This is an evaluation of the Help Everyone Achieve Livelihood (H.E.A.L.) summer youth program for refugees between the ages of 14 and 21. Research into the issue of refugee youth not having sufficient public service programs available to aid in the transition to life in the US was examined in the literature review. Previous research suggests summer programs help form the bridge between the home culture and new culture of refugee youth. The H.E.A.L. program offers a variety of services to their clients which includes cultural orientation, job building, and ESL classes. The program runs six weeks during the summer …

The Bridging the Divide white paper summarizes the scientific evidence related to the current medication abortion process and potential changes to the process that could make it even safer and more accessible for patients, as well as policy considerations and directions for future research.

The local policy arena is ripe for research on policy elite decisionmaking because where policy diffusion is concerned, previous studies focus on state-to-state and city-to-city dynamics. Therefore, there is a significant opportunity to expand understanding about the adoption of policies and policy diffusion at the local level. Identification of individual level determinants that signify policy adoption is a cornerstone to fostering this knowledge. OBJECTIVE: To examine variations in the quality and cost of care provided to patients with diabetes mellitus by Community Health Centers (CHCs) compared to other primary care settings.

RESEARCH DESIGN AND METHODS: We used data from the 2005-2008 Medical Expenditure Panel Survey (N = 2,108). We used two dependent variables: quality of care and ambulatory care expenditures. Our primary independent variable was whether the respondent received care in a Community Health Centers (CHCs) or not. We estimated logistic regression models to determine the probability of quality of care, and used generalized linear models with log link and gamma distribution to …

In June 2014 an Expert Panel on Technology and Innovation in UN Peacekeeping was commissioned to examine how technology and innovation could strengthen peacekeeping missions. The panel's report argues for wider deployment of advanced technologies, including greater use of ground and airborne sensors and other technical sources of data, advanced data analytics and information fusion to assist in data integration. The Fourteenth Meeting of the States Parties (14MSP) was a formal meeting of the 162 States Parties to the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction. While the legal precedent of affirmative action in U.S. higher education is well documented, graduate admissions practices that withstand strict scrutiny need further documentation. This chapter fills that gap in three ways. First, we briefly highlight the history of affirmative action in U.S. higher education as it relates to broadening the participation of URMs. Second, we offer best practices in U.S. graduate admissions that take into account the benefits of diversity while working within legal guidelines. We then close with considerations for future scholarship, policies, and practices.

Therapeutic riding is a commonly used therapeutic approach for children with Autism Spectrum Disorder (ASD). Research supports therapeutic riding for children with ASD; however, the effect of specific sub-types of therapeutic riding (e.g., therapeutic riding drill team) has been under investigated. Furthermore, the role of self-efficacy and other programmatic components (e.g., interaction with horses, interaction with other participants, etc.) of therapeutic riding programs have not been studied, especially among children with ASD. In recent years, much has been written on ‘big data’ in both the popular and academic press. After the hubristic declaration of the “end of theory” more nuanced arguments have emerged, suggesting that increasingly pervasive data collection and quantification may have significant implications for the social sciences, even if the social, scientific, political and economic agendas behind big data are less new than they are often portrayed. The Strategic Plan Development Team served as the main driver of the plan. This diverse team represented a cross-section of students, faculty, staff, alumni, and Board of Trustees, Foundation board members and members of the PSU Alumni Association board. A project manager and an outside consultant, Coraggio Group, facilitated. Decisions were based on general consensus. Separate “topic teams” provided deeper consideration of strategic themes. These teams made recommendations for the strategic goals and initiatives that form the core elements of the plan.

In this working paper, I argue that disaster management in high Qing period can be better understood by simultaneously considering the historiographies of how governing elites understood disasters at the metaphysical level and the administration of disaster relief. During High Qing late imperial China, the regime encountered rapid changes in population, economy, and environment. Following how environmental historian Mark Elvin describes the prevalent ideology that guided Chinese governing elites on implicating human conduct with the manifestation of disasters as “moral meteorology”, I link it to the granary system so as to underscore how these two related but separate streams of …

Through a study of China’s wind turbine sector, this paper demonstrates how China liberally implements industrial policies and then removes them when the WTO disputes them. China’s convenient compliance with the WTO rulings reflects Beijing’s realpolitik navigation through the organization’s dispute-resolution process, rather than socialization to international norms.

Green Infrastructure (GI) is an increasingly popular means of dealing with flooding and water quality issues worldwide. This study examines public perceptions of, and behaviour around, bioswales, which are a popular GI facility in the United States. Bioswales are highly visible interventions requiring support from residents and policy-makers to be implemented and maintained appropriately. To understand how the residents’ perceptions and attitudes might develop over time, we interviewed residents of Portland, Oregon, living near bioswales installed 1–2, 4–5 and 8–9 years ago, to determine awareness, understanding, and opinions about the devices. When high profile child fatalities with previous Erie County Child Protection Services (CPS) involvement generated considerable negative media commentary questioning the competency of CPS, there was concern over the mental well-being of CPS caseworkers. Furthermore, a key problem to be resolved was the high turnover of CPS caseworkers, which is both a budgetary drain on the County due to the training costs involved with new caseworkers, but also deprives the Department of Social Services of experienced family and child welfare personnel.
