Homeless, transgender youth are underrepresented in research studies in the United States and over-represented among the lesbian, gay, bisexual, transgender and queer (LGBTQ) transitional-age (16 – 24) homeless youth population, at a reported 20 - 40% of the entire homeless youth population. Although this figure is staggering, it is not representative of the actual number of LGBTQ youth currently living on the streets. Exact numbers are unknown due to fear of victimization and discrimination faced both by their homeless peers and in services that are established for homeless youth. The funding of K-12 education remains a contentious public policy issue. Questions of funding adequacy and equity across school sectors, school districts and individual schools are prominent in discussions of how to improve educational outcomes, especially for students from disadvantaged backgrounds (Downes & Stiefel 2008; Ladd 2008). Although scholars are divided regarding the extent to which money affects student outcomes in K-12 education (Jackson, Johnson, & Persico 2015; Hanushek, 1997; Burtless 1996), there is basic agreement that more education revenue is better so long as the increased resources are directed towards productive educational activities and programs (Murnane & Levy 1996). …

One year after the terror attacks of September 11, 2001, the administration of President George W. Bush introduced a revolutionary foreign policy strategy--the Bush Doctrine. Proponents of this strategy advocated the use of American 'hard power' as a tool to promote freedom and democracy, beginning with the invasions of Afghanistan and Iraq. Opponents of the doctrine saw it as dangerously nationalistic, with the potential to entangle the United States in a myriad of protracted international conflicts. Considerable uncertainty persists about the resources required to implement public health programs and policies, and about the factors that drive variation in resource needs and utilization across community and institutional settings. This paper reviews several alternative approaches to cost estimation that we have used in the field of public health services & systems research (PHSSR). This review was prepared for an expert panel meeting convened as part of a study commissioned by the U.S. Assistant Secretary for Planning and Evaluation (ASPE) to estimate the costs associated with public health emergency preparedness capabilities.

The purpose of this project is to alleviate stigma from the HIV community in San Luis Obispo, CA by creating an outreach program, “Know Your Status,” that raises awareness of HIV education and prevention. Research on HIV stigma and on ideologies for program development and implementation shows that HIV positive individuals face both internalized and externalized stigma. Program development and implementation can be effective by assessing and addressing the specific needs of those living within the community. The Affordable Care Act (ACA) gives states two key choices: Whether to expand Medicaid to cover poor uninsured adults; and whether to establish a state Exchange. No population stands to gain more from these choices than residents of Texas, who experience the nation’s highest uninsured rate. National estimates show that by not expanding Medicaid, the state has foregone coverage for 1.5 million people. County‐level estimates show that in 249 out of 254 counties, the proportion of uninsured adults exceeds 20 percent of the total adult county population. In 31 counties, the proportion of low income uninsured adults exceeds 60 percent …

Background

Many African countries are investing in medical education to address significant health care workforce shortages and ultimately improve health care. Increasingly, training institutions are establishing medical education departments as part of this investment. This article describes the status of four such departments at sub-Saharan African medical schools supported by the Medical Education Partnership Initiative (MEPI). This article will provide information about the role of these institutional structures in fostering the development of medical education within the African context and highlight factors that enable or constrain their establishment and sustainability.

This research explores the differences in geospatial and temporal patterns between lone actor and group-based terrorists in the United States. These include differences in demographics, precursor activities, proximity to the terrorism incidents, and longevity of conducting terrorist activities. Data for this analysis were derived from the American Terrorism Study (ATS). The ATS includes information on federal criminal cases resulting from FBI investigations for “terrorism or terrorism-related activities.” The analysis includes data from 264 prevented or completed terrorism incidents in the United States from 1980-present. These incidents involved 314 indictees charged with over 3,000 federal criminal counts. They were responsible for …

Who are Singapore’s low-income elderly? What makes some resilient in the face of multiple challenges? What are their social needs that might be filled by additional interventions via civil society or government programmes? These are some of the questions this publication tries to understand.

It does so not by surveying the elderly, but via intensive interviews with 100 residents of one low-income neighbourhood in Singapore. Whereas surveys can help gather generalisable data, interviews can help us see the ‘story behind the story,’ illuminating potential causal connections and providing hints regarding possible effective ways to intercede. The legacy of colonialism in the United States, including genocidal practices and cultural assimilation, has left Indigenous languages endangered. Native peoples, scholars, and activists have been working to revive and heal the languages of America’s first peoples, and the cultures those languages speak to, yet more work remains in the field of language revitalization. California Polytechnic State University, San Luis Obispo currently does not offer any course specifically teaching or discussing Indigenous languages, even those of the Chumash people who know the San Luis Obispo area as their ancestral homelands.

Researchers from the Lien Centre for Social Innovation, along with students from Singapore Management University, interviewed 100 people with disabilities over a period of several months. These in-depth interviews were designed to elicit detailed stories from the participants, which would inform our understanding of their needs and how services might be improved to better meet those needs.

This publication documents the unmet social needs of single-parent families in Singapore. It specifically focuses on four key areas; employment and finance, housing, social networks and time poverty. In-depth, qualitative interviews were completed with 88 low-income single parents across Singapore. These interviews provided the opportunity to truly explore the stories of these single-parent families, displaying the complexity and interplay of the issues they faced.

Our findings display the huge responsibility that single parents carry as they balance the caregiving and financial needs of their family, alongside negotiating policies that are largely suggested to support the “traditional” family structure. While respecting …

In Australia, the proportion of students having access to a computer at home rose from about 91 per cent in 2000 to over 99 per cent in 2013, and access to the internet grew from 67 per cent in 2000 to 98 per cent in 2013. It aims to ensure that the population of teachers represents the diversity of students in Oregon’s public classrooms, but remains far below those target levels. Today in Oregon, 35.5% of students are of color, while only 8.3% of Oregon’s teachers are of color.
