Do Human Resource Departments Act As Strategic Partners? Strategic Human Capital Management Adoption By County Governments, Willow S. Jacobson, Jessica E. Sowa, Kristina T. Lambright

Drawing on qualitative data from forty counties in New York and North Carolina, this article examines the adoption of strategic human capital management (SHCM) principles and practices at the county level and presents a typology of five levels of SHCM adoption. The level of SHCM implementation in a county depends on: the view of the HR function by executive county leadership, the capacity of the county to engage in strategic planning and management, and the capacity of the HR director to think strategically about the role of HR in the government. After introducing the broad historical and contextual settings, the book covers the full range of international organisations including those that are often overlooked or get minimal inclusion elsewhere. Each organization is analysed in a stand-alone section that consider its origins, basic mandates and evolution, the governance structure and the associated key players, current activities and future challenges. The descriptions also reflect each organization’s broader relationships with other international bodies.

Since its admission to the union in 1821, Missouri has been a microcosm of the national developments and debates that surround the issue of judicial selection. Missouri was the first state to use all three of the most common methods of judicial selection—political appointments, contested elections, and merit selection.1 Because of the state’s experience, the history of judicial selection and the controversies surrounding judicial selection in Missouri provide insight into broader national trends. This article focuses primarily on the interrelated economic development project of the St. Louis Cardinals’ new Busch Stadium (2006) and Ballpark Village (2014). While the new Busch Stadium officially opened on April 10, 2006, and Ballpark Village officially opened on March 27, 2014, nearly eight years later, since the opening of Ballpark Village only included the completion of Phase 1, this interrelated development is actually ongoing and yet to reach fully planned and promised project completion. After the fatal shooting of an African American teenager in Ferguson, Missouri on August 9, 2014, various police departments are exploring the use of body cameras. With tensions high, it is hopeful that body worn camera policies will be based on sound research and that appropriate measures are made to achieve optimum effectiveness. The author of this writing, a former law enforcement official and current academic, presents some challenges that police administrators will need to address toward body camera implementation. The notion that public managers influence organizational performance is common in public administration research. However, less is known about why some managers are better at influencing organizational performance than others. Furthermore, relatively few studies have systematically examined managerial influence and scholars have yet to investigate either quantitatively or systematically managerial influence in the White House. Utilizing original survey data collected from former White House officials who served in the Reagan, George H.W. Backpage.com and Craigslist are replacing the street corner as a crime source for buying and selling of sex. “To reduce commercial sexual exploitation and enforce existing trafficking laws, communities must first recognize the extent of the problem within their local area (Janson, Mann, Marro, & Matvey, 2013, 99). In a population density study conducted in 15 major U. S. cities, it was found that males over 18 years of age who buy sex online ranged from 0.6% in San Francisco to 21.4% in Houston (Roe-Sepoqitz, Hickle, Gallagher, Smith, & Hedberg, 2013). Background: Depression is not a normal side effect of aging, however it is one of the most prevalent mental health issues in later life, imposing a tremendous burden on patients, their families, and the healthcare system. We describe the experimental implementation of a collaborative, stepped-care model for the treatment of late-life depression (GermanIMPACT trial) in the German primary care context. GermanIMPACT was developed as an adaptation of a successful and widely used American model. The aim of the study is to evaluate the model’s applicability to the German primary care setting and its cost-effectiveness.

Mozambique is committed to having completed implementation of its mine clearance obligations under Article 5 of the Anti-Personnel Mine Ban Convention (APMBC) by 1 January 2015. This will, for the most part, marks the end of proactive demining efforts in Mozambique. It is understood that it is always possible that previously unknown mined areas may be discovered after completion has been declared.

This report includes recommendations that seek to build upon good practice and strengthen systems and processes to ensure mine action efforts not only do no harm, but also bring the maximum possible benefits to beneficiary households and the socio-economic development of Cambodia as a whole. The recommendations, described in detail in the report, include the following:

• improving coordination between mine action and land actors, and their respective prioritisation processes;
• providing land rights training for mine action actors;
• strengthening post clearance monitoring and evaluation; and
