post-Cold War Russia and China within the current global context. However, the debates in the literature fails to take into account the fact that both superpowers employ the same tactic: the asymmetrical conquest of new territory as promoted by historical claims, retroactively justified through population displacement. According to the World Health Organization, four risk factors, tobacco use, alcohol consumption, unhealthy diets, and physical inactivity, account for a significant proportion of major NCDs. The current study examines the effects of ingroup identification, outgroup trust, and intergroup forgiveness on intergroup contact quantity in the diverse cities of Sarajevo and Tuzla in Bosnia and Herzegovina. A total of 455 individuals ranging in age from 14 to 102 self-reported as either Muslim, Roman Catholic, Orthodox Christian, or Other completed a questionnaire. Analyses revealed that ingroup identification was significantly and negatively correlated with intergroup contact quantity; however, ingroup identification was not significantly correlated with outgroup trust or intergroup forgiveness. Martyrdom has an undeniable rhetorical dimension, and part of a martyr’s voice is the manner of his or her death. However, martyrdom does not stand alone. It is contextualized and constructed by the voice of ideologues. This project looks at the spoken and written rhetoric of Ayman Al-Zawahiri, leader of al-Qaeda, and seeks to understand his descriptions, attributions, and stories about martyrs and martyrdom. An analysis of 93 statements by Zawahiri was performed to identify his overarching martyr narrative and archetype. Major findings include a taxonomy of martyr attributes and a narrative trajectory of martyrdom. While pro-USA rhetoric constructs al-Qaeda’s …

Ghana has more than 230 chieftaincy disputes dotted across many parts of the country. However, the Bulsa Traditional Area (Buluk) of Ghana has had a stable and resilient chieftaincy succession despite conflicts arising out of the selection of chiefs. Between 1983 and 1987, an estimated 20,000 people from Matabeleland and parts of Midlands Province in Zimbabwe were killed by government forces in an operation code-named Gukurahundi. Since that time, no official apology, justice, reparations or any form of healing process has been offered by the government which was responsible for these atrocities. Many people still suffer trauma from the events of this time.
