We first explore the changes in the latest version of Incoterms and explain why and how they have been refined to better capture contemporary global and domestic shipping practices and policies. Next we graphically explain each of the eleven INCOTERMS 2010 and specify exact delivery points, those critical points at which cost and risk responsibilities shift from the Seller to the Buyer. We then provide a discussion to better explain the application of the terms from a practitioner’s view and note that many shippers and freight forwarders still revert to long practiced shipping policies, leaving themselves vulnerable. This report summarizes the perceptions of Sharonville’s citizens, and studies differences in perceptions between groups of people. Survey questions have been grouped into topical areas, such as “General Public Sentiment” and “Views of City Services,” representing the chapters in this report. In each section, the results from the survey are described in detail, and statistical differences between groups of people are noted whenever applicable.

The survey instrument was designed by researchers at APRI (formerly CUPA) with the input and approval of the City of Sharonville. The questionnaire was developed from APRI’s experience in conducting surveys for local governments.

This article considers how the recent Bay Area turmoil spurred by the technology boom and its attendant housing crisis has revived age-old tensions over regionalism and ethics in urban politics. The author looks at activist tendencies evident in the rise of an “ethical city” framework, which benefits from alternative uses of technology, and which offers a counter-narrative to the ways that tech wealth is also uprooting communities.

Teaching graduate students in an intensive adult-learning format presents a special challenge for quantitative analytical competencies. Students often lack necessary background, skills and motivation to deal with quantitative-skill-based course work. This study compares learning outcomes for graduate students enrolled in three course sections (cohorts) taking a quantitative methods course in a public administration program. One cohort of students was taught online, while two student cohorts were taught face-to-face in a traditional classroom setting. The Ballast Water Management Convention was established as a response to the global issue of the spread of invasive species. The entry into force of the Convention is supposedly imminent, but many issues remain to be solved to ensure its success in preventing the spread of invasive species. Considering the implications involved, it is of great importance for the success of the Convention that sampling procedures to determine compliance are robust and reliable. Background

Physician tracking systems are critical for health workforce planning as well as for activities to ensure quality health care - such as physician regulation, education, and emergency response. However, information on current systems for physician tracking in sub-Saharan Africa is limited. The objective of this study is to provide information on the current state of physician tracking systems in the region, highlighting emerging themes and innovative practices.

Title VIII of the Civil Rights Act of 1968 (Fair Housing Act) prohibits discrimination in the sale, rental, and financing of dwellings to the protected classes, which include:

Hog Daddy And The Walls Of Steel: Catch Shares And Ecosystem Change In The New England Groundfishery, Jennifer F. Brewer

Geography

The U.S. National Oceanic and Atmospheric Administration implemented marketbased fishery management in the New England groundfishery as catch shares, controlling aggregate harvests through tradable annual catch quotas allocated to fishing groups called sectors. Policy supporters assert that resulting markets raise conservation incentives. In compliance with the Magnuson–Stevens Fishery Conservation and Management Act, species assessments permit catch shares to replace more spatially and temporally specific constraints on fishing gear, time, areas, and daily harvest limits. Qualitative evidence from field interviews and participant observation questions the efficacy of catch shares. Fishing industry members observe that increased presence of large trawl vessels in …

The events in Basra in the spring of 2003 illustrate a “hybrid” conflict with elements of conventional and unconventional warfare: humanitarian assistance, managing IDPs, security operations with multiple state and nonstate actors, all occurring simultaneously in the same geographic area and period of time. In that regard, the situation in Basra in late March and early April 2003 presented a worst-case scenario both for military commanders and civilian leadership. The 2014 Nebraska Metro Poll continues an on‐going effort to understand the perceptions and concerns of urban residents. The Metro Poll expands upon the efforts of the Omaha Conditions Survey conducted by the Center for Public Affairs Research (CPAR) periodically since 1990 to now include survey responses from the seven counties that comprise both the Omaha and Lincoln metro areas. With the knowledge and insights gained from surveying local residents, leaders and decision‐makers can be better informed on the views and priorities that the public shares.

On December 17, 2013, the U.S. Census Bureau released five‐year American Community Survey (ACS) estimates for the combined years of 2008 through 2012, making available social, economic, housing and demographic statistics for Nebraska’s counties. Also available are estimates for every community and legislative district in Nebraska and the nation.

The data are based on a rolling national sample survey mailed to about 3 million addresses each year, resulting in nearly 2 million final interviews each year from 2008 through 2012. By pooling several years of survey responses, the ACS can generate detailed statistical portraits of smaller geographies such as counties. …

Campus targeted violence is preceded by noticeable, alarming behavior, and reporting improvement efforts have been suggested to increase students’ willingness to inform campus authorities of forewarning actions. Reporting improvement techniques have been most successful with material appealing to the perceptions of high-risk students (i.e., those likely to observe and not report). The current study examined the characteristics of students that view threatening behavior and lack willingness to report with a large, Midwestern, undergraduate sample (n 450). Approximately 35% of the sample (i.e., n 157) indicated observing pre-incident behavior on campus, and 65% of these individuals (i.e., n 101) described unwillingness …
