The purpose of this study is to assess the feasibility of implementing a state lottery in Nevada and to present the benefits of a state lottery for both the Nevada hospitality industry and the Nevada economy. It will compare and contrast the arguments for and the arguments against a lottery by executing a content analysis of existing research literature as well as other relevant publications. It will also examine the history of lotteries, the states that border Nevada and have lotteries and the legislative history of lottery proposals in Nevada.

A general methodological approach for determining the selection of military training simulations with respect to military training requirements has not been developed. This thesis undertakes a literature review, which indicated that there was a need for a multi-criteria decision making model to assist acquisition and/or training planners in making training selection decisions. The Analytical Hierarchy Process (AHP) Model was selected from a multi-criteria decision-making model candidate list for evaluation of its efficacy in selecting military training simulations based upon the military training requirements. A healthy and efficient public transit system is indispensable to reduce congestion, emissions, energy consumption, and car dependency in urban areas. The objective of this research is to 1) develop methods to evaluate and visualize bus service reliability for transit agencies in various temporal and spatial aggregation levels; 2) identify the recurrent unreliability trends of bus routes (focusing on high-frequency service periods) and understand their characteristics, causes and effects; and 3) model service times using linear regression models.

Despite the extraordinary need for the vital Low Income Home Energy Assistance Program (LIHEAP), the program has seen major budget cuts as part of the Federal Budget’s Discretionary spending, even as fuel prices rise and incomes fall. The Vermont Community Action Partnership (VCAP – also known as the Vermont CAP Directors) has been the primary advocate for LIHEAP in Vermont. This case study examines VCAP’s measures to advocate for level funding of the LIHEAP program at the federal level, as well as influencing state level decision makers to improve service delivery to Vermont’s eligible low-income households.

Smart transportation technologies require real-time traffic prediction to be both fast and scalable to full urban networks. We discuss a method that is able to meet this challenge while accounting for nonlinear traffic dynamics and space-time dependencies of traffic variables. Nonlinearity is taken into account by a union of non-overlapping linear regimes characterized by a sequence of temporal thresholds. In each regime, for each measurement location, a penalized estimation scheme, namely the adaptive absolute shrinkage and selection operator (LASSO), is implemented to perform model selection and coefficient estimation simultaneously. Why is it that some governments recognize only one language while others espouse multilingualism? Related, why are some governments able to shift language policies, and if there is a shift, what explains the direction? In this article, the authors argue that these choices are theproduct of coalitional constraints facing the government during critical junctures in history. During times of political change in the state-building process, the effective threat of an alternate linguistic group determines the emergent language policy. If the threat is low, the government moves toward monolingual policies. As the threat increases, however, the government is forced to co-opt …

Interest is keen and growing in providing accurate predictions of link and route travel conditions, especially in the context of the burgeoning demand for ‘real-time’ traveler information. Forecasts underlying this information must be sufficiently accurate for the traveler information provided to be of tangible value. The revolutions in Tunisia and Egypt created a contagion effect that inspired a series of uprisings by sending two signals: first, that even entrenched authoritarian regimes are vulnerable; and second, that nonviolent tactics can be effective in bringing about dramatic political changes. Subsequent developments, especially in Libya and Syria, convoluted these messages. Current methods frequently rely on statistical methods, which suffer from a lack of appropriate historical data to produce distributions and do not integrate epistemic uncertainty. In the past three decades, state and local governments implemented various reform strategies to reduce the youth justice system’s reliance on confinement facilities and serve as many youths as possible in their own homes or at least in their own communities when removal from the home is warranted. The various reform strategies may be conceptualized as relying on three distinct but interrelated mechanisms: resolution, reinvestment, and realignment (Butts and Evans 2011). This study examines the relationship between psychiatric status and work impairment among OEF/OIF veterans enrolled in VA healthcare. In practice, mental health services are a high priority for the Veterans Administration, which is now focused on integrating behavioral health services into primary care so OEF/OIF veterans face fewer obstacles in obtaining and sustaining psychiatric care. In policy, policymakers should integrate veterans’ health programs with systematic assessment functioning, and develop treatment geared towards addressing impaired job performance. Suggestions for future study include focusing on whether workers with depression and other psychiatric conditions participate fully in the labor market and function effectively …

This study analyzes the effect of experiencing combat on the physical and mental health of female veterans as compared to male veterans. For policy and practice, the research shows that female veterans who experienced combat might not reach out for health services, and therefore those barriers should be identified and addressed. Suggestions for future research include conducting studies with larger sample sizes and representative samples, as well as addressing the interpersonal stress female veterans experience.
