Can Representativeness Decrease Youth Violence In Juvenile Detention Facilities?, Ginger Silvera

Using the theory on Representative Bureaucracy, this study considers the minority representative role, which suggests that administrators who are minorities are more inclined to represent minority interests. This study examined whether officers perceive themselves as advocates based on shared demographics and whether they develop attitudes toward reducing youth violence. Considerably more researchers conduct studies in adult prisons than juvenile correctional facilities, which focus on rehabilitation for youth. Therefore, this study further examines youth correctional staff attitudes toward inmates. The way correctional officers' treat minors may impact the amount of violence in juvenile detention facilities.

The International Fuel Tax Agreement (IFTA) was established to reduce the complexities of reporting, allocating, and collecting diesel fuel taxes from interstate commercial carriers operating in multiple jurisdictions. This paper examines IFTA's effectiveness as a multistate tax administration model from the perspective of the states. We identify three criteria of effectiveness and use a survey of IFTA officials in the member states and provinces as well as additional data provided by IFTA, Inc to assess IFTA's effectiveness. We conclude that (1) IFTA promotes inter-jurisdictional cooperation and revenue transfers; (2) carriers do not locate disproportionately in low tax jurisdictions; and (3) …

The article presents a study that investigates the views of citizens on the efficiency of financial reports in the U.S. Researchers did a survey to discern the perspectives of respondents about the effectiveness of the said reports in informing other individuals about government finances. The intent of this study is to conduct a preliminary investigation into whether cannabis substitution for prescription drugs results in lower rates of controlled substance use. The purpose of this analysis is to examine the costs and benefits of the federal mandate that requires local agencies to assess, replace and maintain the retroreflectivity of all traffic signs that are on a public road as outlined in 23 Code of Federal Regulations (CFR), Part 655, Subpart F (FHWA, 2011). It is also a requirement that all signs be inventoried along with their GPS locations for easier maintenance in the future.

Seoul Metropolitan Government (SMG), South Korea, introduced the Shared Property Tax System in 2008 in order to mitigate fiscal disparities among twenty five autonomous districts located in its jurisdiction. The new program, introduced at the end of a long controversy, was influenced by St. Paul-Minneapolis (Twin Cities) Metropolitan Area Fiscal Disparities Program in Minnesota.

This paper addresses a key issue in the charter school debate, which is whether or not the existence of charter schools in a specific locality causes neighboring traditional public schools to improve their effectiveness. Measuring four student outcomes in Ohio counties where charter school enrollment represents at least five percent of the total public school-age population yielded mixed results. Federal government agencies that provide services for women would presumably have an internal women-friendly organizational culture. In this study, organizational culture is measured by financial benefits - annual salary and federal General Schedule grade - provided to women. Regression analyses were used to examine whether gender, grade, and type of agency have an effect on salary and grade. Also bonuses to women are examined, as well as whether men or women are the heads of individual agencies or umbrella departments. The Airline Passenger Survey is an annual survey of frequent fliers who visit the web site for the Airline Quality Rating. Since 2009, over 4,000 passengers have responded to researchers’ request to provide a consumer perspective on the quality of today’s air travel experience. Airline Quality Rating researchers at Purdue University and Wichita State University compare the consumer experience of air travel with the objective rankings of the Airline Quality Rating (www.airlinequalityrating.com). These detailed findings are provided publicly and periodically released to the media.
