Screening to promote early detection of cancer is a fundamental tool in preventive medicine and public health that facilitates earlier treatment and reductions in cancer mortality. Systematic reviews of the research demonstrate that early detection and treatment for breast and cervical cancers can reduce cancer-related mortality. One of the most important barriers to women being screened is the lack of health insurance coverage. The Centers for Disease Control and Prevention (CDC) administers two programs designed to increase screening, particularly among low-income and vulnerable populations: the National Breast and Cervical Cancer Early Detection Program (NBCCEDP) and the Colorectal Cancer Control Program …

This paper assessed factors that delayed the passage of the annual budget bill specifically in Virginia and also in 13 structurally similar states including: Arizona, Connecticut, Indiana, Kentucky, Maine, Minnesota, Montana, New Hampshire, North Carolina, North Dakota, Texas, Washington, and Wyoming. Virginia was the core focus of this study, but the variables detailed below were also measured for all thirteen states in an effort to broaden the scope of the study, and determine which political and economic factors affected the budget passage rates in Virginia and the 13 other states. Remote Explosive Scent Tracing (REST) is essentially a survey methodology based on using dogs and rats to remotely detect landmines and explosive remnants of war (ERW). Systems similar to REST have been used in technical survey and mine clearance operations for 20 years, and have been subject to a study conducted by the Geneva International Centre for Humanitarian Demining (GICHD) since 2000.

Asymmetry of power is an acknowledged phenomenon in negotiation, and there are a number of devices for dealing with it. Similarly, alternative dispute resolution seeks to neutralize asymmetry of power by using an interest-based model of cross-conflict collaboration, but research has indicated that asymmetry persists nonetheless. The role of gender in negotiation has been researched, and to a far lesser degree, also with regard to alternative dispute resolution. Some of the gender in negotiation research has introduced the element of asymmetry of power as well. This article describes several of the more successful critical peace education methodologies and perspectives that I was able to bring to my classroom in a juvenile detention home. For example, reflective writing and community analysis of nonviolent peace movements formed the core of my curriculum, as did critical analysis of the social processes of stereotyping and dehumanization. As a result, numerous students grew in their ability to write, express empathy with others, identify bias and articulate critical analysis of their schools, among other political systems. In this paper. we suggest that many budget theories actually are about appropriating and not about budgeting. We trace this development back to the classic budgeting question posed by V.O. Keys in 1940. To clarify the issue, we examine early normative theories of budgeting, and apply many contemporary theories about budgeting to the budgeting process advocated for in this early work. By analyzing current theories, we show that budget theories are, in many cases, simply focused on parts of the budget process or on the role of techniques in decision making. Australian humid tropical forests have been recognised as globally significant natural landscapes through world heritage listing since 1988. Aboriginal people have occupied these forests and shaped the biodiversity for at least 8000 years. The Wet Tropics Regional Agreement in 2005 committed governments and the region’s Rainforest Aboriginal peoples to work together for recognition of the Aboriginal cultural heritage associated with these forests. The resultant heritage nomination process empowered community efforts to reverse the loss of biocultural diversity. The conditions that enabled this empowerment included: Rainforest Aboriginal peoples’ governance of the process; their shaping of the heritage discourse to incorporate biocultural …

This study investigated potential impacts of climate change on travel disruption resulting from road closures in two urban watersheds in the Portland metropolitan area. We used ensemble climate change scenarios, a hydrologic model, stream channel survey, a hydraulic model, and a travel forecast model to develop an integrated impact assessment method. High-resolution climate change scenarios are based on the combinations of two emission scenarios and eight general circulation models. The Precipitation-Runoff Modeling System was calibrated and validated for the period 1988-2006, and simulated for determining the probability of floods from 2020-2049. Trip-based models are no longer adequate for some of the more complex questions. They fail to account for time of day sensitivity, dynamic congestion effects, variable pricing and tolls, and the reliability of both highways and transit. Existing activity/tour-based models lack the enhanced temporal element provided by a more dynamic, activity-based microsimulation. DASH is the next-generation model being developed by the Metro Research Center.

The U.S. Census estimated approximately 25.1% of Nevadans in 2006 to 2008 to be non-white, 27.3% speak English as a second language, and 24.9% Hispanic. The three most commonly spoken languages in Las Vegas are English, Spanish, and Tagalog, reflecting the growing Spanish-speaking and Asian communities in Southern Nevada. Service providers struggle with providing relevant services for these communities, to include addressing gendered violence. This project seeks to further current knowledge about gendered violence in Spanish-speaking and Asian communities, to examine the capacity of local providers, and identify possible linguistic and cultural barriers that may compound education, outreach, and intervention.

This paper examines the conviction that robust peacekeeping—a strong and forceful peacekeeping force—works better than traditional UN peacekeeping mechanisms in reducing human rights violations, specifically, civilian killing, in areas of deployment. I seek to analyze both the operational and internal characteristics of UN peacekeeping operations in an effort to understand the hindrances to achieving the objective of protecting human rights. Specifically, the study examines the contributions of key structural variables, including the mission type, weapon type, rules of engagement, mission strength, and major power participation controlling for other intervening variables using negative binomial and logit regression models.
