Farm Bill Trends And Food Insecurity: Impacts On Rural And Urban Communities, Adell Brown Jr., Susan E. Nelson

With the constraints in federal budgeting requiring the shrinkage of federal programs, programs outlined in the 2014 Farm Bill are significantly impacted, showing a thirteen year trend toward funding reduction. This paper examines historical Farm Bill programs, including crop subsidies and the nutritional assistance programs and how these programs historically addressed food insecurity versus how they are impacted by today’s budgetary constraints. The paper also examines new models for addressing food insecurity and how communities are pulling together resources to address food insecurity. Recent legislation by the U.S. Congress authorized a federal regional commission for the Black Belt South. Three southern social scientists first proposed the commission at Tuskegee University’s Professional Agricultural Workers Conference in 1990. Following congressional seminars on the Black Belt by Ronald Wimberley and Libby Morris, the first legislation for the commission was introduced in the U.S. House of Representatives in 1994. After a succession of 12 U.S. House and Senate Bills, Congress finally authorized “the Southeast Crescent Regional Commission” in 2008 with support by various, and sometimes competing, groups. Looking back, Melyn McKay '08 figures it was inevitable that she would become an anthropologist. "I think I dressed as Jane Goodall for three subsequent Halloweens," she said, laughing as she recalled her childhood in Utah.

The Halloween treat bag was traded for a backpack and luggage, and the anthropologist, now 28, has worked in Burundi and South Sudan. Currently she is focused on the humanitarian crisis in Lebanon, crowded with Syrian refugees.

In this report, we are presenting a list of the top 25 schools in each area. In some cases, these "top 25 lists" will contain more than 25 schools as some schools' GPA scores will be identical. This is not a new phenomenon, as we also exceeded 25 schools in previous reports when using the percent proficient and advanced metric as an indicator for student achievement; however, there are fewer ties using the more precise GPA measure.

After we present our overall snapshot of high-performing schools, we will release subsequent reports every few weeks focusing on different subsets of schools. …

Denying unauthorized immigrant children access to a free public education through incomplete judicial policy implementation may lead to an illiterate underclass. Communicating, implementing, and enforcing Plyler v. Doe school registration documentation requirements continue to be difficult at the district level. In 2008, an ACLU study in New Jersey found that 187 of 516 school districts were mandating inappropriate documentation from parents registering their children. Separation of powers requires that executive agencies proactively implement transformative judicial decisions.

Representation And Hispanic School Boards In North Central Texas: Confirming A Lack Of Representation, Abraham David Benavides, Fernando Medina

This paper provides an overview of representation as defined by scholars and applies their theories to school boards. The paper presents a study of 156 school districts in the North Central Texas region to reveal the degree of Hispanic school board representation in two educational regions. The study includes an overview of the number of seats on each school board; Hispanic school board membership and percentages; Hispanic student enrollment in each district, and the percentage of Hispanic students in each district. The study concludes that Hispanic children are underrepresented.

Significant changes in employee demographics and values and the nature of public service employment have impacted personnel administration. This study evaluates the impact of both gender and race on the assessment of current HRM practices and reforms at the local level of government. Results from a national survey are assessed in order to enhance the field’s understanding of whether differences in administrative perceptions and values attributed to these two factors have the potential to translate in HR policy positions that continue to embrace or strive to transcend traditional public personnel management. The Obama administration created the Office of Faith-Based and Neighborhood Partnerships and related Centers throughout federal agencies. Their aim is to help cultivate relationships between the interfaith community and government in communities around the United States. One such effort, Together for Tomorrow, seeks to facilitate partnerships to strategically deploy volunteers to lift up schools and students in low-income communities. IPEC Mini-grant application for funding of UNE student project Homeless Needs Assessment. The Homeless Needs Assessment Project was designed to assess the greatest needs for people experiencing homelessness in Portland, Maine. UNE Students from several healthcare professions partnered together to provide a holistic approach to the community needs with hopes of developing and implementing intervention strategies. Goal was to conduct surveys of at least 100 homeless individuals.

The main objective was to further unravel the experience of motivation in an expert male skydiver by investigating: (1) his general experience of motivation and perception of the dangers of skydiving; (2) his pursuit of new challenges and learning new skills as factors in maintaining motivation; (3) evidence of a mastery-based confidence frame in his motivational experience. This was a unique case study informed by reversal theory. The participant’s perception of skydiving was that it was not a risky or dangerous activity and a primary motive for his involvement in skydiving was personal goal achievement. The U.S. National Marine Sanctuary designation process is being reopened after 20 years, and coastal communities across the country are being encouraged to submit nominations. In response, there is a proposal for a new California Central Coast Marine Sanctuary, stretching from the Channel Islands to the northern tip of San Luis Obispo County. This report provides our best estimates from available and extrapolated information, of the potential economic impact on San Luis Obispo County, if this proposed National Marine Sanctuary becomes a reality.

In 2012 nearly 1,200 federally funded community health centers were providing access to care for a predominantly low-income population in medically underserved areas across the country. As health insurance coverage expands under the Affordable Care Act (ACA) and the demand for primary care increases, the role of health centers is likely to increase, and the ACA’s large investment in the health center program provides new resources to help meet growing needs.

This brief describes the operational differences among six different types of benefits advisors including: 1) Commercial agents and brokers, 2) Medicaid enrollment brokers, 3) navigators, 4) non-navigator assistance personnel (or in-person assisters), 5) certified applications assisters, and 6) health center outreach and enrollment assistance workers. We will address: 1) the role of each benefits advisor 2) the health plans with which benefits advisors are authorized to work 3) training requirements, 4) compensation 5) conflict of interest requirements, and 6) the impact benefits advisors have on consumer enrollment decisions.

This report presents maps and a table of selected characteristics for census tracts in Douglas, Sarpy and Lancaster counties. The maps are overlaid with the boundaries of the legislative districts to assist policymakers in understanding the diversity within each district.

This report is a companion piece to the Selected Characteristics for Nebraska Counties from the 2008-2012 American Community Survey report published in January 2014. In both reports the same maps are presented in the same order and with the same color scheme and classifications in order to facilitate comparison.

The data used are from the 2008-2012 American Community Survey.

The government estimates by the end of the fiscal year over 90,000 children will enter the United States. According to the United Nations High Commissioner for Refugees 58% of these children were forcibly displaced and are potentially in need of international protection. However, in U.S. immigration law unaccompanied children are often seen as illegal migrants and law enforcement prioritizes their “alien” status over their status as children. Most rural Nebraskans are not worried or not very worried about either crime in their community or about personally being a victim of crime. However, persons living in or near larger communities are more likely than persons living in or near smaller communities to be worried or very worried about crime. Furthermore, most persons living in or near communities with populations less than 10,000 are not worried or not very worried about crime in their community.
