Journal of Public Management & Social Policy

Nonprofit organizations (NPOs) have historically dealt with the problem of trying to build organizational capacity while simultaneously dealing with scarce resources. Consequently, practitioners and scholars continue to offer assistance to nonprofits in the development of techniques aimed at addressing these situations. Recent literature shows a push towards innovation, the use of new organizational tax structures, and/or the use of commercial revenue generating activities as plausible strategic alternatives for dealing with declining resources. While these techniques show promise, they typically are reserved for larger nonprofits (as measured by their funding base) and those nonprofits with missions that lend themselves for such …

Research Brief: "Examining The Lived Experience And Factors Influencing Education Of Two Student Veterans Using Photovoice Methodology", Institute For Veterans And Military Families At Syracuse University

Institute for Veterans and Military Families

This brief is about how student veterans' military experiences impact their social and higher education experiences. In policy and practice, student veterans should seek help from faculty and staff, and universities should be available to address the needs of student veterans; the VA should increase its partnerships with universities to allow for additional access to resources for student veterans, and policymakers should support universities in creating student veteran centers. Suggestions for future research include expanding the size and diversity of the sample, reducing constraints on participants, and allowing for group-sharing experiences within the study.

In the limited qualitative research about families who have placed a family member in a nursing home, conflict is identified as a significant problem (Lashewicz & Keating, 2009; Lashewicz et al., 2007). This article is a response to Mark Pfeifers Cambodian, Hmong, Lao and Vietnamese Americans in the 2005 American Community Survey and elaborates on the utility of the American Community Survey (ACS) for studying immigrant groups in the United States of America, and also compares the ACS to the U.S. Census. Neither the Census nor ACS questionnaire is structured to capture the language and literacy skills of immigrant communities in as far as these surveys only collect information about respondents oral language abilities, with a focus on English fluency. New research from the John Jay College Research & Evaluation Center (JohnJayREC) suggests that the Cure Violence strategy may effectively reduce the incidence of homicide. Researchers at John Jay worked with analysts at the New York Police Department (NYPD) to assemble information about violence in New York City neighborhoods and compared areas with and without Cure Violence programs. The analysis focused on programs in three areas: two in Brooklyn and one in Manhattan. All three areas were operating Cure Violence programs as of 2010, and homicides were tracked through 2013. Peer-to-peer (P2P) carsharing is a system where a facilitating company connects car owners to car renters. Such systems are relatively new in the U.S. This paper aims to understand who is participating in P2P carsharing as a renter (as opposed to as an owner), why they join, whether and how often they rent vehicles, and why. Exploring these questions may provide insight on the potential for P2P carsharing to meet public policy objectives of reducing the impacts of personal vehicle ownership and use and providing mobility options for underserved populations. Leveraging Signal Infrastructure For Non-Motorized Counts In A Statewide Program: A Pilot Study, Bryan Philip Blanc

Transportation agencies are beginning to explore and develop non-motorized counting programs. This paper presents the results of a pilot study testing the use of existing signal infrastructure – 2070 signal controllers with advanced software to log pedestrian phase actuations and detections from bicycle lane inductive loops – to count pedestrians and bicycles. The pilot study was conducted at a typical suburban signalized intersection with heavy motorized traffic that was instrumented on all four approaches with pedestrian push buttons and advance inductive loops in the bicycle lane for signal operation. The city of Portland, Oregon, is often hailed in news and popular media as the capital of the U.S. alternative food movement. In 2002, the Portland Multnomah Food Policy Council (PMFPC) was established to address the region's growing interest in cultivating a sustainable local food system. Council members contributed to many notable achievements, including a healthy corner store initiative, a beginning farmer training program, and changes to zoning codes to expand urban agriculture. However, the PMFPC was dissolved in the summer of 2012 after local government agencies expressed that the council was losing relevancy. After a decade of conducting food …

OMAHA – Recently released 2013 births data show that U.S. fertility rates among major racial and ethnic groups are now much more similar than in the recent past. This is in contrast to the perception that Hispanic fertility rates are vastly above those among Blacks and Whites.

In an attempt to gauge the educational progress of the nation and each state, Education Week has published state report cards since 1997 in its annual Quality Counts series. The 19 th annual report - Quality Counts 2015 - was released in January. Overall, Arkansas received an grade of C– and was ranked 36th among the 50 states. This policy brief examines Arkansas’ rank in each category of the report as well as the quality of the report itself.

This short terrorism futures essay will focus upon differing forms of targeting and their effects, that is, destructive versus disruptive, and the interrelationship between these and the scale of effect of weaponry in engagements, highlighting the differences between legitimate state use of coercion and the illegitimate use of disruptive targeting—and the subsequent magnification of the scale of effect of weaponry in engagements—when employed by terrorists. It will conclude with a discussion of the counter-threat implications of acknowledging terrorism as a form of disruptive targeting and the need for states to focus on new counter-threat protocols that go beyond physical consequence …

In an era of reduced government funding, transit operators struggle to reduce operating costs and increase revenues. Energy costs account for an important share of the total costs of urban and suburban bus operators. Using a case study of one operator in Lisbon, Portugal, this talk will expand upon the empirical research on bus transit operation costs and identify the key factors that influence the energy efficiency of the overall bus fleet. Our results of a multivariate analysis find the following dimensions influence transit energy efficiency: vehicle type, commercial speed, road grades and bus routes; and to a lesser extent …
