The Behavioral Impacts Of Property Tax Relief: Salience Or Framing?, Phuong Nguyen-Hoang, John Yinger

New York State’s School Tax Relief Program, STAR, provides state-funded exemptions from school property taxes. From 2006-07 to 2008-09, these exemptions were supplemented with rebates, which arrived as a check in the mail. The purpose of this paper is to determine whether these two algebraically equivalent but administratively distinct policies of tax relief led to different behavioral responses. Drawing on behavioral economics, we explore the impact of STAR on the price elasticity of demand for school quality based on the concepts of salience and framing. Nonproliferation: Rapid Retreat From The Gold Standard Negatively Impacts Future Nuclear Negotiations, Evan Tyler Beese

In 2009, the United States and the United Arab Emirates (U.A.E.) concluded a nuclear cooperation agreement which contained a commitment on the part of the U.A.E. not to enrich uranium through its own domestic programs. Dubbed the "Gold Standard” of nuclear nonproliferation by the Obama administration, such an accomplishment has not been repeated in nuclear agreements between 2009 and 2015. This paper examines American nuclear cooperation negotiations following the establishment of the "Gold Standard,” and argues that the rapid reversal of American negotiating policy toward enrichment and reprocessing technologies will hinder U.S. nonproliferation goals going forward.

Despite limited financial resources and having to rely on volunteers who often lack formal training, NGOs’ advocacy work has often been highly effective. This paper documents the development, pilot, and initial evaluation of Katatagan, a group-based resilience program designed to hone coping skills of Filipino disaster survivors. The paper describes vulnerabilities and protective factors of Filipino survivors based on previous research and key informant interviews. It also explains how Luthar and Cicchetti’s (2000) resilience framework and guidelines for the development of interventions were incorporated in the objectives and the design of the resilience intervention. The intervention consists of six modules that aim to improve self-ecacy, adaptive coping skills, and well-being of Filipino survivors. The purpose of this study was to understand the phenomenon of how heterosexual Baby Boomers define and understand intimacy, sexual expression, along expectations and desires relating to their respective expressions across the lifespan through their individual experiences and reflections. A set of guiding questions were used in a hermeneutic phenomenological qualitative research design. Data was gathered from thirteen subjects (n=13) using the Rappaport Time Line (RTL) that was used to develop individualized semi-structured interviews and follow-up interviews that were professionally transcribed. Housing mobility programs have been implemented in America since the 1990s to solve poverty concentration and to improve the economic self-sufficiency of low-income families through housing subsidies. This policy was based on the assumption that mixed-income neighborhoods provide better resources and opportunities to low-income families so that program participants who relocate to low-poverty neighborhoods improve their economic status. Currently, few studies examine the effectiveness of housing mobility programs under a decentralized fiscal system. Since research on these acculturation experiences is limited, this study explores the acculturation process of foreign athletes to top level sports teams and the host culture in the United States. In Phase I, the acculturation experiences of 18 first-year elite foreign student-athletes were studied during their first year through semi-structured interviews conducted at three Division I universities. Using the social cognitive perspective, the study sought to determine the individual and environmental factors that predict disaster preparedness. Specifically, the research determined the relationships between risk perception, disaster experience, community disaster preparedness, and disaster preparedness behaviors. Data were collected from 401 participants from areas affected by recent typhoons and heavy monsoon rains: Tacloban and Metro Manila. Risk perception, severity of disaster experience, and community disaster preparedness were found to significantly predict the participants’ disaster preparedness behaviors. Severity of previous disaster experience seems to be the strongest determinant of individual disaster preparedness. Implications to future research and development and improvement …
