Cybersecurity Strategy In Developing Nations: A Jamaica Case Study, Kevin Patrick Newmeyer

Developing nations have been slow to develop and implement cybersecurity strategies despite a growing threat to governance and public security arising from an increased dependency on Internet-connected systems in the developing world and rising cybercrime. Using a neorealist theoretical framework that draws from Gilpin and Waltz, this qualitative case study examined how the government and private sector in Jamaica viewed the state of cybersecurity in the country, and how the country was currently developing policy to respond to cyber threats. On 8 November 2013, Typhoon Yolanda — the strongest storm ever to make landfall in recorded history — hit the Philippines. As part of its repercussions, a storm surge of anywhere from 3 to 5 meters (10-17 feet) in height hit the islands of Leyte and Samar. Typhoon Yolanda devastated many micro, small and medium sized enterprises (SMEs), not merely in terms of their infrastructure, but also by harming workers, disrupting supply chains, and crippling public services. National educational reform efforts are now focusing on improving the quality of and accessibility to quality early childhood programming for children to decrease economic and achievement gaps. However, providing opportunities for quality early childhood programs for low-income children is not a new phenomenon. Head Start, a comprehensive school readiness program, was launched almost 50 years ago to provide quality preschool programming and services for children and families living in poverty. Nationally, 48% of children under the age of five live in poverty with 66% of Black children living in low-income families. The state in which this study took place, 77% …

Race Still Matters: Preparing Culturally Relevant Teachers, Tonia Renee Durden, Caitlin Mcmunn Dooley, Diane M. Truscott

This qualitative study explores racial identity development of teacher candidates during a teacher preparation program dedicated to preparing teachers for diverse classrooms. Two black teacher can-didates in the United States demonstrate their racial identity development through critical reflections offered throughout the program. Findings suggest that teachers’ racial identities shaped their con-structions of culturally relevant (CR) pedagogy. Implications for teacher education programs include considering how the development of CR pedagogues is influenced by teacher candidates’ racial iden-tities and experiences.

At the request of the Coalition of Communities of Color, the Center to Advance Racial Equity (CARE) was asked to assist in the development of a Protocol for Culturally Responsive Organizations (also called the Protocol) that it would use to improve the quality of services available to communities of color in mainstream health and human services. The goal of this BRIEF was to compile and analyze the available evidence of the impacts of public charter schools on students and schools. Using a series of five common claims made by proponents and opponents of public charter schools as an organizer, the existing empirical evidence was reviewed. The analysis revealed that student performance in charter schools is very mixed. In some cases studies have found positive effects in achievement, others negative effects, and still others no effects. The presence of charter schools has resulted in positive changes in some traditional public schools, while in other cases there appear …

This paper describes a pilot graduate sustainable transportation course developed at the University of Oregon to provide hands-on project experience for students studying sustainability. New approaches to sustainability and transportation pedagogies will provide a galvanizing force for tomorrow’s graduates, who must respond to concerns about climate change and the environment, social equity, and an uncertain economy. They will require an aptitude for both technical skills and collaborative leadership and communication skills. Standing-Up To The Politics Of Comedy, Don Waisanen

Publications and Research

This study examines the discourses of the U.S.'s 10 top-earning comedians in 2009 and 2010 through systematic textual analyses. Building from two prior case studies and working toward a communicative worldview for comedy as a pervasive mode of public communication, the results indicate that there are several generic clusters emerging across these acts involving rhetorics of optimism, uncertainty, individualism, and others. Many distinctive characteristics in the comedians' messages are also noted. Through such practices, humorists advance a language with political significance-so this essay draws several connections and implications regarding comic discourses in public culture

Measuring the effectiveness of the Response to Intervention (RtI) framework has become a more urgent need in the broader context of educational policy and the high stakes associated with school improvement. In order to meet these needs, the systematic development of a series of RtI rubrics was initiated within the state of Colorado to support districts, schools, and educators with the implementation of the RtI framework. Although the staff of the Colorado Department of Education (CDE) invested significant time and resources into developing the RtI implementation rubrics, they did not conduct an evaluation of the internal validity of the tools. …

Young adult literature is a medium that catapults our youth into fictional realms, gives them courage, and prepares them for realities of our world. As a female warrior, having served as a soldier in Afghanistan, I learned firsthand what a female warrior must be. While there are many YA novels written with women warriors as main characters, there’s a significant lack of female warrior representation that resembles our modern day military and the trials female warriors face in a primarily male-dominated field.
