A review of the history of housing in Ireland shows that owner occupancy and social housing were policy choices by successive governments. Owner occupancy was heavily supported through a system of grants and tax breaks and social housing was directly provided through local authorities at subsidised rents. In recent years policy has changed and tenure neutrality is now guiding the government’s attitude to housing. This is a significant change which has not been sufficiently discussed and has consequences which are not appreciated. On March 4, 2013, Kenyans went to the polls to elect the president, vice-president, senators, county governors, and members of parliament. Tension was high; fears and uncertainties gripped the nation, and the international community watched with keen interest. Five years earlier, on December 27, 2007, a similar event had resulted in a horrific post-election violence (PEV) that left thousands dead and hundreds of thousands displaced, and that disrupted the economic and social conditions of the country and the entire sub-region. Precipitated by the legislative decision to decouple child Medicaid benefits from welfare receipt, the number of young children qualifying for public health insurance grew markedly throughout the 1980s and early 1990s. From a baseline of roughly 15% in the average state at the beginning of the decade, the rate increased to more than 40% of all young children in the United States by the time all federal mandates were fully enacted in 1992. Background: Previous research and quality improvement initiatives have underscored the prevalence of healthcare acquired conditions (HACs) and their associated costs in American hospitals. In response to these findings, in 2008, The Centers for Medicare and Medicaid Services identified 10 condition categories that they would no longer pay for if acquired during hospitalization. The conditions were selected based on high cost, high volume, or both, assigned to a higher paying medical severity diagnostic related group (MS-DRG), and were deemed preventable through application of evidence-based guidelines. The Health Quality Outcomes Model and a Path Model guided the study.

Training Together: State Policy And Collective Participation In Early Educator Professional Development, Anne Douglass, Alice Carter, Frank Smith, Sherri Killins

New England Journal of Public Policy

This study used one state’s early care and education work-force registry and professional development attendance data to examine early educator patterns of professional development participation and the extent of collective participation. The article presents the concept of collective participation in professional development, discusses its potential benefits, and highlights the utility of statewide digital tracking of early educators’ patterns of professional development for informing policy. Results show that collective participation is uncommon in early education and care but can be increased through professional development policy decisions. The article concludes with implications for research and policy.

Several communications tools are used by emergency management agencies (EMAs) to disseminate emergency alerts and warnings, including sirens, television, radio and telephones. In recent years, some EMAs have begun to use social media for a variety of emergencies to relay important information to the public and to engage the citizenry in useful discussions on preparedness and recovery. In a 2014 survey of 139 FEMA approved alert authorities, nearly 90% of respondents indicated that they use social media to disseminate public alerts. However, there are still late adopters. In addition, social media use is not universal or uniform across all EMAs. …

Many democratic and jurisprudential theorists have too often uncritically accepted Alexander Bickel’s notion of “the countermajoritarian difficulty” when considering the relationship between judicial review and democracy; this is the case for arguments both for and against judicial review. This framework is both theoretically and empirically unsustainable. Democracy is not wholly synonymous with majoritarianism, and judicial review is not inherently countermajoritarian in the first place.

In modern democratic political systems, judicial review is one of many potential veto points. Since all modern democratic political systems contain veto points, the relevant and unexplored question is what qualities might make a veto point …

Forest Park and its surrounding watershed experience measurable environmental problems such as urban heat island impacts, increased storm water runoff containing pollutants, fragmentations of habitat connectivity due to their proximities to high-impact land uses, poor air quality, absence of public space, and lack of pedestrian and bicycle infrastructure. Grow Willamette Greenway was initiated through a partnership between npGreenway and Willamette Planning Studio, a group of six Portland State University graduate students in the Masters of Urban and Regional Planning program. Through a four month collaborative process of community engagement and analysis, including health impacts, economic development, and traffic demand modeling, a series of findings and recommendations were developed. Fourth Plain Forward is an action plan for Fourth Plain's multicultural business district, created in collaboration with the City of Vancouver, Washington. Fourth Plain's business district reflects the rich diversity of its surrounding communities, but the area faces significant economic challenges. To address these issues, the action plan builds on the economic development goals outlined in the 2007 Fourth Plain Corridor Subarea Plan, and aims to improve conditions along the corridor for both businesses and residents. Broadly, Fourth Plain Forward outlines strategies and actions to grow economic security and opportunity, and maintain the area's diversity.

Rural Mexican immigrant women in the U.S. are infrequently screened and experience health disparities from cervical cancer. We explored cancer-related cultural beliefs in this population. We administered a cross-sectional survey to 39 Mexican immigrant women due for screening. We conducted univariate and bivariate analyses of participants’ characteristics, Pap test history, cancer-related knowledge and beliefs, and cultural consensus analysis about causes of cervical cancer and barriers to screening. For all the cultural consensus tasks, there was consensus (Eigenratios >3:1) among survey participants. Comparing the rankings of risk factor clusters, clusters related to sexual behaviors were ranked more severely than clusters related …

While the amount of interstate war in the international system had declined by 2013, since then both intrastate and internationalized intrastate war has increased. In 2015 there are sixteen UN peacekeeping operations around the globe, involving about 130,000 military, police, and civilian personnel. Over the past seventy years, UN peacekeeping operations have evolved from simple buffer forces tasked with observing cease-fires and armistices to complex multidimensional operations in intrastate conflicts, involving peacebuilding in an increasingly dangerous environment.
