Evaluation Of The Un Mine Action Programme In Nepal, Ted Paterson, Prabin Chitraker, Abigail Hartley

This evaluation looks at the UN Mine Action Programme in Nepal, which comprised two distinct but complementary components: one managed by the UN Mine Action Service (UNMAS) and the other by the United Nations Children's Fund (UNICEF).

The aims of the evaluation were to:

1. assess the efficacy of the UN Mine Action Programme in Nepal
2. identify strengths and weaknesses in the relationships, structures, capacity development and processes that have been established
3. make recommendations for improving the efficiency and effectiveness of similar programmes

Mandatory Reporting: A Study On The Effect Of Universal Mandated Reporting, Amanda Regis

Scandals at Penn State and Syracuse University have the world talking about mandatory reporting. There no debate in the academic community concerning the detrimental effects of child maltreatment and neglect, but the debate concerning mandatory reporting is ongoing. This study looks at the effectiveness of universal mandatory reporting of child maltreatment versus the current statute of mandated reporting for only certain professions in the states of New York and Pennsylvania. When Pennsylvania changed its legislation to a universal mandatory reporting law, it experienced a great increase, of 500%, in the number of substantiated reports of child maltreatment. The purpose of this research is to explore the conceptual background of agility in knowledge management, re-conceptualize it and extend it to military applications with a special focus on Counterinsurgency (COIN).

An initial qualitative exploration of agility in knowledge management was performed. Three different concepts and their interrelationships were analyzed: (1) knowledge management, (2) agility in operations, and (3) military organizations in the COIN environment. Findings from this initial qualitative analysis were used to inductively redefine, re-conceptualize and extend the concept of Agile Knowledge Management (AKM), as well as, to compare and adapt the AKM concept to the military environment …

This article analyzes the Supreme Court’s decision in Borough of Duryea v. Guarnieri, which held that in order for a petition, grievance or litigation by a public employee to be protected against retaliation under the Petition Clause of the First Amendment of the United States Constitution it must satisfy the public concern test applicable in retaliation cases alleging a violation of the Speech Clause. The decision was issued in the midst of a renewed contemporary debate over public sector collective bargaining and other statutory rights in public employment. Halos, Alibis And Community Development: A Cross National Comparison Of How Governments Spend Revenue From Gambling, Lynn Gidluck

Occasional Papers

This paper provides a cross-national comparison of how governments around the world distribute revenues from state-directed gambling and how these choices have been justified by proponents and vilified by critics. Case studies where governments have popularized gambling expansion by “earmarking” revenues for particular good causes and where the state has collaborated with the voluntary sector to deliver programs from this revenue stream are examined. Lessons learned from challenges of various approaches are considered.

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

This report examines 13 terrorist plots against public surface transportation that were uncovered and foiled by authorities between 1997 and 2010 and two failed attempts to carry out attacks. Certainly, this is not the total universe of foiled or failed terrorist plots in these years, but they were selected on the basis of what is known about them and the accessibility of information. The report focuses on terrorist plots in the West. Seven of the 15 plots took place in the United States, and four occurred in the United Kingdom. Section 377 of the Indian Penal Code was created in 1860 and outlawed “carnal intercourse against the order of nature.” In the following years, even after independence, India used Section 377 to prosecute child sexual abusers. While the law was rarely used to prosecute adult same-sex intercourse, it created widespread homophobia and harassment for LGBT Indians. Finally, in 2001 the Naz Foundation filed a petition against Section 377. On July 2, 2009 the Delhi High Court struck down Section 377 in its application to adult consensual same-sex intercourse. Many factors influence a country’s ability to provide quality health services for its people. Particularly, quality health care hinges upon the availability of properly trained and equipped health care workers (HCWs) to deliver effective care. Resource-strained countries committed to the Millennium Development Goals are confronting the reality that shortages and uneven distribution of HCWs threaten their capacities to encourage and establish healthy communities. A scarcity in HCWs is one challenge of public health initiatives and places stress on existing HCWs. This report is the outcome of a month-long exploratory study on youth work in Northern Ireland regarding sectarian issues. It is an investigation of how sectarianism transfers from generation to generation, and how this often results in cycles of violence. The goal of this exploration was to find out what efforts are being made to combat this cycle at a youth level, and gain a more nuanced understanding of how these efforts can be effective. In a South Africa where many still live in poverty, the government has chosen an extensive system of social grants as one of the primary methods by which it attempts to reduce this poverty. Research has generated substantial quantitative evidence that the system is successful, but there has been little analysis of public opinion around this costly policy, its effectiveness, and the need for its reform.
