Much research has gone into the effects of oil and other natural resources on growth in which political institutions are often seen as the link between the two. Since institutions are difficult to measure and change very slowly over time, the analysis has largely been confined to cross-country comparisons, most frequently investigating the effects on levels of democracy. This paper builds on recent analyses of the effects of oil endowments, prices and exports on democracy to examine the effects on several different types of institutional change, making use of panel data on over 100 countries between 1975 and 2005 wherever …

This paper examines how local governments in Ontario are using Web 2.0 technologies, with a specific focus on whether or not Web 2.0 is being used by local government as a medium for citizen engagement. It uses interviews to uncover whether or not the selected municipalities in Southwestern Ontario are using social media for citizen engagement purposes, in addition to a policy review of their social media policies. The six municipalities that were selected include: South Huron, London, Dufferin County, Kitchener, Central Elgin, and one municipality that chose to remain anonymous. This paper examines the impact of public participation on decision-making, with a specific focus on the City of Toronto’s 2011 Core Service Review. It uses both qualitative and quantitative data gathered from the case. Quantitative data is collected through the feedback forms the City used for public consultation during the Core Service Review, while qualitative data is collected from both the feedback forms and the roundtable discussions held across Toronto in 2011. This paper examines the political systems of China and Canada with respect to involuntary resettlement induced by hydroelectric projects. It uses case studies from the two countries – namely the Three Gorges Dam in China and a series of dams in James Bay, Quebec – to analyze the similarities and differences found under each system. The findings reveal that, with regards to similarities, in both countries, certain marginalized groups were further disadvantaged as a result of resettlement and the organized resettlement practices in the two countries are relatively short, although the history of dam construction is relatively long. This paper examines whether major municipalities in Ontario have changed their water rate structure in order to raise additional resources for their capital and operating requirements. The data presented has been gathered from a sample of medium and large urban areas and is based on a questionnaire, interviews, and municipal websites. The findings reveal that municipalities in Ontario have had to increase their water rates since the Walkerton tragedy in order to become compliant with new regulations and to address capital infrastructure replacement programs, but there is no evidence that they have changed their water use rate structure in order …

This paper examines why there are so few women employed as professional firefighters in Ontario municipalities by identifying the workplace hazards and risk factors related to safety, health, and inclusion in their work environments. Data collected from an online questionnaire administered to 24 women who currently work or have previously worked as professional firefighters was analyzed using a conceptual framework based on the three elements of safety, health, and inclusion. In addition, interviews were conducted with participants who voluntarily requested to participate. Research and practice in nonprofit fundraising has increasingly been focused on the benefits of relational exchange. This dissertation examines relationships between donors and nonprofit organizations and their impact on the charitable giving levels using identity salience and relationship satisfaction as key mediators of nonprofit relational exchange. Previous research has shown that there are a plethora of charitable giving motivations that contribute to supportive behaviors in the nonprofit context; however, this research does not provide a comprehensive understanding of the intervening variables. This study modified previous studies by introducing relationship satisfaction in addition to identity saliency, as mediating constructs. Results confirm …

After a decade of war, the United States has failed to eradicate the threat of salafist jihadism. No matter how hard it tries, the United States cannot kill its way to victory in the war on terrorism. Sweeping changes across the Middle East—dubbed the "Arab Spring" by the media—have presented the West with a unique opportunity to pursue an alternative approach. Rather than engaging in war (politics through violence), the United States should engage in mass politics (war without violence) to compel the Arab world to reject the salafist jihadism idea. During the Arab Spring, Egyptians revolted against decades of poor governance and failed institutions. A wide range of grievances contributed to the eventual fall of the Mubarak regime, and most of these grievances were influenced by the demographic composition of the Egyptian population. This paper argues that the youth bulge in Egypt played a major role in the political transition and as such serves as the prime example of the intersection of demographics, security, and the Arab Spring.

This paper analyzes recent developments in the intervention in Libya from the perspective of international relations and international law. The evidence suggests that states decided to intervene in Libya prior to sanction from the United Nations Security Council's Resolution 1973. The implication from the Libyan example is that politics was the impetus for the formulation and implementation of law, and not the other way around. During the colonial era of the late 19th and early 20th centuries, foreign powers encountered diverse cultures, superstitions and disease before promptly labeling the entire continent a dangerous and primitive place. For early explorers and colonialists, disease and the threat of ill health is what defined Africa. They overlooked the pre-existing strategies and practices that Africans had adapted to guard against certain diseases, either ignoring them or labeling the misunderstood safety nets as primitive. Estimation And Prediction In The Random Effects Model With Ar(P) Remainder Disturbances, Badi Baltagi, Long Liu

This paper considers the problem of estimation and forecasting in a panel data model with random individual effects and AR(p) remainder disturbances. It utilizes a simple exact transformation for the AR(p) time series process derived by Baltagi and Li (1994) and obtains the generalized least squares estimator for this panel model as a least squares regression. This exact transformation is also used in conjunction with Goldberger’s (1962) result to derive an analytic expression for the best linear unbiased predictor. The performance of this predictor is investigated using Monte Carlo experiments and illustrated using an empirical example.

This policy research investigated the question: "What are the implications of Republic Act 7161 (or the Forest Charges Law) as it is interpreted, imposed, and implemented towards sustainable rattan-based livelihoods of indigenous peoples (IP) communities in the Philippines?" An in-depth review and analysis of the Act was undertaken by examining the past policies, relevant administrative orders, and memorandum circulars issued by the Department of Environment and Natural Resources (DENR) and relevant forerunner agencies. The study determined the nature and extent of community participation in the planning, implementation, and monitoring and evaluation phases of the Namha Catchment Area Development Project at the village level in Luang Namtha District, Luang Namtha Province, Lao PDR. It also determined the factors that affected community participation and the latter's relation with the attainment of short-term and long-term goals of the project. A total of 120 respondents from Nam Gnaene and Namha villages in Luang Namtha district were selected randomly using the Slovin's formula. Based on lessons learnt and the good practices highlighted in the case studies, the GICHD, in collaboration with UNMAS, produced a Guide on Transitioning Mine Action Programmes to National Ownership.
