Ineffective environmental policies pose a problem for municipalities as they strive to create sustainable communities. Improving these policies may establish standard practices that assist municipalities in meeting related environmental goals. Statistics show the municipalities within this study operate at different levels of goal achievement. Little is known, however, about the influences that directly affect the development of environmental policies. Anecdotal evidence supports the belief among indigent individuals who are assigned defense counsel that they would be better represented by privately retained counsel. This perspective jeopardizes attorney effectiveness by reducing communication and trust between the attorney and client. Research on the effectiveness of counsel is sparse. The purpose of this quantitative study was to bridge this gap in knowledge by comparing the effectiveness of privately retained and publicly appointed counsel between 2008 and 2013, both before and after the imposition of state-wide compensation limitations on publicly appointed defense counsel. The federal fiscal year runs from October 1 to September 30, and many federal agencies rely on annual appropriations to fund activities and programs. Nonetheless, the federal government often enters a new fiscal year without a fully approved budget, which actuates the requirement for a temporary means of funding government operations. Congress and the president provide provisional resources by way of continuing resolutions which enable the operation of government programs until regular appropriations are enacted. However, continuing resolutions are restrictive by design and may have unintended effects on government spending behavior beyond the timeframe to which the resolutions apply.

Since Minnesota passed the first charter school law in 1991, charter schools have become one of the most prominent school reforms in the U.S. While charter schools educate a small portion of public school enrollments, their existence has prompted various responses from traditional public school districts. For example, districts may change expenditure patterns or work to increase test scores in an effort to retain enrollments. This dissertation uses the constructivist grounded theory methods of Charmaz (2011) to explore: 1) the unique characteristics of landscape-scale collaboration; 2) implications for collaborative capacity-building strategies; and 3) the relationship between conflict, landscape-scale collaboration, and conflict resolution. The study was conducted through the US Forest Service's Collaborative Forest Landscape Restoration Program (CFLRP). In the 1980s and 1990s, national forest management conflicts brought the forest industry to a standstill, with many jobs lost. In addition, historic fire suppression practices have made our national forests highly vulnerable to catastrophic wildfire. Many have strong opinions about what should be done and how. The …

This research project explored teachers’ beliefs of violence prevention approaches and self-efficacy. Relevant research indicates the value of violence prevention and conflict resolution education as well as the importance of teacher support of such programs. Theories of decision-making and self-efficacy provide the foundation for the variables that were examined through use of a survey instrument developed by Dr. K. King and Dr. T. Kandakai. The purpose of this work was to evaluate the relationship between emotional and social intelligence (ESI) and the conflict management behavior (CMB) of lower level members of management or managers in training in a public sector organization in a country in the British Caribbean. The instruments that were utilized were SPSS, the Emotional Intelligence Appraisal-Me Version, and the Conflict Dynamic Profile-Individual (CDP-I). This qualitative case study was designed to explore the nature of the Niger Delta conflict from the perspective of several members of the Nigerian National Assembly and determine whether terrorism in Nigeria is related to the general conflict. Political institutions in ‘shrinking cities’ undergo transformative restructuring when depopulation and disinvestment threaten public capacity. Using a New Institutionalism approach, this chapter explores historical impacts of changing institutions on community nonprofit organization (CNPO) behaviors, and highlights applications to Detroit’s current ‘right-sizing’ planning processes. It explores influences of foundations, intermediaries and anchor institutions on CNPO roles in decision making and concludes that Detroit illustrates governance without government, challenging CNPOs to impact deliberations increasingly led by the independent sector, where communities and CNPOs lack formal access. The chapter presents one case of counter-institutional response, that of LEAP, an innovative alternative CNPO plan.

This study explores a derivative secondary diaspora to illustrate how and why diasporas are interesting social phenomena established out of complex socio-cultural, economic, and political conditions. Outside of the large Cape Verdean diaspora of New England, relatively little is known about other U.S. Cape Verdean communities. This longitudinal study examined associations between changes in School Connectedness and changes in Affiliation With Deviant Peers among students from high-poverty backgrounds during the year immediately following the transition to middle school. Sixth-graders (N = 328) attending two middle schools in a large school district completed measures of School Connectedness and Affiliation With Deviant Peers at three points across the year. Results from parallel process modeling showed that students’ reports of School Support significantly declined across the school year, School Support and Affiliation With Deviant Peers were negatively associated at the beginning of the school year, and students who reported …

Integration of conservation partnerships across geographic, biological, and administrative boundaries is increasingly relevant because drivers of change, such as climate shifts, transcend these boundaries. We explored successes and challenges of established conservation programs that span multiple watersheds and consider both social and ecological concerns. We asked representatives from a diverse set of 11 broadextent conservation partnerships in 29 countries 17 questions that pertained to launching and maintaining partnerships for broad-extent conservation, specifying ultimate management objectives, and implementation and learning. A two-year-old sibling Gray Wolf (Canis lupus) carefully captured an Arctic Hare (Lepus arcticus) leveret alive on Ellesmere Island, Nunavut, Canada, and delivered it alive to a pup 28–33 days old. This appears to be the first observation of a Gray Wolf delivering live prey to a pup.

The people we see in news media can affect our perceptions of public opinion through exemplification. Although research shows that individuals interviewed in a news story can influence perceptions of public opinion, little attention has been paid to the role that source type and audience attitudes play in the exemplification process. This study tests how the exemplification process is influenced by different types of news sources featured in an article (e.g., vox pop, protester, and interest group interviews) and the audience’s own political ideology. Paraphilia diagnoses applied in forensic settings are an ongoing subject of debate among psycholegal professionals and scholars. Disagreements pertain to both means-related issues having to do with issues of diagnostic reliability and validity, and ends-related issues regarding the consequences inherent to the legal contexts in which the diagnoses arise.
